TRAGIC DEMISE OF A REVOLUTIONARY PEASANT LEADER

Lok Morcha Punjab expresses its deep grief and anguish at the tragic and untimely death of Sh. Balkar Singh Dakonda and his wife in a road accident on the night intervening 12th & 13th July 2010. Sh. Balkar Singh remained active in the farmers movement in Punjab for the last about 28 years. In the eighties, when Punjab farmers organized a massive spectacular Gherao of Punjab Raj Bhawan at Chandigarh, he was Nabha block President of the BKU. With the sheer dint of his hard work, commitment and dedication to the cause of farmers, he emerged as a front-ranking leader of the BKU. For the past many years, Sh. Balkar Singh Dakonda remained part of a united revolutionary democratic movement of farmers and agricultural laborers fervently struggling against the neo-liberal policies of the ruling classes in Punjab.

While fighting for the farmers he suffered immense repression at the hands of the police. He was sent to jail six times, the last one being in March 2010. A few years ago he suffered injuries on his head and knee in a brutal lathi-charge by the police at Mansa, on a peaceful demonstration of peasants.

Sh. Balkar Singh Dakonda was deeply interested in progressive literature & cultural activities, particularly the poetry of Surjit Paatar and plays of Sh. Gursharan Singh. He used to organize Gursharan Singh’s plays in and around his village and recite Surjit Paatar’s poems to enthuse the peasants in their gatherings.

Balkar Singh Dakonda’s death is a great loss to the peoples’ democratic revolutionary movement.

ਕਿਸਾਨ ਆਗੂ ਬਲਕਾਰ ਸਿੰਘ ਡਕੌਂਦਾ ਦਾ ਸੜਕ ਹਾਦਸੇ 'ਚ ਦੇਹਾਂਤ

ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ (ਏਕਤਾ)-ਡਕੌਂਦਾ ਦੇ ਪ੍ਰਧਾਨ ਬਲਕਾਰ ਸਿੰਘ ਡਕੌਂਦਾ (55 ਸਾਲ) ਅਤੇ ਉਨ੍ਹਾਂ ਦੀ ਪਤਨੀ ਜਸਵੀਰ ਕੌਰ ਦਾ ਸੜਕ ਹਾਦਸੇ ਵਿਚ ਦੇਹਾਂਤ ਹੋ ਗਿਆ। ਉਹ ਸੋਮਵਾਰ ਰਾਤੀਂ 9 ਕੁ ਵਜੇ ਸਰਹਿੰਦ ਦੇ ਆਮ-ਖ਼ਾਸ ਬਾਗ ਨੇੜੇ ਆਪਣੇ ਮੋਟਰ ਸਾਈਕਲ ਉੱਤੇ ਪਿੰਡ ਫਤਿਹਪੁਰ ਜਾ ਰਹੇ ਸਨ ਕਿ ਕੋਈ ਵਾਹਨ ਵਾਲਾ ਉਨ੍ਹਾਂ ਨੂੰ ਫੇਟ ਮਾਰ ਗਿਆ। ਉਨ੍ਹਾਂ ਨੂੰ ਫਤਿਹਗੜ੍ਹ ਸਾਹਿਬ ਦੇ ਹਸਪਤਾਲ ਲਿਜਾਇਆ ਗਿਆ। ਹਾਲਤ ਗੰਭੀਰ ਹੋਣ ਕਾਰਨ ਉਨ੍ਹਾਂ ਨੂੰ ਚੰਡੀਗੜ੍ਹ ਪੀ.ਜੀ.ਆਈ. ਭੇਜ ਦਿੱਤਾ ਗਿਆ ਜਿੱਥੇ ਉਨ੍ਹਾਂ ਦੀ ਮੌਤ ਹੋ ਗਈ। ਉਨ੍ਹਾਂ ਦਾ ਸਸਕਾਰ 14 ਜੁਲਾਈ ਨੂੰ ਬਾਅਦ ਦੁਪਹਿਰ 2 ਵਜੇ ਪਿੰਡ ਡਕੌਂਦਾ (ਨੇੜੇ ਪਿੰਡ ਟੌਹੜਾ) ਵਿਖੇ ਕੀਤਾ ਜਾਵੇਗਾ।

ਕਾਮਰੇਡ ਡਕੌਂਦਾ ਪਹਿਲਾਂ ਆਰ.ਐੱਮ.ਪੀ. (ਰਜਿਸਟਰਡ ਮੈਡੀਕਲ ਪ੍ਰੈਕਟੀਸ਼ਨਰ) ਸਨ। ਗੁਆਂਢੀ ਪਿੰਡ ਦਿੱਤੂਪੁਰ ਦੇ ਕਿਸਾਨ ਆਗੂ ਗੁਰਮੀਤ ਸਿੰਘ ਦਿੱਤੂਪੁਰ ਦੇ ਪ੍ਰਭਾਵ ਸਦਕਾ ਉਹ ਕਿਸਾਨ ਘੋਲ਼ਾਂ ਨਾਲ ਜੁੜ ਗਏ। ਸੰਨ 1984 ਵਿਚ ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ ਦੀ ਨਾਭਾ ਇਕਾਈ ਦੇ ਪ੍ਰਧਾਨ ਚੁਣੇ ਗਏ। ਇਸ ਤੋਂ ਬਾਅਦ ਉਨ੍ਹਾਂ ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ ਦੀ ਪਟਿਆਲਾ ਇਕਾਈ ਦੇ ਸਕੱਤਰ, ਸੂਬਾ ਪ੍ਰੱਸ ਸਕੱਤਰ ਅਤੇ ਸੂਬਾ ਜਨਰਲ ਸਕੱਤਰ ਦੇ ਅਹੁਦੇ ਤੇ ਰਹਿੰਦਿਆਂ ਕਿਸਾਨਾਂ ਦੀ ਅਗਵਾਈ ਕੀਤੀ। ਅੱਜਕੱਲ੍ਹ ਉਹ ਭਾਰਤੀ ਕਿਸਾਨ ਯੂਨੀਅਨ (ਏਕਤਾ)-ਡਕੌਂਦਾ ਦੇ ਪ੍ਰਧਾਨ ਸਨ। ਉਨ੍ਹਾਂ ਦਾ ਪਰਿਵਾਰਕ ਪਿਛੋਕੜ ਛੋਟੀ ਕਿਸਾਨੀ ਵਿਚੋਂ ਸੀ। 26 ਸਾਲ ਤੋਂ ਉਹ ਲਹਿਰ ਨਾਲ ਬਤੌਰ ਕੁਲਵਕਤੀ ਕਾਰਕੁਨ ਜੁੜੇ ਹੋਏ ਸਨ। ਇਸ ਵੇਲੇ 17 ਜਥੇਬੰਦੀਆਂ ਵੱਲੋਂ ਵਿੱਢੇ ਘੋਲ ਦੇ ਉਹ ਸਿਰਕੱਢ ਆਗੂ ਸਨ। ਉਨ੍ਹਾਂ ਦੀ ਜੀਵਨਸਾਥਣ ਜਸਵੀਰ ਕੌਰ ਹਾਲ ਹੀ ਵਿਚ ਬਾਬਾ ਜ਼ੋਰਾਵਰ ਸਿੰਘ ਬਾਬਾ ਫ਼ਤਿਹ ਸਿੰਘ ਸਕੂਲ, ਫ਼ਤਿਹਗੜ੍ਹ ਸਾਹਿਬ ਤੋਂ ਬਤੌਰ ਅਧਿਆਪਕ ਰਿਟਾਇਰ ਹੋਏ ਸਨ। ਉਨ੍ਹਾਂ ਦਾ ਇਕਲੌਤਾ ਬੇਟਾ ਆਸਟਰੇਲੀਆ ਵਿਚ ਹੈ ਅਤੇ ਭਲਕੇ ਪਿੰਡ ਪੁੱਜ ਰਿਹਾ ਹੈ।

Bharti Kissan Union Ekta (Ugrahan) and BKU (Dakonda) today held a state level massive Dharna at Bathinda, demanding unconditional release of Sh. Surjit Singh Phul, State President BKU (Krantikari), who was arrested under the Unlawful Activities Act and charged with being a Maoist.The Dharna was supported by various organisations of agricultural labourers and BKU (Krantikari).
