ਲੋਕ-ਕਾਤਲਾਂ ਦਾ ਘਿਨਾਉਣਾ ਚਿਹਰਾ ਬੇਪਰਦ ਕਰਦੇ ਹੋਏ ਵਿਰੋਧ ਦੀ ਅਵਾਜ਼ ਉਭਾਰੋ

28 ਜੂਨ ਦੀ ਰਾਤ ਛੱਤੀਸਗੜ੍ਹ ਦੇ ਬੀਜਾਪੁਰ ਜਿਲ੍ਹੇ ਦੇ ਤਿੰਨ ਪਿੰਡਾਂ - ਸਰਕੇਗੁਡਾ, ਕੋਟਾਗੁਡਾ ਅਤੇ ਰਾਜਪੈਂਟਾ ਦੇ ਲੋਕਾਂ 'ਤੇ ਕਹਿਰ ਬਣਕੇ ਆਈ। ਆਪਣੇ ਰੀਤੀ-ਤਿਵਾਜ਼ਾਂ ਅਨੁਸਾਰ ਫਸਲਾਂ ਦੀ ਬਿਜਾਈ ਦਾ ਉਤਸਵ (ਬੀਜ ਪੰਡੁਮ) ਮਨਾਉਣ ਦੀਆਂ ਤਿਆਰੀਆਂ ਕਰਨ ਲਈ ਜੁੜੇ ਨਿਹੱਥੇ ਧਰਤੀ ਪੁੱਤਰਾਂ ਨੂੰ ਅੱਧੀਂ ਰਾਤੀਂ, ਅਤਿ-ਆਧੁਨਿਕ ਹਥਿਆਰਾਂ ਨਾਲ ਲੈਸ, ਸੈਂਕੜੇ ਨੀਮ-ਫੌਜੀ ਧਾੜਵੀਆਂ ਨੇ ਹੈਲੀਕਾਪਟਰਾਂ ਦੀ ਓਟ-ਛੱਤਰੀ ਹੇਠ, ਤਿੰਨ ਪਾਸਿਆਂ ਤੋਂ ਘੇਰ ਕੇ ਅੰਨੇਵਾਹ ਗੋਲੀਆਂ ਦੀ ਵਾਛੜ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤੀ। ਨਿਹੱਥੇ ਲੋਕ ਚੀਕਦੇ ਚਿਲਾਉਂਦੇ ਰਹੇ, ਬਚਾਅ ਦੀਆਂ ਦੁਹਾਈਆਂ ਪਾਉਂਦੇ ਰਹੇ, ਬੇਕਸੂਰ ਹੋਣ ਬਾਰੇ ਕੁਰਲਾਉਂਦੇ ਰਹੇ, ਪਰ ਕਾਤਲੀ ਧਾੜ ਨੇ ਬੇਰੋਕ ਅੱਗ ਵਰ੍ਹਾਉਣੀ ਜਾਰੀ ਰੱਖੀ। ਜਦੋਂ ਉਹਨਾਂ ਨੂੰ ਤਸੱਲੀ ਹੋ ਗਈ ਕਿ ਲੋਕ ਬਿਲਕੁਲ ਨਿਹੱਥੇ ਹਨ ਤਾਂ ਧਾੜਵੀਆਂ ਦੀ ਦਰੰਦਿਗੀ ਹੋਰ ਵਿਕਰਾਲ ਰੂਪ ਧਾਰ ਗਈ। ਉਹਨਾਂ ਨੇ ਗੋਲੀਆਂ ਵਿੰਨ੍ਹੇ ਲੋਕਾਂ ਨੂੰ ਕੁਹਾੜੀਆਂ ਅਤੇ ਚਾਕੂਆਂ ਨਾਲ ਕੋਹਣਾ ਸ਼ੁਰੂ ਕਰ ਦਿੱਤਾ। ਨੌਜੁਆਨ ਅਤੇ ਬਾਲੜੀਆਂ ਧੀਆਂ ਭੈਣਾਂ ਨੂੰ ਘਰਾਂ 'ਚੋਂ ਧੂਹ ਕੇ ਖੇਤਾਂ 'ਚ ਲੈ ਗਏ, ਉਹਨਾਂ ਦੇ ਕਪੜੇ ਪਾੜ ਸੁੱਟੇ, ਇੱਜ਼ਤਾਂ ਨੂੰ ਪੈਰਾਂ ਹੇਠ ਰੋਲਿਆ, ਬਲਾਤਕਾਰ ਕੀਤੇ। ਗਰੀਬ ਘਰਾਂ 'ਚੋਂ ਮਾੜਾ ਮੋਟਾ ਜੋ ਵੀ ਪੈਸਾ-ਟਕਾ ਜਾਂ ਗਹਿਣਾ-ਗੱਟਾ ਸੀ ਉਹ ਲੁੱਟ ਲਿਆ। ਕੁੱਲ 20 ਲੋਕ - ਜਿਹਨਾਂ 'ਚ 10 ਤੋਂ 15 ਸਾਲ ਦੀ ਉਮਰ ਦੇ ਬਾਲ-ਬਾਲੜੀਆਂ ਅਤੇ ਇੱਕ ਔਰਤ ਸ਼ਾਮਲ ਸਨ, ਮਾਰ-ਮੁਕਾ ਦਿੱਤੇ।

ਇਹ 20 ਲਾਸ਼ਾਂ ਇੱਕ ਟਰੈਕਟਰ 'ਚ ਸੁੱਟ ਕੇ, ਧਾੜਵੀਆਂ ਨੇ ਬਾਸਰਗੁਡਾ ਠਾਣੇ ਪੁਚਾ ਦਿੱਤੀਆਂ, ਜਿੱਥੇ ਡਾਕਟਰਾਂ ਦੀ ਇੱਕ ਟੀਮ ਬੁਲਾ ਕੇ ਉਹਨਾਂ ਤੋਂ ਮਨਮਰਜੀ ਦੀਆਂ ਪੋਸਟ-ਮਾਰਟਮ ਰਿਪੋਰਟਾਂ (ਬਗੈਰ ਲਾਸ਼ਾਂ ਦਾ ਮੁਆਇਨਾ ਕੀਤੇ ਤੋਂ) ਤਿਆਰ ਕਰਵਾ ਲਈਆਂ। ਉਸ ਤੋਂ ਬਾਅਦ ਮ੍ਰਿਤਕਾਂ ਦੇ ਵਾਰਸਾਂ ਤੋਂ ਖਾਲੀ ਕਾਗਜਾਂ 'ਤੇ ਦਸਤਖਤ, ਅੰਗੂਠੇ ਲਗਵਾਕੇ, ਲਾਸ਼ਾਂ ਉਹਨਾਂ ਦੀਆਂ ਝੁੱਗੀਆਂ ਮੂਹਰੇ ਲਿਜਾ ਸੁੱਟੀਆਂ। ਪੱਤਰਕਾਰਾਂ ਅਨੁਸਾਰ ਘਟਨਾ ਤੋਂ ਦੋ ਦਿਨ ਬਾਅਦ ਤੱਕ ਵੀ ਕੋਈ ਸਰਕਾਰੀ ਅਧਿਕਾਰੀ ਪੀੜਤ ਪਰਿਵਾਰਾਂ ਦੀ ਸਾਰ ਲੈਣ ਨਹੀਂ ਬਹੁੜਿਆ ਸੀ - ਉੱਝ ਇਸ ਗੱਲ ਦੀ ਆਸ ਰੱਖਣੀ ਹੀ ਬੇਸਮਝੀ ਹੈ।

ਇਸ ਰੂਹ-ਕੰਬਾਊ ਘਟਨਾ 'ਤੇ ਕੋਈ ਅਫਸੋਸ ਜਾਂ ਸ਼ਰਮਿੰਦਗੀ ਪ੍ਰਗਟ ਕਰਨ ਦੀ ਥਾਂ ਅਗਲੇ ਦਿਨ ਛੱਤੀਸਗੜ੍ਹ ਪੁਲੀਸ, ਸੀ.ਆਰ.ਪੀ.ਐਫ ਦੇ ਅਧਿਕਾਰੀਆਂ, ਉੱਥੋਂ ਦੇ ਮੁੱਖ-ਮੰਤਰੀ ਅਤੇ ਗ੍ਰਹਿ ਮੰਤਰੀ ਅਤੇ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਪੀ. ਚਿਦੰਬਰਮ ਨੇ, ਇਸ ਨੂੰ ਨੀਮ -ਫੌਜੀ ਬਲਾਂ ਦੀ ਨਕਸਲੀਆਂ ਖਿਲਾਫ "ਵੱਡੀ ਫੌਜੀ ਜਿੱਤ" ਦਸਦਿਆਂ ਖੂਬ ਕੱਛਾਂ ਵਜਾਈਆਂ। ਛੱਤੀਸਗੜ੍ਹ 'ਚ ਨਕਸਲ-ਵਿਰੋਧੀ ਕਾਰਵਾਈਆਂ ਦੇ ਮੋਹਰੀ, ਪੁਲਸ ਦੇ ਵਧੀਕ ਡਾਇਰੈਕਟਰ, ਜਨਰਲ ਰਾਮ ਨਿਵਾਸ ਨੇ ਪ੍ਰੈਸ 'ਚ ਐਲਾਨ ਕੀਤਾ ਕਿ ਸੀ.ਆਰ.ਪੀ.ਐਫ ਨੇ ਦਾਂਤੇਵਾੜਾ ਦੇ ਸੰਘਣੇ ਜੰਗਲਾਂ 'ਚ ਰਾਤ ਭਰ ਚੱਲੇ 'ਗਹਿਗੱਚ ਮੁਕਾਬਲੇ' 'ਚ 20 ਨਕਸਲੀ - ਜਿਹਨਾਂ 'ਚ ਇੱਕ ਔਰਤ ਵੀ ਸ਼ਾਮਲ ਹੈ, ਮਾਰ ਮੁਕਾਏ ਹਨ। ਕਾਰਵਾਈ ਦੇ ਹੋਰ ਵੇਰਵੇ ਦਿੰਦਿਆਂ ਉਸ ਨੇ ਕਿਹਾ ਕਿ ਸੀ.ਆਰ.ਪੀ.ਐਫ ਦੇ ਇੱਕ ਡੀ.ਆਈ.ਜੀ, ਦੋ ਕਮਾਂਡੈਂਟ ਅਤੇ ਪੁਲਸ ਦੇ ਇੱਕ ਵਧੀਕ ਐਸ.ਪੀ ਦੀ ਅਗਵਾਈ 'ਚ ਨੀਮ-ਫੌਜੀ ਬਲਾਂ ਨੇ, ਹੈਲੀਕਾਪਟਰਾਂ ਦੀ ਨਿਗਰਾਨੀ ਹੇਠ ਨਕਸਲੀਆਂ ਦੇ ਇੱਕ ਵੱਡੇ ਦਸਤੇ ਨੂੰ ਤਿੰਨ-ਪਾਸਿਓਂ ਘੇਰ ਕੇ ਇੱਕਠਿਆਂ ਹਮਲਾ ਬੋਲਿਆ। ਪੀ. ਚਿਦੰਬਰਮ ਨੇ ਝੂਠ ਬੋਲਣ ਦੇ ਸਾਰੇ ਰਿਕਾਰਡ ਮਾਤ ਪਾਉਂਦਿਆਂ ਐਲਾਨ ਕੀਤਾ ਕਿ ਸੁਰੱਖਿਆ ਬਲਾਂ ਨੇ ਇਸ ਮੁਕਾਬਲੇ 'ਚ ਤਿੰਨ ਖਤਰਨਾਕ ਨਕਸਲੀ - ਮਹੇਸ਼, ਨਗੇਸ਼ ਅਤੇ ਸੋਮੋਲੂ ਮਾਰ ਮੁਕਾਏ ਹਨ।

ਹਕੀਕਤਾਂ ਹਾਕਮਾਂ ਦਾ ਮੂੰਹ ਚਿੜਾਉਂਦੀਆਂ ਹਨ

 ਪਿੰਡਾਂ ਦੇ ਲੋਕਾਂ ਅਤੇ ਪੱਤਰਕਾਰਾਂ ਰਾਹੀਂ ਪ੍ਰਗਟਾਈਆਂ ਹਕੀਕਤਾਂ ਇਹਨਾਂ ਗੱਲਾਂ ਤੋਂ ਬਿਲਕੁਲ ਉਲਟ ਤੱਥ ਬਿਆਨਦੀਆਂ ਹਨ। ਸਬੰਧਤ ਪਿੰਡਾਂ ਦੇ ਲੋਕ ਇੱਕ ਜ਼ੁਬਾਨ ਹੋ ਕੇ ਕਹਿ ਰਹੇ ਹਨ ਕਿ ਉਸ ਇੱਕਠ ਵਿੱਚ ਕੋਈ ਵੀ ਨਕਸਲੀ ਮੌਜੂਦ ਨਹੀਂ ਸੀ ਅਤੇ ਸਾਰੇ ਲੋਕ ਨਿਹੱਥੇ ਸਨ। ਪੀ. ਚਿਦੰਬਰਮ ਵਲੋਂ ਤਿੰਨ ਖਤਰਨਾਕ ਨਕਸਲੀਆਂ ਦੇ ਮਾਰੇ ਜਾਣ ਦਾ ਦਾਅਵਾ ਵੀ ਬਿਲਕੁਲ ਝੂਠਾ ਹੈ ਕਿਉਂਕਿ:

• 'ਮਹੇਸ਼' ਨਾਂ ਦਾ ਕੋਈ ਵਿਅਕਤੀ ਇਸ ਖੂਨੀ ਕਾਂਡ 'ਚ ਨਹੀਂ ਮਾਰਿਆ ਗਿਆ।
• 'ਨਗੇਸ਼' ਨਾਂ ਦੇ ਦੋ ਵਿਅਕਤੀ ਮਾਰੇ ਗਏ ਹਨ। ਇਹਨਾਂ 'ਚੋਂ ਇੱਕ 'ਕਾਕਾ ਨਗੇਸ਼', ਜਿਸਦਾ ਘਰੇਲੂ ਨਾਂ ਸਾਹਿਲ ਹੈ, ਅਸਲ 'ਚ 16 ਸਾਲ ਦੀ ਉਮਰ ਦਾ ਦਸਵੀਂ ਜਮਾਤ 'ਚ ਪੜ੍ਹਦਾ ਹੋਣਹਾਰ ਵਿਦਿਆਰਥੀ ਸੀ। ਇਸ ਸਾਲ ਜਨਵਰੀ 'ਚ ਉਹ ਸਕੂਲ ਵਲੋਂ ਭੇਜੇ ਇੱਕ ਵਿਦਿਅਕ ਟੂਰ 'ਚ ਵਿਸ਼ਾਖਾਪਟਨਮ ਗਿਆ ਸੀ। ਅਥਾਹ ਖੁੱਲ੍ਹੇ ਸਮੁੰਦਰ ਨੂੰ ਪਹਿਲੀ ਵਾਰ ਵੇਖਕੇ ਉਸ ਨੇ ਜਹਾਜੀ ਬਨਣ ਦਾ ਸੁਪਨਾ ਲਿਆ ਸੀ - ਜੋ ਹੁਣ ਉਸਦੀ ਲਾਸ਼ ਦੇ ਨਾਲ ਹੀ ਸੜ੍ਹ ਕੇ ਸੁਆਹ ਹੋ ਗਿਆ ਹੈ। ਉਹ ਹਿਸਾਬ 'ਚੋਂ ਬਹੁਤ ਹੁਸ਼ਿਆਰ ਸੀ। ਪਿੰਡ ਦੇ ਬਜ਼ੁਰਗਾਂ ਨੇ ਉਸ ਰਾਤ ਉਸਨੂੰ ਉਤਸਵ ਦੇ ਖਰਚੇ ਦਾ ਹਿਸਾਬ-ਕਿਤਾਬ ਲਾਉਣ ਲਈ ਹੀ ਇੱਕਠ 'ਚ ਬੁਲਾਇਆ ਸੀ।
• ਦੂਸਰਾ 'ਨਗੇਸ਼', ਜਿਸਦਾ ਪੂਰਾ ਨਾ ਮਕਦਮ ਨਗੇਸ਼ ਸੀ, 32 ਸਾਲ ਦੀ ਉਮਰ ਦਾ ਦੋ ਬੱਚਿਆਂ ਦਾ ਬਾਪ ਅਤੇ ਕਿੱਤੇ ਵਜੋਂ ਢੋਲ ਮਾਸਟਰ ਸੀ। ਉਹ ਆਵਦੇ ਜੀਵਨ ਨਿਰਬਾਹ ਲਈ ਲੋਕਾਂ ਦੇ ਘਰੀਂ ਵਿਆਹ-ਸ਼ਾਦੀਆਂ ਅਤੇ ਮੇਲਿਆਂ ਮੌਕੇ ਢੋਲ ਵਜਾਉਂਦਾ ਸੀ। ਉਸ ਦੀ ਭੈਣ ਸੁਸ਼ੀਲਾ ਪੁੱਛਦੀ ਹੈ,"ਜੇ ਮੇਰਾ ਭਰਾ ਨਕਸਲੀ ਹੁੰਦਾ ਤਾਂ ਵਿਆਹ-ਸ਼ਾਦੀਆਂ 'ਤੇ ਢੋਲ ਵਜਾਉਣ ਜਾਂਦਾ?"
• ਤੀਸਰਾ ਵਿਅਕਤੀ 'ਸੋਮੋਲੂ' ਇੱਕ ਛੋਟਾ ਕਿਸਾਨ ਸੀ, ਜੋ ਕਦੇ ਕਦੇ ਮਜ਼ਦੂਰੀ ਦੀ ਭਾਲ 'ਚ ਗੁਆਂਢੀ ਸੂਬੇ ਆਂਧਰਾ ਪ੍ਰਦੇਸ਼ ਵੀ ਚਲਾ ਜਾਂਦਾ ਸੀ। ਇਹਨਾਂ ਸਾਰਿਆਂ ਦਾ ਨਕਸਲੀ ਜਾਂ ਮਾਓਵਾਦੀਆਂ ਨਾਲ ਕੋਈ ਦੂਰ ਨੇੜੇ ਦਾ ਸਬੰਧ ਵੀ ਨਹੀਂ ਸੀ।
• ਇੱਕ ਹੋਰ ਵਿਅਕਤੀ - 'ਕੋਰਸਾ ਵਿਜੈ' ਜਿਸਨੂੰ ਪੁਲਸ ਨਕਸਲੀ ਦੱਸ ਰਹੀ ਹੈ, 18 ਸਾਲ ਦੀ ਉਮਰ ਦਾ ਇੱਕ ਯਤੀਮ ਲੜਕਾ ਸੀ, ਜਿਸਦਾ ਪਾਲਣ-ਪੋਸ਼ਣ ਉਸਦਾ ਚਾਚਾ ਕਰ ਰਿਹਾ ਸੀ।

ਘਟਨਾ ਵਾਲੀ ਥਾਂ ਜਿੱਥੇ ਸਰਕਾਰੀ ਬੁਲਾਰਿਆਂ ਅਨੁਸਾਰ ਮਾਓਵਾਦੀ, ਲੋਕਾਂ ਨਾਲ ਮੀਟਿੰਗ ਕਰ ਰਹੇ ਸਨ, ਬਰਸਾਗੁੱਡਾ ਥਾਣੇ ਦੇ ਬਿਲਕੁੱਲ ਨਜ਼ਦੀਕ ਹੈ। ਉੱਥੋਂ ਤਿੰਨ ਕਿਲੋਮੀਟਰ ਦੀ ਦੂਰੀ 'ਤੇ ਸੀ.ਆਰ.ਪੀ.ਐਫ ਦਾ ਕੈਂਪ ਹੈ। ਅਜਿਹੀ ਥਾਂ ਨੂੰ ਉਹ ਜੱਥੇਬੰਦੀ - ਜਿਸਦੇ ਆਗੂਆਂ 'ਤੇ ਮੈਂਬਰਾਂ ਨੂੰ ਮਾਰ-ਮੁਕਾਉਣ ਲਈ ਪੁਲੀਸ ਅਤੇ ਨੀਮ-ਫੌਜੀ ਬਲ, ਸ਼ਿਕਾਰ-ਪਿੱਛਾ ਕਰ ਰਹੇ ਹੋਣ, ਭਲਾ ਮੀਟਿੰਗ ਲਈ ਕਿਉਂ ਚੁਣੇਗੀ?

ਪੁਲੀਸ ਦੀ ਅੰਨ੍ਹੇਵਾਹ ਅਤੇ ਵਹਿਸ਼ੀ ਫਾਇਰਿੰਗ ਦਾ ਪ੍ਰਮਾਣ ਮੌਕੇ 'ਤੇ ਮਿਲੀ ਇੱਕ ਸੂਰ ਦੀ ਲਾਸ਼ ਹੈ ਜਿਸਦੇ ਜਬ੍ਹਾੜੇ ਅਤੇ ਸਾਰੇ ਸਰੀਰ ਨੂੰ ਗੋਲੀਆਂ ਨਾਲ ਛਲਣੀ ਕੀਤਾ ਹੋਇਆ ਹੈ।

ਇਸ ਵਹਿਸ਼ੀ ਘਟਨਾ ਦੇ ਪਿਛੋਕੜ 'ਚ, ਬਰਤਾਨਵੀ ਸਾਮਰਾਜੀਆਂ ਤੋਂ ਵਿਰਾਸਤ 'ਚ ਮਿਲੀ ਅਤੇ ਉੱਤਰ ਪੂਰਬ, ਜਮੂੰ-ਕਸ਼ਮੀਰ, ਪੰਜਾਬ ਅਤੇ ਗੁਜਰਾਤ ਆਦਿ 'ਚ, ਲਾਗੂ ਕੀਤੀ ਜਾਂਦੀ ਰਹੀ, ਉਹ ਬਦਲਾ-ਲਊ ਨੀਤੀ ਹੈ, ਜਿਸ ਦੇ ਤਹਿਤ ਭਾਰਤੀ ਰਾਜ ਦੀਆਂ ਲੋਕ-ਧ੍ਰੋਹੀ ਅਤੇ ਜਾਬਰ ਨੀਤੀਆਂ ਖਿਲਾਫ ਉੱਠੀਆਂ ਰੋਸ ਲਹਿਰਾਂ ਨੂੰ ਕੁਚਲਣ ਲਈ, ਲੋਕਾਂ ਨੂੰ ਵੱਖ-ਵੱਖ ਰੂਪਾਂ 'ਚ ਦਿਲ-ਕਬਾਂਊ ਸਮੂਹਕ ਸਜ਼ਾਵਾਂ ਦਿੱਤੀਆਂ ਜਾਂਦੀਆਂ ਹਨ, ਪਿੰਡਾਂ ਦੇ ਪਿੰਡ ਸਾੜ ਦਿੱਤੇ ਜਾਂਦੇ ਹਨ; ਬੰਬ ਵਰ੍ਹਾਏ ਜਾਂਦੇ ਹਨ; ਸਮੂਹਕ ਕਤਲ-ਕਾਂਡ ਰਚਾਏ ਜਾਂਦੇ ਹਨ; ਔਰਤਾਂ ਨਾਲ ਬਲਾਤਕਾਰ ਕੀਤੇ ਜਾਂਦੇ ਹਨ; ਅਤੇ ਝੂਠੇ ਪੁਲਸ ਮੁਕਾਬਲੇ ਬਣਾਏ ਜਾਂਦੇ ਹਨ; ਬਜ਼ੁਰਗ ਮਾਵਾਂ, ਪਿਉਆਂ ਨੂੰ ਸੱਥਾਂ 'ਚ ਕੁੱਟਿਆ ਜਾਂਦਾ ਹੈ, ਫੌਜ ਅਤੇ ਪੁਲਸ ਨੂੰ ਇਹ ਸਾਰੇ ਜਾਲਮਾਨਾ ਕਾਰੇ ਕਰਨ ਲਈ ਕਨੂੰਨਣ ਖੁੱਲ੍ਹੀਆਂ ਛੁੱਟੀਆਂ ਜਾਂਦੀਂ ਹਨ। 'ਹਥਿਆਰਬੰਦ ਫੌਜਾਂ ਦੇ ਵਿਸ਼ੇਸ਼ ਅਧਿਕਾਰਾਂ ਬਾਰੇ ਕਨੂੰਨ' (AFSPA), 'ਦਹਿਸ਼ਤਗਰਦੀ ਅਤੇ ਭੰਨਤੋੜ੍ਹ ਕਾਰਵਾਈਆਂ ਰੋਕੂ ਕਾਨੂੰਨ (TADA, POTA)', 'ਕੌਮੀ ਸੁਰੱਖਿਆ ਕਨੂੰਨ (NASA)' ਵਰਗੇ ਕਾਲੇ ਕਨੂੰਨ ਘੜੇ ਜਾਂਦੇ ਹਨ।

'ਕੱਟੂਰ ਦੀ ਵਿਰਾਸਤ'

5 ਜੁਲਾਈ 2012 ਦੇ "ਹਿੰਦੋਸਤਾਨ ਟਾਈਮਜ਼" 'ਚ ਬੰਗਲੌਰ ਦੇ ਇੱਕ ਪੱਤਰਕਾਰ ਸਮਰ ਹਾਲਾਰੰਕਰ ਦਾ "ਕੱਟੂਰ ਦੀ ਵਿਰਾਸਤ' ਸਿਰਲੇਖ ਹੇਠ ਇੱਕ ਲੇਖ ਛਪਿਆ ਹੈ ਜਿਸ ਵਿੱਚ ਉਸਨੇ ਭਾਰਤੀ ਹਾਕਮਾਂ ਵਲੋਂ ਬਗਾਵਤਾਂ ਨੂੰ ਕੁਚਲਣ ਲਈ ਨਿਰਦੋਸ਼ ਲੋਕਾਂ ਨੂੰ ਸਮੂਹਕ ਸਜ਼ਾਵਾਂ ਦੇ ਕੇ, ਲੋਕਾਂ ਦੇ ਮਨਾਂ 'ਚ ਹਕੂਮਤੀ ਦਹਿਲ ਬਿਠਾਉਣ ਦੀ ਨੀਤੀ ਦਾ ਵਿਸਥਾਰ ਸਹਿਤ ਵਿਸ਼ਲੇਸ਼ਣ ਕੀਤਾ ਹੈ। ਨਾਗਲੈਂਡ ਦੇ ਇੱਕ ਅਧਿਕਾਰੀ ਐਸ.ਸੀ ਦੇਵ ਵਲੋਂ ਆਤਮਕਥਾ ਦੇ ਰੂਪ 'ਚ ਲਿਖੀ ਕਿਤਾਬ - "ਨਾਗਾਲੈਂਡ - ਅਣਦੱਸੀ ਕਹਾਣੀ" 'ਚ ਦਿੱਤੇ ਤੱਥਾਂ ਦੇ ਹਵਾਲੇ ਨਾਲ ਉਹ ਉੱਥੋਂ ਦੇ ਇੱਕ ਪਿੰਡ "ਕੱਟੂਰ" 'ਚ ਵਾਪਰੀ ਦੁਖਦਾਈ ਘਟਨਾ ਦਾ ਜ਼ਿਕਰ ਕਰਦਾ ਹੈ। ਐਸ.ਸੀ. ਦੇਵ ਦੇ ਇਕਬਾਲੀਆ ਬਿਆਨ ਅਨੁਸਾਰ ਉਸਨੇ ਇਸ ਵਸਦੇ ਰਸਦੇ ਪਿੰਡ ਨੂੰ ਸਾੜ ਕੇ ਸੁਆਹ ਕਰਵਾ ਦਿੱਤਾ ਸੀ, ਕਿਉਂਕਿ ਨਾਗਾ ਬਾਗੀਆਂ ਨੇ ਉਸਦੇ ਨਾਲ ਗਏ ਅਸਾਮ ਰਾਈਫਲਜ਼ ਦੇ ਜੁਆਨਾਂ 'ਤੇ ਗੋਲੀ ਚਲਾਈ ਸੀ ਅਤੇ ਉਹਨੂੰ ਲਗਦਾ ਸੀ ਕਿ ਪਿੰਡ 'ਚ ਨਾਗਾ-ਬਾਗੀ ਉੱਥੋਂ ਦੇ ਲੋਕਾਂ ਦੀ ਜਾਣਕਾਰੀ ਤੋਂ ਬਿਨਾਂ ਨਹੀਂ ਵੜ ਸਕਦੇ, ਇਸ ਲਈ ਉਹਨਾਂ ਨੂੰ 'ਗੱਦਾਰੀ' ਦੀ ਮਿਸਾਲੀ ਸਜ਼ਾ ਮਿਲਣੀ ਚਾਹੀਦੀ ਹੈ। ਪਿੰਡ ਨੂੰ ਸਾੜ ਸੁੱਟਣ ਦੇ ਫੈਸਲੇ ਨੂੰ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਾਲ ਵਾਜਬ ਠਹਿਰਾਉਂਦਾ, ਇਹ ਅਧਿਕਾਰੀ ਆਪਣੀਆਂ ਯਾਦਾਂ 'ਚ ਲਿਖਦਾ ਹੈ, "ਚਾਹੇ ਪਿੰਡ ਨੂੰ ਸਾੜਾਨਾ ਇੱਕ ਵਹਿਸ਼ੀ ਫੈਸਲਾ ਸੀ, ਪਰ ਰਾਜ ਦੇ ਪ੍ਰਬੰਧਕੀ ਅਧਿਕਾਰੀਆਂ ਨੂੰ ਕੁੱਝ ਮੌਕਿਆਂ 'ਤੇ ਵਹਿਸ਼ੀ ਹੋਣਾ ਪੈਂਦਾ ਹੈ।" (ਜਲ੍ਹਿਆਂ ਵਾਲੇ ਬਾਗ਼ 'ਚ ਰਚਾਏ ਖੁਨੀ ਕਾਂਡ ਤੋਂ ਬਾਅਦ ਜਨਰਲ ਡਾਇਰ ਨੇ ਵੀ ਇਹੋ ਦਲੀਲ ਦਿੱਤੀ ਸੀ।)

ਸਰਕੇਗੁੱਡਾ ਕਤਲ-ਕਾਂਡ ਤੋਂ ਬਾਅਦ ਨੀਮ-ਫੌਜੀ ਬਲਾਂ ਦੇ ਇੱਕ ਸਿਪਾਹੀ ਵਲੋਂ, "ਦ ਹਿੰਦੂ" ਅਖਬਾਰ ਦੇ ਪੱਤਰਕਾਰ ਕੋਲ ਕੀਤੀ ਇਹ ਟਿੱਪਣੀ, "ਜੇ ਅਸੀਂ ਚਾਹੁੰਦੇ ਤਾਂ ਸਾਰੇ ਪਿੰਡ ਦਾ ਮਲੀਆ-ਮੇਟ ਕਰ ਦਿੰਦੇ।" ਇਸੇ ਵਹਿਸ਼ੀ ਨੀਤੀ 'ਚ ਰੰਗੀ ਮਾਨਸਿਕਤਾ ਦਾ ਪ੍ਰਗਟਾਵਾ ਹੀ ਹੈ। ਅਸਲ 'ਚ 'ਅਪ੍ਰੇਸ਼ਨ ਗ੍ਰੀਨ ਹੰਟ' ਤਹਿਤ 'ਖੱਬੇ-ਪੱਖੀ ਅਤਿਵਾਦ' ਨੂੰ ਕੁਚਲਣ ਲਈ, ਭਾਰਤੀ ਹਾਕਮ ਇਹਨਾਂ ਇਲਾਕਿਆਂ ਦੇ ਲੋਕਾਂ ਨੂੰ ਸਮੂਹਕ ਸਜ਼ਾਵਾਂ ਦੇਣ ਦੀ ਨੀਤੀ ਪੂਰੀ ਬੇਕਿਰਕੀ ਨਾਲ ਲਾਗੂ ਕਰ ਰਹੇ ਹਨ।

ਲੋਕਾਂ ਦੇ ਸਿਦਕ ਨੂੰ ਸਲਾਮ! ਸਰਕੇਗੁਡਾ, ਕੋਟਾਗੁਡਾ ਅਤੇ ਰਾਜਪੈਂਟਾ ਪਿੰਡਾਂ ਦੇ ਲੋਕਾਂ ਨੇ ਇਸ ਜ਼ਾਲਮਾਨਾ ਹਮਲੇ ਦੀ ਮਾਰ ਝੱਲ ਕੇ ਵੀ ਆਪਣਾ ਸਿਦਕ ਕਾਇਮ ਰੱਖਿਆ ਹੈ। ਨਾਂ ਤਾਂ ਜਾਬਰਾਂ ਦੀ ਈਨ ਮੰਨੀ ਹੈ ਅਤੇ ਨਾ ਹੀ ਆਵਦਾ ਰੋਹ ਮੱਧਮ ਪਇਆ ਹੈ। ਇਸਦਾ ਸਪੱਸ਼ਟ ਝਲਕਾਰਾ ਉਦੋਂ ਮਿਲਿਆ ਜਦੋਂ ਮਾਰੇ ਗਏ ਲੋਕਾਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਰਾਹਤ ਪੁਚਾਉਣ ਦਾ ਪਖੰਡ ਕਰਨ ਗਏ ਭੁਪਾਲਪਟਨਮ ਦੇ ਉਪ ਮੰਡਲ ਅਧਿਕਾਰੀ ਆਰ.ਏ ਕੁਰੂਵੰਸ਼ੀ ਨੂੰ ਉਹਨਾਂ ਨੇ ਫਿੱਟ-ਲਾਹਣਤਾਂ ਪਾਈਆਂ ਅਤੇ ਲੱਟ-ਲੱਟ ਬਲਦੀ ਨਫਰਤ ਨਾਲ ਅਖੌਤੀ ਰਾਹਤ ਠੁਕਰਾ ਦਿੱਤੀ। ਕੋਟਾਗੁਡਾ ਦੇ ਲੋਕਾਂ ਨੇ ਤਾਂ ਸਰਕਾਰੀ ਰਾਹਤ ਟੀਮ ਨੂੰ ਇਹ ਕੰਹਿਦਿਆਂ ਉੱਥੋਂ ਭਜਾ ਹੀ ਦਿੱਤਾ ਕੇ, "ਸਾਡੇ ਬੱਚਿਆਂ ਨੂੰ ਮਾਰਕੇ ਹੁਣ ਤੁਸੀਂ ਰਾਹਤ ਦਾ ਖੇਖਣ ਕਰਦੇ ਹੋ।" ਸਰਕਾਰੀ ਬਿਆਨਾਂ ਦਾ ਮੂੰਹ ਚਿੜਾਉਂਦਿਆਂ ਉਹਨਾਂ ਨੇ ਕਿਹਾ,"ਤੁਸੀਂ ਸਾਨੂੰ ਮਾਓਵਾਦੀ ਦੱਸਦੇ ਹੋ। ਕੀ ਤੁਸੀਂ ਹੁਣ ਮਾਓਵਾਦੀਆਂ ਲਈ ਰਾਹਤ-ਸਮੱਗਰੀ ਲੈ ਕੇ ਆਏ ਹੋ?"

ਆਓ! ਕਾਤਲਾਂ ਦੇ ਘਿਨਾਉਣੇ ਚਿਹਰੇ ਬੇਪਰਦ ਕਰੀਏ

ਇਹ ਵਹਿਸ਼ੀ ਸਮੂਹਕ ਕਤਲ-ਕਾਂਡ ਕਿਸੇ ਗਲਤ ਖੁਫੀਆ ਸੂਚਨਾ ਜਾਂ ਭਰਮ-ਭੁਲੇਖੇ ਕਰਕੇ ਨਹੀਂ ਵਾਪਰਿਆ ਜਿਵੇਂ ਕਿ ਸਰਕਾਰ ਦੇ ਕੁੱਝ ਮੱਕਾਰ ਪਿਛਲੱਗੂ ਦਰਸਾਉਣ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਨ। ਇਹ ਭਾਰਤੀ ਹਾਕਮਾਂ ਵਲੋਂ ਲੋਕਾਂ ਖਿਲਾਫ ਇੱਕ ਸੋਚੀ ਸਮਝੀ ਸਾਜਿਸ਼ ਅਤੇ ਵਿਉਂਤਬੰਦੀ ਦਾ ਨਤੀਜਾ ਹੈ। ਇਸ ਸਾਜਿਸ਼ ਅਤੇ ਵਿਉਂਤਬੰਦੀ 'ਚ ਸ਼ਾਮਲ ਅਨਸਰਾਂ ਅਤੇ ਤਾਕਤਾਂ ਦੀ ਨਿਸ਼ਾਨਦੇਹੀ ਕੋਈ ਔਖਾ ਕੰਮ ਨਹੀਂ। ਇਸ ਸਾਜਿਸ਼ ਦਾ ਮੁੱਖ ਸੂਤਰਧਾਰ, ਭਾਰਤੀ ਸੱਤਾ ਦਾ ਕੇਂਦਰ - ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਅਤੇ ਉਸਦਾ ਦਫ਼ਤਰ ਹੈ, ਜਿੱਥੋਂ ਹਰ ਰੋਜ਼ ਆਪਣੇ ਜਲ, ਜੰਗਲ, ਜ਼ਮੀਨ ਅਤੇ ਕੁਦਰਤੀ ਮਾਲ ਖਜਾਨਿਆਂ ਦੀ ਰਾਖੀ ਲਈ ਲਾਮਬੰਦ ਹੋਏ ਆਦਿਵਾਸੀਆਂ ਅਤੇ ਹੋਰ ਲੋਕਾਂ 'ਤੇ 'ਖੱਬੇ-ਪੱਖੀ ਅਤਿਵਾਦੀ' ਹੋਣ ਦਾ ਲੇਬਲ ਲਾ ਕੇ ਅਤੇ 'ਸਭ ਤੋਂ ਭਿਆਨਕ ਬਿਮਾਰੀ' ਦੱਸਦਿਆਂ ਇਹਨਾਂ ਨੂੰ 'ਕੁਚਲਣ' ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ ਜਾਰੀ ਕੀਤੇ ਜਾਂਦੇ ਹਨ। ਇਸ ਸਾਜਿਸ਼ ਨੂੰ ਅਮਲੀ ਰੂਪ ਦੇਣ ਲਈ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰਾਲਾ ਜੁੰਮੇਵਾਰ ਹੈ ਜਿੱਥੇ ਹਾਲੀਂ ਨਾ-ਮੁਕੰਮਲ, 'ਕੌਮੀ ਉਲਟ-ਦਹਿਸ਼ਤਗਰਦੀ ਕੇਂਦਰ' (NCTC) ਅਤੇ ਉਸਦੇ ਉਦਾਲੇ ਜੁੜੀਆਂ ਅਣਗਿਣਤ ਖੁਫ਼ੀਆ ਏਜੰਸੀਆਂ ਲੋਕਾਂ ਵਿਰੁੱਧ ਜੰਗ ਦੇ ਨਕਸ਼ੇ ਅਤੇ ਵਿਉਂਤਾਂ ਤਿਆਰ ਕਰਦੀਆਂ ਹਨ। ਨਕਸਲੀਆਂ ਨਾਲ ਨੱਜਿਠਣ ਦੇ ਨਾਂ ਹੇਠ "ਫੜ੍ਹੋ ਜਾਂ ਮਾਰੋ" ਨੀਤੀ ਘੜ੍ਹ ਕੇ ਸ਼ਰੇਆਮ ਪਾਰਲੀਮੈਂਟ ਦੀ ਕਮੇਟੀ ਮੂਹਰੇ ਐਲਾਨੀ ਜਾਂਦੀ ਹੈ। ਇਸ ਸਾਜਿਸ਼ 'ਚ ਉਹ ਸਾਰੇ ਪਾਰਲੀਮੈਂਟ ਦੇ ਮੈਂਬਰ ਸ਼ਾਮਲ ਹਨ ਜੋ "ਫੜ੍ਹੋ ਜਾਂ ਮਾਰੋ" ਦੀ ਗੈਰ-ਸੰਵਿਧਾਨਕ, ਗੈਰ-ਕਾਨੂੰਨੀ ਅਤੇ ਜ਼ਾਲਮਾਨਾ ਨੀਤੀ ਅਤੇ ਇਸਦੇ ਤਹਿਤ ਨਿਰਦੋਸ਼ਾਂ ਦੇ ਕਤਲਾਂ ਬਾਰੇ ਇੱਕ ਸ਼ਬਦ ਵੀ ਨਹੀਂ ਬੋਲਦੇ, ਚੁੱਪ ਸਹਿਮਤੀ ਦਿੰਦੇ ਹਨ। ਇਸ ਸਾਜਿਸ਼ 'ਚ ਅਮਰੀਕੀ ਸਾਮਰਾਜੀ ਹਾਕਮ, ਵਿਸ਼ੇਸ਼ ਤੌਰ 'ਤੇ ਉਹਨਾਂ ਦਾ ਅੰਦਰੂਨੀ ਸੁਰੱਖਿਆ ਵਿਭਾਗ (Department of Homeland Security) ਅਤੇ ਪ੍ਰਧਾਨ ਮੰਤਰੀ ਵਾਜਪਾਈ ਦੇ ਕਾਰਜਕਾਲ ਦੌਰਾਨ ਦਿੱਲੀ 'ਚ ਖੋਲ੍ਹਿਆ ਐਫ.ਬੀ.ਆਈ (FBI- ਅਮਰੀਕੀ ਖੁਫੀਆ ਏਜੰਸੀ) ਦਾ ਠਾਣਾ ਸ਼ਾਮਲ ਹੈ ਜੋ ਇੱਥੋਂ ਦੇ ਹਾਕਮਾਂ ਨੂੰ ਉਹਨਾਂ ਦੀਆਂ ਸਾਮਰਾਜ-ਪੱਖੀ ਨੀਤੀਆਂ ਵਿਰੁੱਧ ਉੱਠ ਰਹੇ ਲੋਕ-ਰੋਹ ਨੂੰ ਕੁਚਲਣ ਖਾਤਰ ਹਮਲਾਵਰ ਰੁਖ਼ ਅਖਤਿਆਰ ਕਰਨ ਲਈ ਲਗਾਤਾਰ ਤੁੰਨ੍ਹਦੇ ਹਨ, ਭਾਰਤੀ ਫੌਜੀ, ਪੁਲਸ ਅਤੇ ਨੀਮ-ਫੌਜੀ ਬਲਾਂ ਨੂੰ ਇਸ ਮਕਸਦ ਲਈ ਸਿਖਲਾਈ, ਸਾਂਝੀਆਂ ਮਸ਼ਕਾਂ, ਹਥਿਆਰ ਅਤੇ ਜਸੂਸੀ ਦਾ ਆਧੁਨਿਕ ਸਾਜ਼ੋ-ਸਮਾਨ ਮੁਹੱਈਆ ਕਰਵਾਉਂਦੇ ਹਨ। ਇਸ ਸਾਜਿਸ਼ 'ਚ ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆਂ ਦੇ ਕੰਟਰੋਲ ਤਹਿਤ ਕੰਮ ਕਰ ਰਹੇ ਅਖਬਾਰਾਂ ਅਤੇ ਟੀ.ਵੀ ਚੈਨਲਾਂ ਦੇ ਖਬਰਚੀ, ਟਿੱਪਣੀਕਾਰ, ਪੱਤਰਕਾਰ ਅਤੇ ਮਾਲਕ ਸ਼ਾਮਲ ਹਨ ਜੋ ਦਿਨ-ਰਾਤ ਸਰਕਾਰ ਦੀਆਂ ਖੁਫੀਆ ਏਜੰਸੀਆਂ ਵਲੋਂ ਸੰਘਰਸ਼ ਕਰ ਰਹੇ ਲੋਕਾਂ ਖਿਲਾਫ ਉਗਲੇ ਜਹਿਰ ਨੂੰ ਖੋਜੀ-ਪੱਤਰਕਾਰੀ ਦੇ ਗਿਲਾਫ 'ਚ ਵਲ੍ਹੇਟਕੇ ਪਾਠਕਾਂ/ਦਰਸ਼ਕਾਂ 'ਤੇ ਮੜ੍ਹ ਰਹੇ ਹਨ। ਇਸ ਸਾਜਿਸ਼ ਦੀਆਂ ਪੈੜ੍ਹਾਂ ਟਾਟਿਆਂ, ਬਿਰਲਿਆਂ, ਅੰਬਾਨੀਆਂ, ਐਸਾਰ, ਵਿਦਾਂਤਾ, ਪਾਸਕੋ ਅਤੇ ਅਜਿਹੀਆਂ ਅਨੇਕਾਂ ਹੋਰ ਦੇਸੀ-ਬਦੇਸੀ ਕੰਪਨੀਆਂ ਦੇ ਮੁੱਖ ਦਫ਼ਤਰਾਂ ਤੱਕ ਜਾਂਦੀਆਂ ਹਨ ਜਿੱਥੇ ਭ੍ਰਿਸ਼ਟ ਸਿਆਸਤਦਾਨਾਂ ਨਾਲ ਮਿਲਕੇ ਇਸ ਮੁਲਕ ਦੇ ਅਥਾਹ ਖਣਿਜ ਪਦਾਰਥ, ਕਿਰਤ ਸ਼ਕਤੀ, ਜਲ, ਜੰਗਲ, ਜ਼ਮੀਨ ਅਤੇ ਸਰਕਾਰੀ ਖਜਾਨਾ ਲੁੱਟਣ ਦੀਆਂ ਨਿੱਤ ਨਵੀਆਂ ਵਿਉਂਤਾਂ ਘੜੀਆਂ ਜਾਂਦੀਆਂ ਹਨ।

ਸਰਕੇਗੁਡਾ 'ਚ ਲੋਕਾਂ ਨੂੰ ਗੋਲੀਆਂ ਨਾਲ ਭੁੰਨਣ ਵਾਲੀਆਂ ਸੀ.ਆਰ.ਪੀ.ਐਫ ਦੀਆਂ ਕੋਬਰਾ ਬਟਾਲੀਅਨਾਂ ਅਤੇ ਛੱਤੀਸਗੜ੍ਹ ਪੁਲਸ ਮਿਸਾਲੀ ਸਜ਼ਾ ਦੀਆਂ ਹੱਕਦਾਰ ਹਨ। ਪਰ ਇਸ ਸਾਰੀ ਕਾਰਵਾਈ ਦੀ ਸਾਜਿਸ਼ ਅਤੇ ਮਨਸੂਬੇ ਘੜਨ ਵਾਲੀਆਂ ਉਪਰੋਕਤ ਕਾਲੀਆਂ ਤਾਕਤਾਂ ਵੀ ਸੁੱਕੀਆਂ ਨਹੀਂ ਜਾਣ ਦੇਣੀਆਂ ਚਾਹੀਦੀਆਂ। ਇਹਨਾਂ ਲੋਕ-ਦੋਖੀ ਤਾਕਤਾਂ ਦਾ ਮੂੰਹ ਮੋੜਨ ਨਾਲ ਹੀ ਅਜਿਹੇ ਕਤਲ ਕਾਂਡਾਂ ਨੂੰ ਠੱਲ੍ਹ ਪਾਈ ਜਾ ਸਕਦੀ ਹੈ, ਅਪ੍ਰੇਸ਼ਨ ਗ੍ਰੀਨ ਹੰਟ ਨੂੰ ਰੋਕਿਆ ਜਾ ਸਕਦਾ ਹੈ। ਅਜਿਹਾ ਅਸੀਂ ਛੱਤੀਸਗੜ੍ਹ ਦੇ ਲੋਕਾਂ 'ਤੇ ਹੋਏ ਹਮਲੇ ਦੀ ਨਿਖੇਧੀ ਕਰਕੇ, ਕਾਤਲਾਂ ਅਤੇ ਉਹਨਾਂ ਦੇ ਸਿਆਸੀ ਸਰਪ੍ਰਸਤਾਂ ਲਈ ਢੁੱਕਵੀਆਂ ਸਜ਼ਾਵਾਂ ਦੀ ਮੰਗ ਕਰਕੇ, ਨਵ-ਉਦਾਰਵਾਦੀ ਆਰਥਕ-ਸਮਾਜਕ ਨੀਤੀਆਂ ਖਿਲਾਫ ਡੱਟਵੇਂ ਸੰਘਰਸ਼ ਲੜ੍ਹਕੇ, ਲੋਕਾਂ ਦੇ ਜਿਉਣ ਅਤੇ ਖੁੱਲ੍ਹੀ ਹਵਾ 'ਚ ਸਾਹ ਲੈਣ ਦੇ ਜਮਹੂਰੀ ਹੱਕ ਨੂੰ ਬੁਲੰਦ ਕਰਕੇ, ਝੂਠੇ ਪੁਲਸ ਮੁਕਾਬਲਿਆਂ ਅਤੇ ਕਾਲੇ ਕਨੂੰਨਾਂ ਤਹਿਤ ਉਹਨਾਂ ਨੂੰ ਮਾਰ ਮੁਕਾਉਣ ਅਤੇ ਜੇਲ੍ਹੀਂ ਡੱਕਣ ਖਿਲਾਫ ਰੋਹ ਭਰੀ ਵੰਗਾਰ ਬਣਕੇ ਕਰ ਸਕਦੇ ਹਾਂ।

"ਲੋਕ ਮੋਰਚਾ ਪੰਜਾਬ ਦਾ ਬਿਆਨ" ਛੱਤੀਸਗੜ੍ਹ ਦੇ ਲੋਕਾਂ ਦੇ ਸਮੂਹਕ ਕਤਲ - ਸੋਚਿਆ ਸਮਝਿਆ ਖੂੰਨੀ ਹੱਲਾ  ਹਕੂਮਤੀ ਜੋਰ ਦੇ ਸਿਰ 'ਤੇ ਲੱਖ ਝੂਠ ਬੋਲਿਆ ਜਾਵੇ, ਮਣਾਂ-ਮੂੰਹੀ ਕੁਫ਼ਰ ਤੋਲਿਆ ਜਾਵੇ, ਤਾਂ ਵੀ ਸੱਚ ਨੂੰ ਜੱਗ-ਜਾਹਰ ਹੋਣ ਤੋਂ ਕੋਈ ਨਹੀਂ ਰੋਕ ਸਕਦਾ। ਹਕੂਮਤੀ-ਹਿੰਸਕ ਸ਼ਕਤੀਆਂ ਦੇ ਝੂਠੇ ਪੁਲਸ ਮੁਕਾਬਲਿਆਂ ਵਾਲੇ, ਲਾਸ਼ਾਂ ਖੁਰਦ-ਬੁਰਦ ਕਰਨ ਵਾਲੇ, ਝੂਠ ਨੂੰ ਸੱਚ ਬਨਾਉਣ ਲਈ ਆਵਦਿਆਂ ਨੂੰ ਝੂਠ-ਮੂਠ ਜਖਮੀ ਦਰਸਾਉਣ ਵਾਲੇ ਅਤੇ ਲੋਕਾਂ 'ਤੇ ਜ਼ਬਰ ਢਾਹੁਣ ਲਈ ਕਦੇ ਕਦੇ ਆਵਦਿਆਂ ਦੀ ਹੀ ਬਲੀ ਦੇਣ ਵਾਲੇ ਕਿਰਦਾਰ ਦੀਆਂ ਅਨੇਕਾਂ ਮਿਸਾਲਾਂ ਹਨ। ਪੰਜਾਬ ਅਤੇ ਜਮੂੰ-ਕਸ਼ਮੀਰ 'ਚ ਹਜ਼ਾਰਾਂ ਅਣ-ਪਛਾਤੀਆਂ ਲਾਸ਼ਾਂ ਜਾਬਰ ਹਾਕਮਾਂ ਦੇ ਮੂੰਹ 'ਤੇ ਚਪੇੜਾਂ ਮਾਰ ਰਹੀਆਂ ਹਨ। ਉਹਨਾਂ ਦੇ ਘਿਨਾਉਣੇ ਚਿਹਰੇ ਨੰਗੇ ਕਰ ਰਹੀਆਂ ਹਨ। ਛੱਤੀਸਗੜ੍ਹ ਦੇ ਬੀਜੇਪੁਰ ਜਿਲ੍ਹੇ 'ਚ ਵਾਪਰੇ ਸਮੂਹਕ ਕਤਲ-ਕਾਂਡ ਦੇ ਤੱਥ ਸਾਫ ਅਤੇ ਸਪੱਸ਼ਟ ਹਨ। ਆਪਣਾ ਸਾਲਾਨਾ ਉਤਸਵ ਮਨਾਉਣ ਦੀ ਯੋਜਨਾਬੰਦੀ ਲਈ ਇਕੱਠੇ ਹੋਏ ਤਿੰਨ ਪਿੰਡਾਂ ਦੇ ਨਿੱਹਥੇ ਲੋਕਾਂ 'ਤੇ ਇਹ ਨੀਮ-ਫੌਜੀ ਬਲਾਂ ਦਾ ਨੰਗਾ-ਚਿੱਟਾ ਹਿੰਸਕ ਹਮਲਾ ਹੈ। ਇਹ ਹਮਲਾ ਹਾਕਮਾਂ ਦੇ ਲੋਕਾਂ ਨਾਲ ਜੱਦੀ-ਪੁਸ਼ਤੀ ਦੁਸ਼ਮਣਾਨਾ ਰਿਸ਼ਤੇ ਨੂੰ ਜੱਗ-ਜਾਹਰ ਕਰਦਾ ਹੈ। ਇਸ ਹਮਲੇ ਦਾ ਮਕਸਦ ਲੋਕ ਮਨਾਂ 'ਚ ਹਕੂਮਤੀ ਹਿੰਸਕ ਸ਼ਕਤੀ ਦਾ ਦਹਿਲ ਬਿਠਾ ਕੇ ਦਾਬਾ ਕਾਇਮ ਰੱਖਣਾ ਹੈ, ਰਾਜ-ਭਾਗ ਦੀ ਰਜ਼ਾ 'ਚ ਰੱਖਣਾ ਹੈ, ਰਜ਼ਾ 'ਚ ਨਾ ਰਹਿਣ ਵਾਲਿਆਂ ਨੂੰ ਸੋਧਣਾ ਹੈ। ਇਹ ਹਾਕਮਾਂ ਦੀ ਨੀਤੀ ਤੇ ਕਾਰਗੁਜਾਰੀ ਦਾ ਹਿੱਸਾ ਹੀ ਹੈ ਕਿ ਉਹਨਾਂ ਨੇ ਇੱਥੋਂ ਦੇ ਬਾਸ਼ਿੰਦਿਆਂ ਤੋਂ ਹਿੰਸਾ ਦੇ ਜੋਰ ਜਲ, ਜੰਗਲ ਅਤੇ ਜਮੀਨ ਖੋਹਣੀ ਹੈ, ਵੱਡੀਆਂ ਬਹੁ-ਕੌਮੀ ਕੰਪਨੀਆਂ ਨੂੰ ਉੱਥੋਂ ਦੇ ਖਣਿਜ ਪਦਾਰਥ, ਜੜੀਆਂ-ਬੂਟੀਆਂ ਕੱਢਣ ਦੀ ਖੁੱਲ੍ਹ ਦੇਣੀ ਹੈ। ਫੌਜ, ਪੁਲਸ, ਨੀਮ-ਫੌਜੀ ਬਲ ਅਤੇ ਸਲਵਾ ਜੁਡਮ ਵਰਗੇ ਹਿੰਸਕ ਕਾਤਲੀ ਗਰੋਹਾਂ ਦੀ ਅੰਨ੍ਹੀ ਹਿੰਸਾਂ ਮੂਹਰੇ ਵੀ ਹਿੱਕਾਂ ਡਾਹ ਕੇ ਡਟੇ ਰਹਿਣ ਵਾਲੇ ਇਹਨਾਂ ਪਿੰਡਾਂ ਦੇ ਲੋਕਾਂ 'ਤੇ ਮੁੜ੍ਹ-ਮੁੜ੍ਹ ਦਾਬਾ ਪਾਉਣ ਲਈ ਕਟਕ ਚੜ੍ਹਦੇ ਰਹਿਣਾ ਹੈ, ਕਾਰਪੋਰੇਟ ਘਰਾਣਿਆਂ, ਕੰਪਨੀਆਂ ਤੋਂ ਸੇਵਾ ਅਤੇ ਵਫਾਦਾਰੀ ਦੇ ਇਨਾਮ ਲੈਣੇ ਹਨ, ਰਾਜ ਦੀ ਹਿੰਸਕ-ਸ਼ਕਤੀ ਦੇ ਡਾਵਾਂ-ਡੋਲ ਚਿੱਤ ਨੂੰ ਠੁੰਮਣਾ ਦੇਣਾ ਹੈ, ਚੰਡਦੇ-ਤਰਾਸ਼ਦੇ ਰਹਿਣਾ ਹੈ, ਪੱਕੇ ਅਤੇ ਹੋਰ ਵੱਧ ਕਠੋਰ ਚਿੱਤ ਕਰਦੇ ਰਹਿਣਾ ਹੈ ਅਤੇ ਲੁੱਟ ਤੇ ਜਬਰ ਦਾ ਰਾਜ-ਭਾਗ ਚਲਦੇ ਰੱਖਣਾ ਹੈ। ਲੋਕ-ਮੋਰਚਾ ਪੰਜਾਬ, ਇਸ ਵਹਿਸ਼ੀ ਕਤਲ ਕਾਂਡ 'ਤੇ ਝੂਠ ਦਾ ਗਿਲਾਫ ਚਾੜ੍ਹਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰ ਰਹੇ ਹਿੰਦੋਸਤਾਨ ਦੇ ਗ੍ਰਹਿ ਮੰਤਰੀ ਪੀ. ਚਿਦੰਬਰਮ ਵਲੋਂ ਮੁਲਕ ਅੰਦਰ - ਵਿਸ਼ੇਸ਼ ਤੌਰ 'ਤੇ ਮੁਲਕ ਦੇ ਛੇ-ਸੱਤ ਸੂਬਿਆਂ 'ਚ ਅਪ੍ਰੇਸ਼ਨ ਗ੍ਰੀਨ ਹੰਟ ਦੇ ਨਾਂ ਹੇਠ ਵਿੱਢੀ "ਫੜ੍ਹੋ ਜਾਂ ਮਾਰੋ" ਦੀ ਹਿੰਸਕ ਮੁਹਿੰਮ ਨੂੰ ਠੱਲ੍ਹ ਪਾਉਣ ਲਈ, ਆਵਦੇ ਪਿਆਰੇ ਸੰਘਰਸ਼ੀਲ ਘੁਲਾਟੀਆਂ, ਦੇਸ-ਭਗਤ ਸ਼ਕਤੀਆਂ, ਜਮਹੂਰੀਤ ਅਤੇ ਇਨਸਾਫ ਪਸੰਦ ਜੱਥੇਬੰਦੀਆਂ, ਵਿਅਕਤੀਆਂ ਅਤੇ ਬੁੱਧੀਜੀਵੀਆਂ ਨੂੰ ਹੱਕ-ਸੱਚ ਅਤੇ ਇਨਸਾਫ਼ ਦੀ ਅਵਾਜ਼ ਉਠਾਉਣ ਦਾ ਸਨਿਮਰ ਸੱਦਾ ਦਿੰਦਾ ਹੈ। ਜਾਰੀ ਕਰਤਾ: ਜਗਮੇਲ ਸਿੰਘ (ਜਨਰਲ ਸਕੱਤਰ) ਲੋਕ ਮੋਰਚਾ, ਪੰਜਾਬ

ਅਪਰੇਸ਼ਨ ਗਰੀਨ ਹੰਟ ਵਿਰੋਧੀ ਜਮਹੂਰੀ ਫਰੰਟ, ਪੰਜਾਬ ਨੇ ਛਤੀਸਗੜ੍ਹ ਦੇ ਬੀਜਾਪੁਰ ਜ਼ਿਲ੍ਹੇ ਅੰਦਰ ਸੀ.ਆਰ.ਪੀ.ਐਫ. ਅਤੇ ਰਾਜ ਪੁਲਸ ਵੱਲੋਂ 20 ਨਕਸਲੀਆਂ ਨੂੰ ਪੁਲਸ ਮੁਕਾਬਲੇ 'ਚ ਮਾਰ ਮੁਕਾਉਣ ਦੇ ਕੀਤੇ ਦਾਅਵੇ ਨੂੰ ਚੁਣੌਤੀ ਦਿੰਦਿਆਂ ਇਸ ਨੂੰ ਮਨ-ਘੜਤ ਕਹਾਣੀ ਅਤੇ ਨਿਹੱਥੇ ਪੇਂਡੂਆਂ ਦਾ ਕਤਲੇਆਮ ਕਰਾਰ ਦਿੱਤਾ ਹੈ।

ਅਪਰੇਸ਼ਨ ਗਰੀਨ ਹੰਟ ਵਿਰੋਧੀ ਜਮਹੂਰੀ ਫਰੰਟ ਪੰਜਾਬ ਦੇ ਕੋ-ਕਨਵੀਨਰ ਡਾ. ਪਰਮਿੰਦਰ ਸਿੰਘ, ਪ੍ਰੋ. ਏ. ਕੇ. ਮਲੇਰੀ ਅਤੇ ਯਸ਼ਪਾਲ ਨੇ ਲਿਖਤੀ ਪ੍ਰੈਸ ਨੋਟ 'ਚ ਦਾਅਵਾ ਕੀਤਾ ਹੈ ਕਿ ਸਧਾਰਣ ਪੇਂਡੂ ਪਰਿਵਾਰ ਜਿਨ੍ਹਾਂ ਵਿੱਚ ਬੱਚੇ, ਨੌਜਵਾਨ ਅਤੇ ਔਰਤਾਂ ਵੀ ਸ਼ਾਮਲ ਸਨ ਨਿਕਟ ਭਵਿੱਖ 'ਚ ਮੌਸਮ ਦੀਆਂ ਦਰਪੇਸ਼ ਚੁਣੌਤੀਆਂ ਬਾਰੇ ਵਿਚਾਰ ਕਰ ਰਹੇ ਸਨ ਜਿਨ੍ਹਾਂ ਉੱਪਰ ਚੁਫ਼ੇਰਿਓ ਘੇਰਾ ਪਾ ਕੇ ਅੰਨ੍ਹੇਵਾਹ ਫਾਇਰਿੰਗ ਕਰ ਦਿੱਤੀ। ਨਤੀਜੇ ਵਜੋਂ ਬੱਚਿਆਂ, ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਔਰਤਾਂ ਸਮੇਤ 20 ਨਿਹੱਥੇ ਅਤੇ ਨਿਰਦੋਸ਼ ਲੋਕ ਮੌਤ ਦੇ ਘਾਟ ਉਤਾਰ ਦਿੱਤੇ ਗਏ।

ਕੋ-ਕਨਵੀਨਰਾਂ ਦਾ ਕਹਿਣਾ ਹੈ ਕਿ ਕੇਂਦਰੀ ਗ੍ਰਹਿ ਮੰਤਰੀ ਪੀ. ਚਿਦੰਮਬਰਮ ਨੇ ਬਿਨਾਂ ਕਿਸੇ ਜਾਂਚ-ਪੜਤਾਲ ਅਤੇ ਠੋਸ ਜਾਣਕਾਰੀ ਦੇ ਸੀ.ਆਰ.ਪੀ.ਐਫ. ਅਤੇ ਰਾਜ ਪੁਲਸ ਨੂੰ ਸਾਬਾਸ਼ ਦੇ ਦਿੱਤੀ ਜਦੋਂ ਕਿ ਹਕੀਕਤਾ ਇਸ ਮਨਘੜਤ ਮੁਕਾਬਲੇ ਦਾ ਮੂੰਹ ਚਿੜਾਉਂਦੀਆਂ ਹਨ।

ਕਨਵੀਨਰਾਂ ਨੇ ਜਮਹੂਰੀ ਫਰੰਟ ਵੱਲੋਂ ਜ਼ੋਰਦਾਰ ਮੰਗ ਕੀਤੀ ਹੈ ਕਿ ਇਸ ਘਟਨਾ ਦੀ ਉੱਚ ਪੱਧਰੀ ਜਾਂਚ ਕੀਤੀ ਜਾਵੇ, ਮੁਲਕ ਦੀਆਂ ਜਾਣੀਆਂ ਪਹਿਚਾਣੀਆਂ ਅਤੇ ਲੋਕਾਂ ਵੱਲੋਂ ਮਾਨਤਾ ਪ੍ਰਾਪਤ ਜਮਹੂਰੀ, ਬੁੱਧੀਜੀਵੀ ਸੰਸਥਾਵਾਂ ਦੇ ਵਫ਼ਦ ਨੂੰ ਘਟਨਾ ਦੀ ਵਿਸਥਾਰ ਪੂਰਵਕ ਤੱਥਾਂ ਦੀ ਜ਼ੁਬਾਨੀ ਜਾਣਕਾਰੀ ਇਕੱਤਰ ਕਰਨ ਦਾ ਮੌਕਾ ਦਿੱਤਾ ਜਾਵੇ, ਅਪਰੇਸ਼ਨ ਗਰੀਨ ਹੰਟ ਫੌਰੀ ਬੰਦ ਕੀਤਾ ਜਾਵੇ ਅਤੇ ਬਹੁ ਕੌਮੀ ਕੰਪਨੀਆਂ ਵੱਲੋਂ ਜੰਗਲਾਂ, ਜਲ, ਜ਼ਮੀਨ ਅਤੇ ਕੁਦਰਤੀ ਖਜ਼ਾਨੇ ਲੁੱਟਣ ਦੀ ਨੀਯਤ ਨਾਲ ਲੋਕਾਂ ਦਾ ਉਜਾੜਾ ਕਰਨਾ, ਦਹਿਸ਼ਤ ਪਾਉਣਾ ਅਤੇ ਰਾਜ ਮਸ਼ੀਨਰੀ ਦੇ ਜ਼ੋਰ ਉਨ੍ਹਾਂ ਦੀ ਜ਼ੁਬਾਨਬੰਦੀ ਕਰਨਾ ਬੰਦ ਕੀਤਾ ਜਾਵੇ।

ਕਨਵੀਨਰਾਂ ਨੇ ਦੇਸ਼ ਦੀ ਪ੍ਰਤੀਬੱਧਤ ਉੱਘੀ ਪੱਤਰਕਾਰ ਸੀਮਾ ਆਜ਼ਾਦ ਅਤੇ ਉਸਦੀ ਜੀਵਨ ਸਾਥੀ ਵਿਸ਼ਵ ਵਿਜੈ ਨੂੰ ਉਮਰ ਕੈਦ ਦੀ ਸਜ਼ਾ ਰੱਦ ਕਰਨ ਦੀ ਜ਼ੋਰਦਾਰ ਮੰਗ ਕਰਦਿਆਂ ਇਹ ਵੀ ਕਿਹਾ ਹੈ ਕਿ ਮੁਲਕ ਅੰਦਰ ਜਮਹੂਰੀ ਅਧਿਕਾਰਾਂ ਉੱਪਰ ਹੱਲੇ ਬੋਲਣਾ ਬੰਦ ਕੀਤਾ ਜਾਵੇ।

हमें रिमांड में रखकर दंतेवाड़ा पुलिस थाने में एसपी अंकित गर्ग और मानकर ने इतने भयानक तरीक़े से करंट देकर ज़हनी और जिस्मानी तौर पर जो अज़ीयत दी है, और जो अंदरूनी ज़ख़म मुझे लगे हैं वो में चाहकर भी भूल नहीं सकती। अगर मैं गुनाहगार थी तो मुझे पूछताछ के बाद अदालत में पेश करना था...

सोनी सोरी... आज बस ये सिर्फ एक नाम ही नहीं रह गया है, बल्कि सरकारी दहश्तगर्दी और पुलिस की बरबरीयत और ज़ुलम-ओ-सितम की एक पहचान बन गई है। इंसानों पर किए जाने वाले ज़ुलम-ओ-सितम के बारे में जो कुछ भी आप सोच सकते हैं, शायद इससे कुछ ज़्यादा ही सोनी सोरी भुगत रही है। जो कुछ आज सोनी सोरी के साथ हो रहा है वो उल-मनाक और दर्दनाक तो है ही, मगर साथ ही इस सूरत-ए-हाल ने हमारे निज़ाम-ए-अदल, नज़म वनसक़ और हुकूमती तरीक़ अमल से मुताल्लिक़ मुतअद्दिद सवालात भी खड़े कर दिए हैं। जो न सिर्फ तशवीशनाक हैं बल्कि इस बात के मुतक़ाज़ी भी हैं कि उन पर फ़ौरी तवज्जो दी जाए और उनको हल करने के लिए अमली जद्द-ओ-जहद का आग़ाज़ कर दिया जाए।

सोनी सोरी आज एक मुल्ज़िमा है, अदालती हिरासत के तहत जेल में मुक़य्यद है। कई मुक़द्दमात का सामना कर रही हैं। इस पर एक कांग्रेसी लीडर पर हमला करने, एक तहसील पर बम मारने और माओ नवाज़ो (Maoists) को फ़ंड फ़राहम करने में मदद देने के इल्ज़ामात हैं। मुआमला मुल़्क की आला तरीन अदालत में ज़ेर-ए-समाआत है। जो इस बात का तक़ाज़ा करता है कि सोनी सोरी के बारे में इज़हार-ए-ख़्याल के वक़्त अलफ़ाज़ का इंतिख़ाब और उनकी बंदिश पर ख़ुसूसी तवज्जो दी जाये। अदालती हुर्मत और एहतिराम का ख़ास ख़्याल रखा जाय, क्योंकि कभी कभी ऐसा भी हो जाता है कि “उन्हें वो बात बुरी लग जाती है जिसका ज़िक्र सारे फ़साने में नहीं होता।”

सोनी सोरी के बारे में इज़हार राय ज़रूरी है, इज़हार-ए-ख़्याल और बड़े पैमाने पर बेहस वमबाहसा ज़रूरी है, आज भारत और बैन-उल-अक़वामी सतह की हक़ूक़-ए-इंसानी के लिए काम करने वाली बाज तंज़ीमें इंसानी हुक़ूक़ की पामाली का शिकार सोनी सोरी के मुआमले को उजागर करने में लगी हैं। सोनी सोरी के साथ किए गए ज़ालिमाना और इंसानियत को शर्मसार करने वाले वाक़ियात की मुज़म्मत की जा रही है और मुतालिबा किया जा रहा है कि सोनी सोरी को ज़हनी, जिस्मानी और जिन्सी ज़्यादती और इंतिहाई दर्जा की बरबरीयत का निशाना बनाने वाले पुलिस अहलकारों के ख़िलाफ़ कार्रवाई की जाये।

हममें से बहुत से लोग नहीं जानते की हमारे प्यारे देश भारत में इंसानी हुक़ूक़ की पामाली के वाक़ियात कितने बढ़ गए हैं , और उ में दिन-ब-दिन इज़ाफ़ा ही होता जा रहा है। हुकूमत और हुकूमती इदारों को हासिल ला महिदूद इख़्तयारात और AFSPA जैसे सियाह क़वानीन के बोझ तले इंसानियत कराह रही है, जवाबदेही का कोई तसव्वुर बाक़ी नहीं रहा, पुलिस हिरासत में अम्वात में तशवीशनाक हद तक इज़ाफ़ा हुआ है और झूठे एनकाउंटर के नाम पर क़तल व ग़ारतगरी का बाज़ार गर्म है। सिर्फ एक मिसाल से अंदाज़ा लगाया जा सकता है कि सूरत-ए-हाल कितनी भयानक है। दो नवंबर 2000 को इम्फाल वैली के एक गाँव मालूम में Armed Forces (Special Powers) Act, 1958 (AFSPA) के भयानक नतीजे देखने के बाद मणिपुर की एक 24 साला ख़ातून इरोम शर्मीला ने 4 नवंबर 2000 से ग़ैर मुअय्यना मुद्दत की भूख हड़ताल कर रखी है, जो आज भी जारी है। किसी क़ानून को मंसूख़ किए जाने के मुतालिबा के हवाले से की जाने वाली ये दुनिया की ये सबसे तवील तरीन भूख हड़ताल है, जो हमारे मुल्क में जारी है।

इरोम शर्मीला चुनो ने 4 नवंबर 2000 से न ही खाना खाया है और न ही पानी पिया है। उसे ज़िंदा रखने के लिए नाक में नली के जरिये कुछ ग़िज़ा दी जाती है। भूख हड़ताल के तीसरे दिन ही उसे इंडियन पैनलकोड की दफ़ा 309 के तहत इक़दाम ख़ुदकुशी के जुर्म में गिरफ़्तार कर लिया गया था। एक साल बाद उसे छोड़ दिया जाता है, मगर बाद में फिर गिरफ़्तार कर लिया जाता है। वर्ष 2000 से हर साल ये सिलसिला जारी है। पाँच सौ हफ़्तों से ज़्यादा भूख हड़ताल पर रहने वाली इरोम शर्मीला चुनो आज भी जेल में क़ैद है। इस सारी भयानक सूरत-ए-हाल के नतीजा में ज़ुलम-ओ-बरबरीयत के शिकार अफ़राद की तादाद बढ़ती ही जा रही है। कितने ही नाम हैं जो गिनाए जा सकते हैं, डाक्टर बिनायक सेन, लिंगाराम कोडोपी, अरूण फ़रेरा और सोनी सोरी वग़ैरह।

सोनी सोरी की कहानी भी बड़ी अजीब, करब अंगेज़ और दिल दहला देने वाली है। छत्तीसगढ़ के दंतेवाडा इलाके की 36 साला सोनी सोरी सहाफ़ी लिंगा राम कोडोपी की फूफी ( बोह) हैं। सरकारी मुलाज़िम हैं और जंगलों के बीच वाक़्य एक देही इलाक़ा में स्कूल की टीचर हैं। उनके शौहर भी पहले से ही किसी मुक़द्दमा के तहत जेल में क़ैद हैं (कहा जाता है कि उन्हें भी किसी झूठे मुकदमे में फंसाया गया है )। सोनी सोरी के 6 , 10 और 12 साल के तीन बच्चे हैं जो आजकल किसी दौर के रिश्तेदार के रहमोकरम पर हैं। भतीजा सहाफ़ी लिंगा राम कोडोपी भी जेल में बंद है। उसकी कहानी भी अलग तफ़सील तलब है। पुलिस उन पर माओविस्ट ( MAOISTS) की मदद करने का इल्ज़ाम लगाती हैं। वो इस इल्ज़ाम से इनकार करती रही हैं, इसके पास उसके अपने दलायल हैं। कई सबूत हैं जो इसने अपनी बेगुनाही को साबित करने के लिए अदालत के सामने रखे हैं।

सोनी सोरी यूं तो पिछले 2 सालों से परेशानियों और मुसीबतों का सामना कर रही है, मगर उसकी परेशानियों और करब भरी दास्तान का दूसरा दौर उस वक़्त शुरू हुआ जब 4 अक्तूबर 2011 को सोनी सोरी को दिल्ली पुलिस ने छत्तीसगढ़ पुलिस के साथ मिलकर दिल्ली में गिरफ़्तार कर लिया। सोनी सोरी छत्तीसगढ़ पुलिस की हिरासानिऊ से बचते-बचाते दिल्ली आई थी , ताकि अपनी बात अदालत के सामने रखकर ख़ुद पर हो रहे ज़ुलम-ओ-सितम से बच सके। वो ज़िंदा और सही सलानत तो दिल्ली पहुंच गई थी, लेकिन इसके सामने ख़दशात थे, उसे अपनी जान का ख़तरा था।

गिरफ़्तारी के बाद इसने अदालत से बार-बार इल्तिजा की कि उसे छत्तीसगढ़ पुलिस के हवाले न किया जाय, क्योंकि वहां उसे छत्तीसगढ़ पुलिस की जानिब से अपनी जान और इज़्ज़त-ओ-अब्रू का ख़तरा है, बेपनाह और जानलेवा तशाद्दुद का ख़तरा है। मगर दिल्ली में अदालत ने इस के इन ख़दशात को नजरअंदाज़ करते हुए उसे छत्तीसगढ़ पुलिस के हवालेकर दिया और छत्तीसगढ़ पुलिस को हिदायत दी कि सोनी सोरी की हिफ़ाज़त से मुताल्लिक़ तमाम इक़दामात किए जाएं और तमाम हिफ़ाज़ती अमोर को यक़ीनी बनाया जाय। लेकिन इसके बावजूद सोनी सोरीके बदतरीन ख़दशात बिलाखेर सच्च साबित हो ही गए। छत्तीसगढ़ पुलिस की जानिब से गिरफ़्तार किए जाने के बाद पुलिस लॉकअप में न जाने क्या हुआ पता नहीं, लेकिन दुनिया ने वो वीडियो क्लिप देखा, जिसे देखकर रोंगटे खड़े हो जाते हैं, अस्पताल के एक टेबल पुर दर्द-ओ-करब से चीख़ती और कराहती हुई सोनी सोरी की वो तस्वीरें अगर आप में हिम्मत है तो आप भी देख सकते हैं http://www.youtube.com/watch?feature=player_embedded&v=a5lO6cEcUeI#!

जब इस वाक़िया के ख़िलाफ़ आवाज़ें उठने लगी, तो पुलिस ने ये बयान दिया कि सोनी सोरी पुलिस लॉकअप के बाथरूम में फिसल कर गिर गई ! या अलहि ये माजरा किया है? यहां डाक्टरों ने दूसरी बातों के अलावा ये भी रिपोर्ट दी कि उसके दोनों हाथों की दरमयानी ऊँगली पर काले निशानाथ हैं। ( सोनी सोरी के वकील और दीगर इंसानी हक़ूक़ के लिए काम करने वालों का कहना है कि ये निशानात पुलिस लॉकअप में अलकटरक शॉक देने की वजह से बने हैं) सोनी सोरी की तशवीशनाक हालत देखकर डाक्टर ने मज़ीद मुआयना के लिए बड़े अस्पताल में ले जाने के लिए कहा। छत्तीसगढ़ पुलिस के जरिये पहले जागदालपोर और बाद में रायपुर के दवाख़ानों में दो मर्तबा मुआयना किया गया, मगर कोई ख़ास बात सामने नहीं आई। इससे क़बल दंतेवाड़ा के अस्पताल के डाक्टरों ने जो रिपोर्ट दी थी, उसकी भी तौसीख नहीं की।

इस सूरत-ए-हाल को देखते हुए सोनी सोरी के वकील ने सुप्रीम कोर्ट में एक दरख़ास्त दाख़िल की कि सोनी सोरी की ख़राब हालत के पेशेनज़र इसका मेडिकल चैकअप आज़ादाना तौर पर किसी दूसरे मुक़ाम पर क्या जाय। हुकूमत छत्तीसगढ़ ने इस बात से इनकार किया कि सोनी सोरी पर तशद्दुद किया गया, मगर अदालत ने ये दरख़ास्त मंज़ूर कर ली और कलकत्ता में दुबारा मेडिकल चैकअप किया गया ।फिर इंसानियत का सर शर्म से झुका देने वाली वो मेडिकल रिपोर्ट सामने आई जिसे कहने और सुनने के लिए भी दिल गर्दा चाहिए। उसकी शर्मगाह से और पिछले हिस्से ( मक़अद ) से डाक्टरों ने पत्थर बरामद किए। उर्दू में इससे ज़्यादा लिखने की हिम्मत मुझ में नहीं है, इस लिए इस मेडिकल रिपोर्ट से मुताल्लिक़ चंद अलफ़ाज़ अंग्रेज़ी में यहां नक़ल करता हूँ-

इस सिलसिले में एक और दिलचस्प बात नोट करने के काबिल है कि कलकत्ता के एनआरएस मेडिकल कॉलिज के जरिये स्पीड पोस्ट से रवाना की गई ये रिपोर्ट 13 दिनों तक भी जब सुप्रीम कोर्ट को नहीं पहुंची तो अदालत ने मेडिकल कॉलिज को हिदायत दी कि अदालत को फ़ौरी फ़याकस या ईमेल के जरिये ये रिपोर्ट रवाना की जाय। बहरहाल, जब अदालत को ये रिपोर्ट मिली तो जज साहिबान ने इस रिपोर्ट पर अपने कोफ़त, रंज और तकलीफ़ का इज़हार किया और रियासती हुकूमत को हिदायत दी कि सोनी सोरी को रायपुर की जेल मुंतक़िल कर दिया जाय। साथ ही उन्होंने तक़रीबन डेढ़ माह बाद यानी जनवरी 2012 को आख़िरी समाअत की तारीख़ मुक़र्रर की।

यूं तो सोनी सोरी के मुताल्लिक़ कहने को और बहुत कुछ है, मगर आख़िरी चंद बातें इसके दो ख़ुतूत से, एक जो इसने अपने घरवालों को लिखा है और दूसरा जो इस ने सुप्रीम कोर्ट के जज साहिबान के नाम लिखा है । अपने घरवालों को लिखे गए ख़त में सोनी सोरी ने लिखा है कि मुझे जिस किस्म की अज़ीयतें दी जा रही हैं वो में आपको बयान नहीं कर सकती। सुप्रीम कोर्ट के जज साहिब के नाम लिखे गए अपने ख़त में सोनी सोरी सवाल कर रही है कि “मैं सुप्रीम कोर्ट से ये जानना चाहती हूँ कि आज मेरी इस हालत का ज़िम्मेदार कौन है? अदलिया, पुलिस, इंतिज़ामीया या हुकूमत?। हमें रिमांड में रखकर दंतेवाड़ा पुलिस थाने में एसपी अंकित गर्ग और मानकर ने इतने भयानक तरीक़े से करंट देकर ज़हनी और जिस्मानी तौर पर जो अज़ीयत दी है, और जो अंदरूनी ज़ख़म मुझे लगे हैं वो में चाहकर भी भूल नहीं सकती। अगर मैं गुनाहगार थी तो मुझे पूछताछ के बाद अदालत में पेश करना था, अदालत ख़ुद फ़ैसला करती कि सज़ा देना या ना देना।जज साहिब ये कैसा क़ानून है,एक बेगुनाह होते हुए भी मैं सज़ा भगत रही हूँ। मेरा क़सूर किया है ?

क़सूर किसका है ये तो आने वाला वक़्त ही बताएगा। मगर आज सोनी सोरी का हर ज़ख़म खुला है। मरहूम अहसन यूसुफ़ ज़ई का ये शेर इस पर पूरी तरह सादिक़ आता है।

A large group comprising Special Police Officers (SPOs) of the Chhattisgarh police and members of the Salwa Judum attacked social activist Swami Agnivesh on Saturday as he attempted to deliver relief to a village allegedly torched by security forces in Chhattisgarh's Dantewada district.

On March 23, The Hindu published reports and photographs alleging that SPOs had torched about 300 homes, granaries and wood-sheds, killed three men and sexually assaulted three women during a five-day anti-Maoist operation in the villages of Tarmetla, Timapuram and Morpalli.

Since then, the district police had sealed off the three villages and intimidated journalists who tried to visit them.

On Saturday, Mr. Agnivesh was to deliver clothes, blankets and other relief materials to the affected villagers when he was attacked twice in six hours by a mob at the Salwa Judum camp at Dornapal.

(The ‘Salwa Judum' refers to a controversial tribal vigilante group, armed, trained and assisted by the Chhattisgarh government in its battle against the banned Communist Party of India (Maoist). A public interest litigation, currently being heard by the Supreme Court, holds Judum members responsible for 537 murders, 99 rapes and 103 acts of arson.)

“Relief material seized”

In a telephone interview, Mr. Agnivesh said the first attack occurred early in the morning when a crowd of SPOs and Judum members surrounded his vehicle, pelted him with raw eggs, knocked off his turban and pushed him around. Reporters at the spot were also manhandled by the crowd. In a dispatch filed from the spot, Joseph John of the Indian Express reported that the crowd accused Mr. Agnivesh of turning a blind eye to the plight of victims of Maoist violence.

“They seized all the relief material intended for Tarmetla,” said Mr. Agnivesh, adding that he then returned to Sukma and telephoned Chief Minister Raman Singh for assistance.

In February this year, Mr. Agnivesh was instrumental in securing the release of five policemen kidnapped by Maoists.

Sources in the security establishment told The Hindu that the 150th Battalion of the CRPF was called in to protect Mr. Agnivesh.

The CRPF was in place by afternoon, when Mr. Agnivesh attempted to visit the affected villages once more. “Despite security assurances by the Chief Minister, we were attacked by a crowd engineered by the Salwa Judum and SPOs,” said Mr. Agnivesh, adding that his vehicle was stoned and he was forced to return.

Reporters at the site said a crowd of nearly 2,000 people at Dornapal attacked mediapersons and broke several cameras. Eyewitnesses said Naresh Mishra of the television channel Zee 24 was among those beaten.

“The police have created a Frankenstein's monster that they cannot control,” said Mr. Agnivesh. “This was an attack on the administration by an unaccountable lynch mob.”

Reacting to the events of the past three days, the Chhattisgarh police transferred S.R.P. Kalluri from his post as the Dantewada Senior Superintendent of Police. “Mr. Kalluri was transferred to allow for an independent inquiry into the recent allegations,” said Director-General of Police Vishwa Ranjan, “He will take up duty as Deputy Inspector General, Surguja.”

Mahasamund Superintendent of Police Ankit Garg shall take over as Dantewada SP.

The spokesperson for the Chief Minister, N. Bajinder Kumar, confirmed that Dantewada Collector R. Prasanna has also been transferred. “Mr. Prasanna shall take over as Municipal Commissioner Raipur. “The existing Commissioner, O.P. Chaudhury, shall replace him,” Mr. Kumar said.

“Mr. Kalluri has lost the moral, legal and constitutional right to remain in his post,” said Ajit Jogi, Congress MLA from Marwahi and former Chief Minister of Chhattisgarh.

छत्तीसगढ़ के सबसे संवेदनशील माने जाने वाले दंतेवाड़ा जिले में पिछले 14 मार्च को अर्धसैनिक बलों के जवानों द्वारा कथित रूप से आदिवासियों के घरों को जलाए जाने और कुछ महिलाओं से दुर्व्यवहार करने के आरोपों की जांच शुरू हो गई है.

सुरक्षाबलों पर आरोप है कि उन्होंने पांच ग्रामीणों को नक्सली बताते हुए "ठंडे दिमाग" (Cold Blood) से मार गिराया है, लगभग तीन सौ झोपड़ियों में आग लगाई और तीन महिलाओं के साथ दुर्व्यवहार किया है.

ये घटना दंतेवाड़ा के उस चिंतलनार इलाके की है जहाँ पिछले साल छह अप्रैल को माओवादियों ने घात लगाकर केंद्रीय रिज़र्व पुलिस बल के 76 जवानों को मार गिराया था. बुधवार को ये मामला छत्तीसगढ़ विधानसभा में उठा. कांग्रेस नेता और राज्य के पूर्व गृहमंत्री नंदकुमार पटेल ने सदन में ध्यानार्कषण प्रस्ताव पेश किया. विधानसभा अध्यक्ष धर्मलाल कौशिक ने आश्वासन दिया है कि वे सरकार से इस विषय पर जवाब मांगेंगे और विधानसभा में अलग से चर्चा भी होगी.

घटना

चिंतलनार के पुलिस कैंप के बीस किलोमीटर की परिधि में घने जंगलों की श्रंखला के बीच कई आदिवासी गांव हैं और 14 मार्च की सुबह अचानक नाकेबंदी करते हुए अर्द्ध सैनिक बलों के जवानों नें इस पूरे इलाके को घेर लिया. पुलिस का दावा था कि उन्हें गुप्त सूचना मिली थी कि मोरापल्ली के इलाके में बड़े माओवादी कमांडरों का जमावड़ा है और इस इलाके में नक्सलियों की हथियार बनाने की मशीन भी लगी हुई है. मगर यहाँ पुलिस को कुछ नहीं मिला. खबरें हैं की सुरक्षा बलों की टुकड़ी नें लौटते वक़्त पास के ही तिमापुरम में पड़ाव डाला जहाँ उनकी माओवादियों के साथ मुठभेड़ हुई. इस मुठभेड़ में तीन जवान मारे गए थे जबकि 9 जवान घायल हुए थे.

कहा जा रहा है कि उसके बाद जो कुछ हुआ उसने पुलिस और अर्धसैनिक बलों को कटघरे में खड़ा कर दिया है. सुरक्षाबलों पर आरोप है कि बौखलाहट में उन्होंने तीन गांव में जमकर तांडव मचाया. कहा जा रहा है कि पटेलपाड़ा गाँव में जब सुरक्षा बलों नें धावा बोला तो गाँव का ही एक माडवी चूला पेड़ पर चढ़ कर इमली तोड़ रहा था. आरोप है कि उसको वही गोली मार दी गई.

जांच के आदेश

दंतेवाड़ा के कलेक्टर आर प्रसन्ना नें बीबीसी से बात करते हुए कहा, "हमें भी खबरें मिलीं हैं कि कुछ आदिवासियों के घरों में आग लगा दी गई है. अब ये आग किसने लगाई है इसका पता नहीं चला है. आग सुरक्षाबलों के जवानों ने लगाई या माओवादियों नें यह स्पष्ट नहीं है."
प्रसन्ना कहते हैं कि कि गांववाले आरोप लगा रहे हैं कि तीन महिलाओं के साथ सुरक्षाबलों के जवानों नें दुर्व्यवहार किया है और कुछ ग्रामीणों को गोली भी मारी है. प्रसन्ना ने बीबीसी को बताया, "अभी तक किसी गांव वाले नें आगे आकर इसके बारे में कोई लिखित शिकायत नहीं की है."

दंतेवाड़ा के कलेक्टर ने मामले की जांच करने के लिए तहसीलदार के नेतृत्व में एक समिति का गठन किया है. उनका कहना है इस समिति में एक महिला अधिकारी को भी रखा गया है. फ़िलहाल दंतेवाड़ा ज़िला प्रशासन नें मुआवज़े की घोषणा भी की है. प्रसन्ना का कहना है जिनके घर जले हैं उन्हें पचास हज़ार रुपए बतौर मुआवजा मिलेगा मगर जांच पूरी होने के बाद.

पहली घटना नहीं

ये पहला मौका नहीं है जब सुरक्षाबलों पर इस तरह का आरोप लगा हो.

बस्तर के नारायणपुर, जगदलपुर, बीजापुर और कांकेर जिलों में पिछले दो सालों में ऐसी कई वारदातें हुईं हैं जिसने सुरक्षा बलों को कटघरे में खड़ा कर दिया है.

पिछले साल नारायणपुर के ओंग्नार में भी सुरक्षा बलों पर इसी तरह के आरोप लगे थे. वहां गांव की अपनी झोपडी में खाना पका रही एक लड़की को गोली मारने का आरोप भी पुलिस पर लगा है.

हालांकि सभी मामले प्रकाश में आए और प्रशासन ने जांच के आश्वासन भी दिए मगर दोषियों के ख़िलाफ़ कभी कोई कार्रवाई नहीं होने से जनता और सरकार के बीच अविश्वास की खाई और बढ़ गयी है.
सामजिक कार्यकर्ता हिमांशु कुमार के अनुसार 18 मार्च वर्ष 2008 में माथवाड़ा के सलवा जुडूम के कैंप के पास तीन आदिवासियों की गोली मारकर हत्या कर दी गयी थी.

IN DEFENSE OF THE BITCH ......

(Recently a lengthy article titled 'WALKING WITH THE COMRADES', written by noted writer Arundhati Rai was published in OUTLOOK. In this article she described in detail her experience of visits to Dantewada and other places currently covered by Operation Green Hunt. It was widely appreciated, but some people, particularly on the Internet, spewed venom against Arundhati Roy after reading it. Here we are publishing a reaction to it by Trevor Selvam which appeared on Countercurrents.org )

For the past few years, I have seen the hate that has been spewed out at Arundhuti Roy. There are various categories of Indian men and women who do not like her. Let us deal with the men first, as their hatred (camouflaged or obvious) for an intelligent female writer is nearly reflexive. Women on the other hand do not seem to have their hate mongering so mordant and merciless and generally do not spew out sexist hatred.

So, by all accounts she is a bitch, a cunt, a Muslim arse-licker and so much more. Who are these people who have such wonderful things to say about her? In the beginning I would not bother to read the responses and letters to various articles on the web. Now, I do scan through them, unpalatable as most of them are. Because they reflect on the psyche of the nation. They mirror the incredible mental descent and cultural depravity of a post-Bollywood, web-savvy class, cut off from historical precedent, unaware of India’s socio-economic past, unaware of rational, sensible discourse and debate, ignorant about India’s own philosophical traditions, let alone world history-- about colonization and the genocide against aboriginal people. What vitriol, filth and misogyny runs through the veins of these Indians! When Sarojini Naidu, Aruna Asaf Ali, Mridula Sarabhai and other women spoke and wrote essays about their feelings about the people of India not a single misogynist invective was hurled at them. Today, when Medha Patkar, Vandana Shiva, Arundhuti Roy, Nandini Haksar and even Sania Mirza reflect on their experiences, Indian men of the above variety unleash their religious, sexual, tribal, super-nationalist, obscurantist prejudices immediately.

So, first there are the flag waivers and false-pride upholders of the Bharat Shining Bajrang Brigade. No matter what, for these people, there are certain aspects about their notion of India that immediately induces a knee-jerk response. And they have been toilet trained from birth to have this Pavlovian response. They must defecate on intelligent, conscious, articulate women who bring the facts out bluntly. With them you don’t bring up issues like India’s miserable record after 62 years of independence in literacy, social hygiene, health, body mass index of 80% of the population, female survival rate, diarrheal deaths, farmer suicides, mass deforestation (except in Maoist areas as agreed upon by the GOI) human development index (in the sub Sahara category), mass increase in poverty, (please do not compare with China or Brazil—because China doctors the numbers, no matter what and Brazil is a flash in the pan!! Even though the UN and the Economist have praised their performance in these areas in the last five years). So for them, Arundhuti Roy is a bitch. And they say so in responses to blogs, websites, newsline sites etc. They have no use for her. Rather than deal with the irrefutable facts and the content of what she raises, they end up fermenting in an anti-intellectualist bog. Responses sprinkled with undertones of religious and communalist hatred are rolled out. Like Barack Obama had to deal with his middle name of Hussein, Arundhuti has to deal with Suzanna. Like the USA has its pot bellied, red-necked, tea party activists shouting “nigger socialist” at Obama, India’s pan-chewing inarticulate Modi-men call her a Christian-Commie bitch.

Then there are the other men and some women, who say they have a problem with her politics! They write the blogs. They are guest columnists. They say she is “sleepwalking”, “moonwalking”, that she is romanticizing tribals, that she is exploiting her Booker fame and going where she does not have acumen and others do! She is pushing the boundaries of journalism, rushing to immature conclusions, raising issues that should not be discussed or have been thrashed out in the annals of deconstructionist academic journals or need to be understood in the terminology of Eurocentric terminology from a hundred years gone by. They talk about the “rumours of Maoism,” the discourse of counter-terrorism, warning about not being influenced by the discourse of insurgency and substitutionalist rhetoric, because it has become sophisticated and unlike the times of Birsa Munda and Sidhu Kanu. In those times when the Brits called anyone “badmash” they were really meaning peasant militants and “dacoit village” meant a community that was in a mood of resistance. Today, they warn, there is a Maoist discourse that overshadows the tribal voice. So, whatever you hear, even if you have been there and talked to ground level tribal activists and villagers, it is still coloured by Maoist rhetoric. Who is whitewashing whom? The Adivasis have become automatons in the hands of the Maoists! Like the blue skinned avatars with long tails, they need urban-skinned, wheel chair bound (many skirmishes in many journals!) what-nuts to show the way! Because, there is no unfiltered tribal discourse anymore. It is all elite discourse. And all this is expertly analyzed and blogged-out from Delhi and Mumbai (without venturing out once to Maoist guerrilla zones) while holding on dearly to obscurantist and pedantic rhetoric from the time of Leon Trotsky. If there is any group or cult that latches on to a Marxist nameplate and lobs stones and pebbles from collapsing rooftops at the masses below, it is this variant. They have a handful of disconnected souls, desperately seeking a space on the “negotiating table with PCC” through statements of disunity, discovering the theory of “sandwiches”, appearing regal-like on TV panels with the nutjob circus of Arnab and Barkha and through their hobbit-like blogs.

And for these folks, suddenly, unconditional non-violence has become gospel. It is somewhat pedestrian, is it not, to suggest that violence must be a last resort? Do these folks really believe that the Maoist organizers have a pathological need to initiate violence? Do they really think that the last few years of active and physical dispossession instituted by the state and police forces, have been carried out with benign persuasion? Do these folks really comprehend the nature of the sadness and deprivation that Adivasis have had to contend with for decades, before there was some sort of organized resistance which led to some minimum gains, which they now want to defend? Sometimes, if it were not for the complicated academic language they use, their logic is no different from that in the mainstream media, whose definitions of violence, “caught in-between”, democracy, upholding the recourse to legal institutions seem paranormally identical. It is like there is no difference between the rant of the Times of India and the refined sardonic comments of those who want to cut down Arundhuti Roy in their fussy, chintzy blogs. They want to call her a bitch too. But they won’t. So they say she moonwalks and sleepwalks; like an imbecile, like a whiny errant spoilt girl, like a non-academic truant who has not studied their gospels on Permanent Revolution.

In the beginning they said, that Naxalites have not given up the tactics of annihilation, although if they bothered to read carefully through the documents of the Maoists, the old annihilation politics had long ago been dispensed with. In those days, small groups of individuals, invariably with college cadre forming a sizable section would swoop down on a local jotedar or landlord without initiating any mass movement or mass activity in the region. The idea was that “action” would create mass initiative and interest. Today, the Maoists reportedly use execution only after there has been a verdict passed in the Local government (Janathan Sarkar). Of course, one could be totally cynical about such exercises, but would that not be a flagrant case of urban elitism? Sometimes, the tribal community has been far more insistent on instituting violent retribution than the guerrilla units themselves. Whenever an informer is executed, especially those who have been responsible for killing Maoists and tribal sympathizers by bringing in the police and the COBRA/EFR/CRPF, the media and their “left” wing democratic proselytizers have ridiculed the process of arriving at such “peoples’ court” decisions, without investigating on the ground. The incident becomes the politics, and the perfunctory analysis of the incident becomes the planted discourse. No effort is made to find out what was behind the incident. That cadres and leaders of the CPI(M) operate as police informers and “dalals” is not a major mystery for the people in these areas. But, for these “left” wing bloggers, who until yesterday denied the existence of aboriginal people ,(only 8% of the population thanks to centuries of genocide against them), “now tribals are killing tribals.” Then they started writing articles that said “It will be hard to find a single Bhattacharya, Banerjee, Mukherjee, Basu or such like among the dead.” Well, that has also started happening. As of yesterday a top Maoist squad leader Bikram alias Abhisek Mukherjee — a former Jadavpur University student—was killed along with three other rebels in an encounter with COBRA commandos in Hathilot forest of Jangalmahal’s Lakhanpur on Thursday night. Either way you are damned. Whether it is Adivasis or non-Adivasis. Even crocodiles, if they could, would sue for the usage of their non-existent tears by such charlatans.

In the beginning they said, that these Maoists do not seem to build any mass movements. It is all secretive and militarist. Then articles started appearing about twenty years of sustained land distribution, cooperative farming, tax collection and distribution, medical clinics, irrigation programs, alternative energy and environmental programs, literacy campaigns, mobile health clinics and the participation of ten of thousands of people. Pictures started appearing of mass gatherings (never mind Arundhuti Roy’s pictures of the Bhumkal celebrations). Do mass movements have to be urban trade union organizations, petition campaigns and “Maidan Chullo” processions only?

In the beginning they said Maoists do not have any urban presence, they do not have any support amongst city intellectuals. They even ruefully said, it’s not like the old Naxalite days! Belatedly they have started a campaign to attack those intellectuals who have stated their clear cut opposition to the policies of the Indian government and in support of the Maoists. They are discovering that more and more city intellectuals and academics find that it is more important to oppose the government’s proto-fascist tactics than to criticize the Maoists for their failings. So they have started attacking these progressive intellectuals through their blogs, writings and attempted caricatures of the Maoists.

In the beginning they also said the Maoists had no tribal and women leaders and when the State started killing Maoist commanders who were women and tribals, and there were more and more spokespersons of tribal origins speaking through mass organizations, they started saying that they do not have any women in their Politburo!

What Arundhuti Roy has been saying for the past several years is nothing new to the Maoists. For years they have been trying to bring to the forefront (their media consciousness and ability to engage the interest of mainstream journalists, domestic and international, is relatively new) ---is the collapse of the possibilities of bringing about social change in India though regular mechanisms. India does not have the organs to promote social equity anymore. They have collapsed completely since the neo-liberalist drive to convert the entire Indian economy into a “do it or otherwise” coercive entity subservient to a handful of large anti-environmentalist business houses. India’s parliament is a sty, full of criminal millionaires. The Congress Party has been running the Salwa Judum and their new avatar, the SPO force. Who is going to negotiate with those who have knives to the throats of the Adivasis? Who is kidding who about exhausting legal channels for change? Where is the scope for challenging national laws that permit USA-like detention without trial systems? Even the Supreme Court’s verdict to produce missing Adivasis within 24 hours has gone completely ignored. Where is the mechanism for implementing seriously the various commissions on minority status and women’s status? Everyone knows that passing bills in Assembly and Parliament are symbolic gestures.

One can dispute many of the tactics of the Maoists and one can critique many of their actions, but it is time for India’s intellectuals to comprehend that diminishing and ridiculing the stand taken by Arundhuti Roy will be a permanent scar on the evolving history of this nation. She is merely stating that the regular channels for genuine change in India are exhausted. Someone has to state this very clearly. That those who are attempting alternate methods are being violently suppressed. And it is their story that she wants to tell. It is time for all the alternative left and democratic opposition to come together on a common platform (even if they disagree on many issues) and jointly oppose this horrendous Green Hunt that is in full swing now, before full scale massacres start happening.
