ਬੇਰੁਜ਼ਗਾਰੀ ਦਾ ਮਸਲਾ ਤੇ ਸਰਕਾਰੀ ਨੀਤੀਆਂ

3 ਅਪ੍ਰੈਲ ਦੇ ਪੰਜਾਬੀ ਟ੍ਰਿਬਿਊਨ ਵਿੱਚ ਬੇਰੁਜ਼ਗਾਰ ਵੈਟਰਨਰੀ ਇੰਸਪੈਕਟਰ ਯੂਨੀਅਨ ਪੰਜਾਬ ਵੱਲੋਂ ਟੈਂਕੀਆਂ ਉੱਪਰ ਚੜ੍ਹਕੇ ਆਤਮਦਾਹ ਦੀ ਧਮਕੀ ਦੀ ਖਬਰ ਛਪੀ। 21 ਮਈ ਨੂੰ ਬੇਰੁਜ਼ਗਾਰ ਈ.ਟੀ.ਟੀ. ਅਧਿਆਪਕ ਯੂਨੀਅਨ ਵੱਲੋਂ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਜੱਦੀ ਪਿੰਡ ਸਥਿਤ ਨਿਵਾਸ ਅੱਗੇ ਆਤਮਦਾਹ ਦੀ ਧਮਕੀ ਤੇ 11 ਮਰਜੀਵੜਿਆਂ ਦਾ ਜਥਾ ਤਿਆਰ ਕਰ ਲਏ ਜਾਣ ਦੀ ਖਬਰ ਲੱਗੀ।ਇਸਤੋਂ 9 ਦਿਨ ਬਾਅਦ ਯੂਨੀਅਨ ਵੱਲੋਂ ਸੰਗਰੂਰ ਵਿੱਚ ਕੀਤੇ ਜਾ ਰਹੇ ਰੋਸ ਮਾਰਚ ਦੌਰਾਨ ਚਾਰ ਬੇਰੁਜ਼ਗਾਰ ਅਧਿਆਪਕ ਟੈਂਕੀ ਤੇ ਜਾ ਚੜ੍ਹੇ ਤੇ 22 ਘੰਟਿਆਂ ਬਾਦ ਕੈਬਨਿਟ ਮੰਤਰੀ ਪਰਮਿੰਦਰ ਢੀਂਡਸਾ ਨਾਲ ਮੀਟਿੰਗ ਦੇ ਭਰੋਸੇ ਤੋਂ ਬਾਦ ਹੀ ਹੇਠਾਂ ਉੱਤਰੇ। 14 ਜੂਨ ਨੂੰ ਵੈਟਰਨਰੀ ਫਾਰਮਾਸਿਸਟ ਯੂਨੀਅਨ ਦੇ 5 ਕਾਰਕੁਨ ਬਠਿੰਡਾ ਵਿਖੇ ਪੈਟਰੋਲ ਦੀਆਂ ਕੇਨੀਆਂ ਹੱਥਾਂ ਵਿੱਚ ਫੜ੍ਹ ਵਾਟਰ ਵਰਕਸ ਦੀ ਟੈਂਕੀ ਉੱਪਰ ਚੜ੍ਹ ਗਏ ਤੇ 36 ਘੰਟਿਆਂ ਬਾਦ ਡੀ.ਸੀ.ਵੱਲੋਂ ਮੁੱਖ ਮੰਤਰੀ ਤੇ ਪਸ਼ੂ ਪਾਲਣ ਮੰਤਰੀ ਨਾਲ ਮੀਟਿੰਗ ਕਰਵਾਉਣ ਦਾ ਭਰੋਸਾ ਲਿਖਤੀ ਰੂਪ ‘ਚ ਹਾਸਲ ਕਰਨ ਤੋਂ ਬਾਦ ਹੀ ਟੈਂਕੀ ਤੋਂ ਉੱਤਰ ਕੇ ਆਏ।ਏਸੇ ਹੀ ਦਿਨ 6 ਬੇਰੁਜ਼ਗਾਰ ਲਾਈਨਮੈਨ ਬਠਿੰਡਾ ਵਿਖੇ ਇੱਕ ਹੋਰ ਟੈਂਕੀ ਤੇ ਚੜ੍ਹ ਗਏ ਤੇ 31 ਘੰਟਿਆਂ ਬਾਦ ਉਦੋਂ ਹੇਠਾਂ ਉੱਤਰੇ ਜਦ ਡੀ.ਸੀ. ਵੱਲੋਂ ਪਾਵਰਕੌਮ ਦੇ ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ ਤੇ ਮੁੱਖ ਮੰਤਰੀ ਨਾਲ ਮੀਟਿੰਗ ਦਾ ਭਰੋਸਾ ਲਿਖਤੀ ਰੂਪ ‘ਚ ਦਿੱਤਾ ਗਿਆ। 5 ਜੂਨ ਨੂੰ ਪੰਜਾਬ ਬੇਰੁਜ਼ਗਾਰ ਈ.ਟੀ.ਟੀ. ਯੂਨੀਅਨ ਵੱਲੋਂ ਮੰਗਾਂ ਨਾ ਮੰਨੇ ਜਾਣ ਦੀ ਸੂਰਤ ਵਿੱਚ ਮਰਜੀਵੜਿਆਂ ਵੱਲੋਂ ਨਹਿਰਾਂ ‘ਚ ਛਾਲ ਮਾਰਕੇ ਆਤਮਹੱਤਿਆ ਕਰਨ ਦੀ ਧਮਕੀ ਦਿੱਤੀ ਗਈ।

ਪਿਛਲੇ ਪੂਰੇ ਇੱਕ ਸਾਲ ਤੋਂ ਫਰਵਰੀ ਮਹੀਨੇ ‘ਚ ਕਪੂਰਥਲਾ ਵਿਖੇ ਕਿਰਨਦੀਪ ਵੱਲੋਂ ਕੀਤੇ ਆਤਮਦਾਹ ਸਮੇਤ ਅਨੇਕਾਂ ਅਜਿਹੀਆਂ ਖਬਰਾਂ ਨੇ ਅਖਬਾਰ ਮੱਲੇ ਹੋਏ ਹਨ।ਇਹਨਾਂ ਤੋਂ ਬਿਨਾ ਕਦੇ ਆਂਗਨਵਾੜੀ ਵਰਕਰਾਂ, ਕਦੇ ਬੀ.ਐਡ. ਅਧਿਆਪਕਾਂ, ਕਦੇ ਈ.ਜੀ.ਐਸ. ਕਰਮੀਆਂ ਕਦੇ ਮਲਟੀਪਰਪਜ਼ ਹੈਲਥ ਵਰਕਰਾਂ, ਕਦੇ ਸਬਸਟੀਚਿਊਟ ਕੰਪਿਊਟਰ ਟੀਚਰਾਂ ਜਾਂ ਹੋਰ ਅਨੇਕਾਂ ਵੰਨਗੀਆਂ ਦੇ ਬੇਰੁਜ਼ਗਾਰਾਂ ਦੀਆਂ ਧਮਕੀਆਂ ਤੇ ਸੰਘਰਸ਼ ਦੀਆਂ ਖਬਰਾਂ ਛਪਦੀਆਂ ਰਹਿੰਦੀਆਂ ਹਨ।ਇਹ ਸਾਰੀਆਂ ਖਬਰਾਂ ਕਿਸ ਗੱਲ ਦਾ ਸੰਕੇਤ ਹਨ ? ਕੀ ਇਹ ਉਸ ਸਿਰੇ ਦੀ ਗੰਭੀਰ ਹਾਲਤ ਦਾ ਮਹਿਜ਼ ਇਸ਼ਾਰਾ ਮਾਤਰ ਨਹੀਂ ਜੋ ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨ ਹੰਢਾ ਰਹੇ ਹਨ ਤੇ ਜਿਸ ਹਾਲਤ ਚੋਂ ਨਿਕਲਣ ਲਈ ਉਹ ਖੁਦਕੁਸ਼ੀ ਵਰਗੇ ਅੱਤ ਦੇ ਕਦਮ ਚੁੱਕਣ ਤੱਕ ਜਾ ਰਹੇ ਹਨ ? ਸਿਰਫ ਆਪਣੀ ਗੱਲ ਦੀ ਸੁਣਵਾਈ ਕਰਵਾਉਣ ਲਈ, ਮੰਤਰੀ ਨਾਲ ਮੀਟਿੰਗ ਹਾਸਲ ਕਰਨ ਲਈ ਇਸ ਪੱਧਰ ਦੀਆਂ ਕਾਰਵਾਈਆਂ ਕੀ ਇਸ ਗੰਭੀਰ ਹਾਲਤ ਪ੍ਰਤੀ ਸਰਕਾਰੀ ਪਹੁੰਚ ਦੇ ਸਰਸਰੀਪਣ ਦਾ ਸਬੂਤ ਨਹੀਂ ? ਕੀ ਇਹ ਸਥਿਤੀ ਸੰਕੇਤ ਨਹੀਂ ਕਰਦੀ ਕਿ ਮੌਜੂਦਾ ਸਰਕਾਰੀ ਨੀਤੀਆਂ ਨਾ ਸਿਰਫ ਇਸ ਸਮੱਸਿਆ ਨਾਲ ਨਿਪਟਣ ‘ਚ ਅਸਮਰੱਥ ਨਿਬੜ ਰਹੀਆਂ ਹਨ, ਸਗੋਂ ਇਹ ਹਾਲਤ ਬਣਾਉਣ ਅਤੇ ਇਸਨੂੰ ਦਿਨੋ ਦਿਨ ਹੋਰ ਗੰਭੀਰ ਕਰਦੇ ਜਾਣ ਲਈ ਜਿੰਮੇਵਾਰ ਹਨ ?

1991 ਵਿੱਚ ਨਰਸਿਮਹਾ ਸਰਕਾਰ ਵੱਲੋਂ ਆਪਣਾਈਆਂ ਤੇ ਹਰ ਵੰਨਗੀ ਦੀਆਂ ਸਰਕਾਰਾਂ ਵੱਲੋਂ ਜ਼ੋਸ਼-ਖਰੋਸ਼ ਨਾਲ ਲਾਗੂ ਕੀਤੀਆਂ ਜਾ ਰਹੀਆਂ ਨਵੀਆਂ ਆਰਥਕ ਨੀਤੀਆਂ ਸਮਾਜ ਦੇ ਸਭ ਤਬਕਿਆਂ ਉੱਪਰ ਆਪਣਾ ਘਾਤਕ ਅਸਰ ਦਿਖਾ ਚੁੱਕੀਆਂ ਹਨ। ਵੱਡੀ ਪੱਧਰ ਤੇ ਕਿਸਾਨ ਖੁਦਕੁਸ਼ੀਆਂ, ਕਿਸਾਨਾਂ ਦਾ ਖੇਤੀ ਧੰਦੇ ਤੋਂ ਬਾਹਰ ਹੋਣਾ, ਅਜਿਹੇ ਹਿੱਸੇ ਦੀ ਕਿਸੇ ਹੋਰ ਬੇਰੁਜ਼ਗਾਰ ‘ਚ ਰਸਾਈ ਨਾ ਹੋਣਾ, ਛੋਟੀਆਂ ਸਨਅਤਾਂ ਦਾ ਵੱਡੀ ਪੱਧਰ ਤੇ ਉਜਾੜਾ, ਫੈਕਟਰੀ ਤਾਲਾਬੰਦੀਆਂ, ਸਨਅਤੀ ਮਜਦੂਰਾਂ ਦੀਆਂ ਧੜਾਧੜ ਛਾਂਟੀਆਂ, ਮਾੜੀਆਂ ਕੰਮ ਹਾਲਤਾਂ, ਸਾਰੇ ਸਰਕਾਰੀ ਮਹਿਕਮਿਆਂ ਦਾ ਧੜਾਧੜ ਨਿੱਜੀਕਰਨ, ਮੁਲਾਜ਼ਮਾਂ ਤੇ ਕੰਮ ਦੇ ਵਧੇ ਬੋਝ, ਜਬਰੀ ਰਿਟਾਇਰਮੈਂਟਾਂ, ਸਹੂਲਤਾਂ ਦੀ ਛੰਗਾਈ, ਅਮਲੀ ਗਰੀਬੀ ਦਰ ‘ਚ ਵਾਧਾ, ਨਿਘਰ ਰਿਹਾ ਵਾਤਾਵਰਨ ਤੇ ਬੇਰੁਜ਼ਗਾਰਾਂ ਦੀ ਫੌਜ ‘ਚ ਬੇਥਾਹ ਵਾਧਾ ਇਹਨਾਂ ਨਵੀਆਂ ਨੀਤੀਆਂ ਦੀ ਨਾ ਭੁਲਾਈ ਜਾਣ ਯੋਗ ਦੇਣ ਹੈ।

ਇਹਨਾਂ ਨੀਤੀਆਂ ਦੀ ਮਾਰ ਹੰਢਾ ਰਹੇ ਸਭ ਤਬਕੇ ਪਿਛਲੇ ਸਮੇਂ ਦੌਰਾਨ ਜਥੇਬੰਦ ਹੋਣ ਤੇ ਆਪੋ ਆਪਣੀਆਂ ਮੰਗਾਂ ਨੂੰ ਲੈ ਕੇ ਸੰਘਰਸ਼ ਕਰਨ ਦੇ ਰਾਹ ਪਏ ਹਨ (ਹਲਾਂਕਿ ਇਹਨਾਂ ਤਬਕਿਆਂ ਦੇ ਵੱਡੇ ਹਿੱਸੇ ਵੱਲੋਂ ਤਬਕਾਤੀ ਮੰਗਾਂ ਤੋਂ ਉੱਪਰ ਉੱਠ ਕੇ ਸਾਂਝੀ ਕੜੀ ਅਰਥਾਤ ਆਰਥਿਕ ਨੀਤੀਆਂ ਨੂੰ ਪਛਾਨਣ ਤੇ ਸੰਘਰਸ਼ ਇਹਨਾਂ ਵੱਲ ਸੇਧਤ ਕਰਨ ਦੀ ਲੋੜ ਖੜ੍ਹੀ ਹੈ) ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨ ਵੀ ਇਸੇ ਸਮੇਂ ਦੌਰਾਨ ਆਪੋ ਆਪਣੀਆਂ ਮੰਗਾਂ ਨਾਲ ਸੰਘਰਸ਼ ਦੇ ਪਿੜ ਵਿੱਚ ਨਿੱਤਰੇ ਹਨ।ਪੰਜਾਬ ਦਾ ਮਾਹੌਲ ਇੱਕੋ ਸਮੇਂ ਅਨੇਕਾਂ ਵੰਨਗੀਆਂ ਦੇ ਬੇਰੁਜ਼ਗਾਰਾਂ ਨੂੰ ਰੁਜ਼ਗਾਰ ਲਈ ਲੜਦੇ ਵੇਖ ਰਿਹਾ ਹੈ।ਨਵੀਆਂ ਆਰਥਕ ਨੀਤੀਆਂ ਦੀ ਅਮਲਦਾਰੀ ਨੇ ਹਰ ਪ੍ਰਕਾਰ ਦੀ ਨਵੀਂ ਭਰਤੀ ਲਈ ਬੂਹੇ ਪੂਰੀ ਤਰ੍ਹਾਂ ਬੰਦ ਕਰ ਦਿੱਤੇ ਹਨ।ਪਹਿਲਾਂ ਹੀ ਮੌਜੂਦ ਅਮਲੇ ਵਿੱਚ ਵੀ ਕਈਆਂ ਨੂੰ ‘ਵਾਧੂ ਦਾ ਲੇਬਲ ਲਾ ਕੇ ਛਾਂਟਣ ਦੇ ਵੰਨ ਸੁਵੰਨੇ ਤਰੀਕੇ ਅਪਣਾਏ ਜਾ ਰਹੇ ਹਨ। ਦੂਜੇ ਪਾਸੇ ਇਹੀ ਨੀਤੀਆਂ ਨਿੱਜੀ ਪੂੰਜੀ ਨੂੰ ਹਰ ਖੇਤਰ ਵਿੱਚ ਖੁੱਲ੍ਹ ਖੇਡਣ ਦੀ ਇਜਾਜਤ ਦੇ ਰਹੀਆਂ ਹਨ। ਨਤੀਜਾ ਇਹ ਹੈ ਕਿ ਕਿ ਇੱਕ ਪਾਸੇ ਬੀ.ਐਡ., ਈ.ਟੀ.ਟੀ. ਵਰਗੇ ਅਨੇਕਾਂ ਤਰ੍ਹਾਂ ਦੇ ਕੋਰਸ ਕਰਵਾਉਣ ਵਾਲੀਆਂ ਨਿੱਜੀ ਸੰਸਥਾਵਾਂ ਧੜਾਧੜ ਖੁੱਲ ਰਹੀਆਂ ਹਨ ਅਤੇ ਮੁਨਾਫੇ ਕਮਾਉਣ ਦੀ ਦੌੜ ਵਿੱਚ ਹਰ ਤਰ੍ਹਾਂ ਦੇ ਨਿਯਮ ਛਿੱਕੇ ਟੰਗਕੇ ਜੁਟੀਆਂ ਹੋਈਆ ਹਨ, ਦੂਜੇ ਪਾਸੇ ਇਹਨਾਂ ਸੰਸਥਾਵਾਂ ਦੀ ਪੈਦਾਵਾਰ ਯਾਨੀ ਕਿ ਕੋਰਸ ਪੂਰੇ ਕਰਕੇ ਨਿਕਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਰੁਜ਼ਗਾਰ ਦੇਣ ਦੀ ਸਰਕਾਰ ਦੀ ਕੋਈ ਯੋਜਨਾ ਨਹੀਂ।ਵਿੱਦਿਅਕ ਪ੍ਰਬੰਧ ਰੁਜ਼ਗਾਰ ਦੀਆਂ ਅਮਲੀ ਲੋੜਾਂ ਤੋਂ ਪੂਰੀ ਤਰ੍ਹਾਂ ਟੁੱਟਿਆ ਹੋਇਆ ਹੈ।ਸਰਕਾਰ ਜਿਨ੍ਹਾਂ ਕੋਰਸਾਂ ਲਈ ਪ੍ਰਾਈਵੇਟ ਅਦਾਰਿਆਂ ਨੂੰ ਅੰਨੇਵਾਹ ਮਾਨਤਾ ਦੇ ਰਹੀ ਹੈ, ਉਹਨਾਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਪ੍ਰਤੀ ਇਸਦੀ ਕੋਈ ਜਿੰਮੇਵਾਰੀ ਨਹੀਂ।ਲੋਕਾਂ ਨੂੰ ਦਿੱਤੀਆਂ ਜਾਂਦੀਆਂ ਸਹੂਲਤਾਂ ਤੋਂ ਹੱਥ ਪਿੱਛੇ ਖਿੱਚਕੇ ਲੋਕਾਂ ਨੂੰ ਨਿੱਜੀ ਅਦਾਰਿਆਂ ਦੀ ਮੁਨਾਫੇ ਦੀ ਭੁੱਖ ਵੱਸ ਪਾ ਦੇਣ ਦੀ ਪਹੁੰਚ ਦੇ ਸਿੱਟੇ ਵਜੋਂ ਹੀ ਸਟਾਫ ਦੀ ਕਮੀ ਨਾਲ ਸਹਿਕ ਰਹੇ ਸਰਕਾਰੀ ਸਕੂਲਾਂ, ਪੇਂਡੂ ਡਿਸਪੈਂਸਰੀਆਂ, ਬਿਜਲੀ ਗਰਿੱਡਾਂ ਤੇ ਹੋਰ ਅਦਾਰਿਆਂ ਅੰਦਰ ਨਵੀਂ ਪੱਕੀ ਭਰਤੀ ਨਹੀਂ ਕੀਤੀ ਜਾ ਰਹੀ ਸਗੋਂ ਇਹਨਾਂ ਨੂੰ ਹੌਲੀ-ਹੌਲੀ ਦਮ ਤੋੜਦੇ ਜਾਣ ਦੇ ਰਾਹ ਪਾ ਕੇ ਨਿੱਜੀਕਰਨ ਲਈ ਜਮੀਨ ਪੱਧਰੀ ਕੀਤੀ ਜਾ ਰਹੀ ਹੈ।ਜੇ ਕਿਤੇ ਕਿਸੇ ਕਾਰਨ ਵੱਸ ਮਾੜੀ ਮੋਟੀ ਭਰਤੀ ਕੀਤੀ ਵੀ ਜਾਂਦੀ ਹੈ ਤਾਂ ਉਹ ਠੇਕੇ ਉੱਪਰ ਕੁੱਝ ਮਹੀਨਿਆਂ ਜਾਂ ਸਾਲਾਂ ਦੇ ਸੀਮਤ ਅਰਸੇ ਲਈ ਹੁੰਦੀ ਹੈ, ਜੀਹਦੇ ਵਿੱਚੋਂ ਕਿਸੇ ਪੱਕੇ ਰੁਜ਼ਗਾਰ ਵਿੱਚ ਲੱਗੇ ਹੋਣ ਦੀ ਤਸੱਲੀ ਤਾਂ ਦੂਰ, ਹਰ ਵਕਤ ਰੁਜ਼ਗਾਰ ਖੁੱਸ ਜਾਣ ਦਾ ਫਿਕਰ ਸੋਚਾਂ ਮੱਲੀ ਰੱਖਦਾ ਹੈ, ਕਿਸੇ ਹੋਰ ਪੱਕੇ ਰੁਜ਼ਗਾਰ ਦੀ ਭਾਲ ਵਿੱਚ ਭਟਕਾਉਂਦਾ ਹੈ ਤੇ ਮੁੜ-ਮੁੜ ਰੁਜ਼ਗਾਰ ਲਈ ਲੜਨ ਦੇ ਹਾਲਾਤ ਬਣਾਈ ਰੱਖਦਾ ਹੈ।

ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨਾਂ ਲਈ ਅਜਿਹੀ ਹਾਲਤ ਦੇ ਸਿੱਟੇ ਦੂਰ ਰਸ ਹੁੰਦੇ ਹਨ। ਉਹ ਨਾਂ ਸਿਰਫ ਬੇਰੁਜ਼ਗਾਰ ਦੀ ਅਣਹੋਂਦ ਕਾਰਨ ਉਪਜੇ ਘਰੇਲੂ ਕਲੇਸ਼ ਹੰਢਾਉਂਦੇ ਹਨ, ਉਹਨਾਂ ਦਾ ਸਵੈ ਵਿਸ਼ਵਾਸ ਵੀ ਮਰੁੰਡਿਆ ਜਾਂਦਾ ਹੈ। ਜੀਵਨ ਸਾਥੀ ਮਿਲਣ ‘ਚ ਦਿੱਕਤਾਂ ਆਉਂਦੀਆਂ ਹਨ।ਆਪਣੇ ਪੈਰਾਂ ਤੇ ਖੜ੍ਹੇ ਨਾ ਹੋ ਸਕਣ ਦੀ ਭਾਵਨਾ ਨਿਰਾਸ਼ਾ ਦੀ ਖੱਡ ‘ਚ ਲਿਜਾ ਸੁੱਟਦੀ ਹੈ, ਨਸ਼ਿਆਂ ਦੇ ਤੇ ਲੱਚਰ ਸੱਭਿਆਚਾਰ ਦੇ ਰਾਹ ਤੋਰ ਦਿੰਦੀ ਹੈ।ਗੈਰ ਉਪਜਾਊ ਤੇ ਅਪਰਾਧਿਕ ਬਿਰਤੀਆਂ ਨੂੰ ਜਨਮ ਦਿੰਦੀ ਹੈ।ਪਿਛਲੇ ਸਮੇਂ ਵਿੱਚ ਪੰਜਾਬ ਦੀ ਫਿਜ਼ਾ ਨੇ ਕਿਸਾਨਾਂ, ਬਿਜਲੀ ਮੁਲਾਜਮਾਂ, ਖੇਤ ਮਜਦੂਰਾਂ ਵੱਲੋਂ ਨਵੀਆਂ ਨੀਤੀਆਂ ਦਾ ਸਰਗਰਮ ਵਿਰੋਧ ਦੇਖਿਆ ਹੈ।ਇਸਨੇ ਬੇਰੁਜ਼ਗਾਰ ਨੌਜਵਾਨਾਂ ਨੂੰ ਵੀ ਸੰਘਰਸ਼ ਦੇ ਪਿੜ ਵਿੱਚ ਆਉਣ ਲਈ ਉਤਸ਼ਾਹਿਤ ਕੀਤਾ ਹੈ।

ਈ.ਟੀ.ਟੀ. ਬੇਰੁਜ਼ਗਾਰਾਂ ਦਾ ਕਈ ਸਾਲਾਂ ਦਾ ਸੰਘਰਸ਼ ਦਾ ਤਜਰਬਾ ਹੈ।ਹੁਣ ਬੇਰੁਜਗਾਰ ਲਾਈਨਮੈਨ,ਵੈਟਰਨਰੀ ਫਾਰਮਾਸਿਸਟ, ਬੀ.ਐਡ. ਅਧਿਆਪਕ, ਆਂਗਨਵਾੜੀ ਵਰਕਰ, ਕੰਪਿਊਟਰ ਟੀਚਰ, ਹੈਲਥ ਵਰਕਰ ਵੀ ਇਹਨਾਂ ‘ਚ ਆ ਰਲੇ ਹਨ। ਇਹਨਾਂ ਵਿੱਚੋਂ ਬਹੁਤਿਆਂ ਲਈ ਬੇਰੁਜ਼ਗਾਰ ‘ਕਰੋ ਜਾਂ ਮਰੋ ਦਾ ਮਸਲਾ ਹੈ। ਈ.ਜੀ.ਐਸ. ਅਧਿਆਪਕ ਕੁੜੀ ਕਿਰਨਦੀਪ ਇੱਕ ਉਦਾਹਰਨ ਹੈ।ਹਰ ਦਿਨ ਟੈਂਕੀਆਂ ਤੇ ਚੜ੍ਹ ਰਹੇ ਮਰਜੀਵੜਿਆਂ ਦੇ ਜਥੇ ਰੁਜ਼ਗਾਰ ਦੇ ਮਸਲੇ ਦੀ ਗੰਭੀਰਤਾ ਕੂਕ-ਕੂਕ ਕੇ ਬਿਆਨ ਕਰ ਰਹੇ ਹਨ।ਸੁਖਮਨੀ ਸਾਹਬ ਦੇ ਪਾਠ ਤੋਂ ਲੈ ਕੇ ਆਤਮਦਾਹ ਦੀਆਂ ਧਮਕੀਆਂ ਤੱਕ ਹਰ ਤਰ੍ਹਾਂ ਦੇ ਰਾਹ ਅਪਣਾਏ ਜਾ ਰਹੇ ਹਨ।ਪਰ ਨਵੀਆਂ ਆਰਥਕ ਨੀਤੀਆਂ ਦੇ ਵੱਡੇ ਹਮਲੇ ਅੱਗੇ ਅਜਿਹੇ ਰਾਹ ਮਸਲੇ ਦੀ ਤਿੱਖ ਤਾਂ ਬਿਆਨ ਕਰ ਸਕਦੇ ਹਨ, ਪਰ ਕਿਸੇ ਹੱਲ ਤੇ ਪਹੁੰਚਣ ਦਾ ਸਾਧਨ ਨਹੀਂ ਬਣ ਸਕਦੇ।

ਅਜਿਹੇ ਸਮਿਆਂ ਵਿੱਚ ਜ਼ੋਰਦਾਰ, ਤਿੱਖੇ ਤੇ ਸਾਂਝੇ ਸੰਘਰਸ਼ ਹੀ ਹੱਲ ਦਾ ਰਾਹ ਖੋਲਦੇ ਹਨ।ਲੜ ਰਹੇ ਹੋਰਨਾਂ ਹਿੱਸਿਆਂ ਨਾਲ ਜੁੜ ਕੇ ਹਾਲਤ ਦੀਆਂ ਅਸਲ ਜਿੰਮੇਵਾਰ ਨੀਤੀਆਂ ਦੀ ਸ਼ਨਾਖਤ ਤੇ ਇਹਨਾਂ ਉਪਰ ਸਾਂਝਾ ਸੰਘਰਸ਼ ਹੀ ਜਿੱਤ ਦੀ ਜ਼ਾਮਨੀ ਕਰ ਸਕਦਾ ਹੈ।ਈ.ਟੀ.ਟੀ. ਵਾਲਿਆਂ ਦਾ ਸੰਘਰਸ਼ ਤਜਰਬਾ ਇਸ ਗੱਲ ਦਾ ਗਵਾਹ ਹੈ।ਇਸ ਚੱਲ ਰਹੀ ਹਾਲਤ ਵਿੱਚ ਸਰਕਾਰ ਦੀ ਰੁਜ਼ਗਾਰ ਦੇ ਇਸ ਗੰਭੀਰ ਮਸਲੇ ਪ੍ਰਤੀ ਪਹੁੰਚ ਗੈਰ ਸੰਜੀਦਾ ਜਾਪ ਰਹੀ ਹੈ। ਅਧਿਕਾਰੀਆਂ ਨਾਲ ਮਹਿਜ਼ ਮੀਟਿੰਗ ਰਖਵਾਉਣ ਲਈ ਹੀ (ਮਸਲੇ ਦਾ ਹੱਲ ਨਿਕਲਣਾ ਤਾਂ ਦੂਰ ਦੀ ਗੱਲ ਹੈ) ਬੇਰੁਜ਼ਗਾਰ ਨੂੰ ਪੈਟਰੋਲ ਦੀਆਂ ਕੇਨੀਆਂ ਚੁੱਕ ਟੈਂਕੀਆਂ ਤੇ ਚੜ੍ਹਨਾ ਪੈ ਰਿਹਾ ਹੈ। ਬਠਿੰਡਾ ਦੇ ਡੀ.ਸੀ. ਸਾਹਿਬ ਨੇ ਇਸ ਸਮੱਸਿਆ ਦਾ ਬਹੁਤ ਕਾਰਗਰ ਤੇ ਸ਼ਾਨਦਾਰ ਹੱਲ ਲੱਭਿਆ ਹੈ।ਜਲਘਰਾਂ ਦੀਆਂ ਟੈਂਕੀਆਂ ਦੀਆਂ ਪੌੜੀਆਂ ਹੇਠੋਂ ਸੱਤ ਫੁੱਟ ਤੱਕ ਤੋੜਨ ਦਾ ਹੁਕਮ ਦੇ ਦਿੱਤਾ ਹੈ। ਉਹਨਾਂ ਅਨੁਸਾਰ ਸ਼ਾਇਦ ਸਾਰੀ ਸਮੱਸਿਆ ਦੀ ਜੜ੍ਹ ਜਲਘਰਾਂ ਦੀਆਂ ਟੈਂਕੀਆਂ ਨੂੰ ਲੱਗੀਆਂ ਪੌੜੀਆਂ ਹਨ।ਹੋਰਨਾਂ ਜ਼ਿਲ੍ਹਿਆਂ ਵਿੱਚ ਵੀ ਸ਼ਾਇਦ ਇਹੋ ਜਿਹੇ ਹੰਗਾਮੀ ਕਦਮ ਲਏ ਜਾਣ।

ਉਹਨਾਂ ਦੀ ਇਹ ਗੱਲ ਇਸ ਖਤਰਨਾਕ ਹਾਲਤ ਪ੍ਰਤੀ ਉੱਚ ਪ੍ਰਸ਼ਾਸਨਿਕ ਅਧਿਕਾਰੀਆਂ ਦੇ ਰਵੱਈਏ ਤੇ ਝਾਤ ਪਵਾਉਂਦੀ ਹੈ।ਨੌਜਵਾਨ ਸਮਾਜ ਦਾ ਸਭ ਤੋਂ ਸੰਵੇਦਨਸ਼ੀਲ ਤਬਕਾ ਗਿਣਿਆ ਜਾਂਦਾ ਹੈ।ਨਿਰਾਸ਼ਾ ਦੀਆਂ ਹਾਲਤਾਂ ‘ਚ ਇਹੀ ਸੰਵੇਦਨਸ਼ੀਲਤਾ ਉਹਨਾਂ ਨੂੰ ਖੁਦਕੁਸ਼ੀ ਵਰਗੇ ਕਦਮ ਚੁੱਕਣ ਤੱਕ ਲੈ ਜਾਂਦੀ ਹੈ।ਪਰ ਉਹਨਾਂ ਦੀਆਂ ਤਕਲੀਫਾਂ ਦੇ ਜਿੰਮੇਵਾਰ ਅਸਲ ਕਾਰਨਾਂ ਦੀ ਨਿਸ਼ਾਨਦੇਹੀ ਤੇ ਲੋਕਾਂ ਦੀ ਸਾਂਝ ਦਾ ਨਿੱਘ ਲੈ ਕੇ ਚੁਣੌਤੀਆਂ ਸੰਗ ਮੱਥਾ ਲਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਉਹਨਾਂ ਨੂੰ ਸਮਾਜ ਅੰਦਰ ਵੇਗਮਈ ਤਾਕਤ ਬਣਾ ਸਕਦੀ ਹੈ। ਅੱਜ ਬੇਰੁਜ਼ਗਾਰਾਂ ਵੱਲੋਂ ਵੱਖ_ਵੱਖ ਮੰਗਾਂ ਨੂੰ ਲੈ ਕੇ ਲੜੀ ਜਾ ਰਹੀ ਲੜਾਈ ਸਭ ਲੋਕ ਹਿਤੂ ਹਿੱਸਿਆਂ, ਬੁੱਧੀਜੀਵੀ ਵਰਗ ਤੇ ਸੰਘਰਸ਼ੀਲ ਤਬਕਿਆਂ ਤੇ ਸਰਕਾਰ ਦੇ ਗੰਭੀਰ ਧਿਆਨ ਦੀ ਮੰਗ ਕਰਦੀ ਹੈ। ਇਸ ਸਰੋਕਾਰ ਦੀ ਅਣਹੋਂਦ ਘਾਤਕ ਹੋ ਸਕਦੀ ਹੈ।

Some years ago Lok Morcha Punjab brought out the pathetic condition of Shaheed Bhagat Singh's ancestral house at village Khatkar Kalan (India). The anti-people rulers of India, are making every possible effort to obliterate the places associated with revolutionary anti-imperialist struggle like Jallianwala Bagh, Amritsar by making these as picnic-spots and amusement parks. The rulers in Pakistan are no better. Given above are some photographs of the places associated with Shaheed-e-Azam Bahagat Singh, put on the face-book.

Whose handiwork is Gnaneshwari Express Mishap?

CPI (Maoist) and PCAPA deny any involvement

Statement from the Revolutionary Democratic Front (RDF):

Yesterday's( 28 May 2010) Gnaneshwari Express and a goods train tragedy near Kharagpur in West Bengal in which 80 people were killed and 200 injured was attributed to CPI(Maoist) and Peoples Committee Against Police Atrocities (PCAPA) by the media. The media unscrupulously played false news stories blaming CPI (Maoist) and Peoples Committee for two days. Some political parties like Trinomial Congress and the ruling CPI(Marxist) also blamed these organisations without any verification. Significantly Union Home Minister P. Chidambaram has declined to attribute the blame on the CPI (Maoist) and also announced that there was no evidence of any bomb blast in the incident.

The Union Home Minister has ordered an enquiry to find out any possibility of sabotage. During the day the leaders of CPI (Maoist) clarified through a long statement that they were not responsible for the train tragedy and condemned any possible sabotage work if any force involved behind the incident. They have also expressed their condolences for the families of deceased. The PCAPA also clarified that their activists are not involved in this incident. They suspected the ruling CPI(Marxist) to have been involved in the sabotage desperately trying to tilt the public opinion against the fighting forces.

Purposefully the media did not cover the statement issued by the CPI (Maoist) while playing the false stories and commentaries blaming the CPI (Maoist) for the incident. Some all India newspapers like The Hindu wrote editorials blaming the CPI (Maoist) for the incident. Many other newspapers wrote major articles decrying the CPI (Maoist) as terrorist attributing the blame on them. Now when the clarifications come from CPI (Maoist) and PCAPA, will these media houses withdraw their false stories and give the facts to the people? Will they regret for propagating the false news?

These two days of false propaganda is made with a malicious intension of maligning the CPI (Maoist) and PCAPA.

I attach here news reports covering the statement of clarification from the CPI (Maoist) and PCAPA by a section of newspapers in West Bengal. The same newspaper didn't cover it in their editions coming from all other cities.

Statement on Train(Jnaneswari Express) accident by the Maoists

The following report was published in the Bengali Ananda Bazar Patrike dt. 29 May 2010, page 7, Kolkata edition. It bore the caption 'Denying allegations about their involvement, the Maoists demand enquiry' and written by Prasun Acharyya. The statement was issued in the name of Aakash, the Maoist WB State Committee leader.

On Friday night, the following statement was issued on behalf of the CPI(Maoist) WB State Committee. "We are in no way involved in this incident. We did not carry out any explosion in the railway line. Killing innocent people by sabotaging railway line is not our agenda. When we carry out any action, there are always some specific reasons behind. We also acknowledge responsibility for that. Whenever we commit mistakes we admit it. However, responsibility is being placed on us now for an incident in which we are in no way involved". Accusing the CPI(Marxist) of putting blame on them the Maoists said "The CPI(M) is haunted by the prospect of a landslide defeat in the coming municipal elections. Thus they have opted for a strategy of killing two birds with a single stone. On the one hand, attempts are being made to brand us as terrorists and thus isolate us from the people. On the other hand, they are seeking to prove that Mamata Banerjee is completely misfit as the railway minister". The Maoists did not directly state that the CPI(M) was involved in the incident. But what they said is: "In the coming days also such unfortunate incidents can take place in order to malign Mamata and the Maoists". The WB State Committee of the Maoists strongly condemned this act and stated: "This act deserves unequivocal condemnation. We are extending our sympathies to the members of the bereaved families. We also wish the speedy recovery of those who are injured".

Meanwhile, the People's Committee Against Police Atrocities has accused the CPI(M) of being involved in it. In reply to a query, the Maoists said: "We are not accountable for whatever one might say. We are not saying that the CPI(M) was involved in it. Let the railways make enquiry. The members of our party have made investigation after the incident. It was the removal of fish plates that led to the accident. There was no line for one metre stretch, side-clips were open. That led to derailment. Let the railways enquiry why side clips were open at the junction points of rail lines. No explosion took place at the site. Had there been any explosion, stones would have broken up and thrown out. But nothing like it happened".

The Maoists said that whenever any untoward incident takes place along the railway route, the tendency is always to accuse them for such incidents. "Three days back, eleven bogies of the New Delhi -Gwahati Rajdhani Express were derailed near Naogachhia Station in Bihar. It was not a major accident. However, initially the blame was put on us. Later on, it was found that it was the fault of the railways that led to such a mishap".

The Maoists denying responsibility for this mishap, said, "We are not involved in the Sardiha incident, so we take no responsibility of it". The Hindustan Times dt. 29 May 2010 carried only a brief statement from the Maoists: "Killing innocent civilians is not on our agenda. We have no links with this tragic incident, and we sympathise with the families of the deceased and the injured".

Takhtupura murder: Farmer union to launch stir against police

The Bhartiya Kissan Union (Ekta) has planned to stage a protest against the SAD-BJP government on Monday at all block headquarters across the state. Irked over what they term the “insensitive attitude of the Punjab Police”, they plan to protest the alleged change of facts and circumstances in the case of alleged murder of farmers’ leader Sadhu Singh Takhtupura. In a challan submitted before a court on May 17, the police had attached a copy of a medical report in which it has been mentioned that Takhtupura died of heart attack. In the challan, Section 302 (murder) of the IPC was also removed.

It is alleged that Takhtupura was murdered on February 16 by some people with iron rods and swords in the border village of Bhindian Saida in the Amritsar district. According to reports, almost 15 people intercepted the jeep of Takhtupura who was travelling with his friends from village to village to motivate the people to assemble at Ajnala town on February 20 to protest against the atrocities of police. The ‘atrocities’ were in reference to the reported death of a youth of torture in police custody at the Lopoke police station. Senior Akali Leader Vir Singh Lopoke was among those named for the murder. A few days later the name of Lopoke was dropped from the FIR while those of others remain. Sukhdev Singh Kokri, General Secretary of BKU (Ekta) said,”The police in a blatant attempt to give a clean chit to senior Akali leader and his kin named in this murder have twisted the facts. The way this case is being presented before the court by the Amritsar police makes it clear that the SAD(B) is trying to cripple even the judicial system of the state.” Outlining the programme Kokri added that on May 25, supporters and activists of 17 farmers’ organisations and trade unions will assemble outside the office of the District Magistrate, Amritsar, demanding arrest of the real culprits. He added that the union was firm on holding a rally in Moga on June 7.
