YANAM MAYHEM
Manmohaneconomics has put Yanam, a serene enclave of Puducherry, in flames. The continuous exploitation and repression of workers for 15 years, has finally led them to revolt.
The contract workers of Regency Ceremics - one of the largest tile manufacturers in the country, located in Yanam (Puducherry), were agitating for the last three months demanding better wages, regularization of those who have put in 15 years of service, reinstatement of sacked workers and revocation of transfer orders of those who took part in earlier protests. There are 1200 workers in the factory, of which 800 are on contract. They were on strike since January 1st, 2012 and were holding a relay hunger strike for the last 10 days. The Management of the company, retrenched 5 workers, dismissed the union leader MS Murli Mohan, and obtained a court order banning the entry of striking workers within 200 meters of the industrial unit. It also got deployed massive police force on the factory’s gate in complete battle gear.
On Thursday, the police picked up the striking workers’ leader M.S. Murli Mohan, on a complaint lodged by the management. He was however released a few hours later. Next day at 6 AM he went to the factory gate to mobilize the workers for strike and relay fast, along with some workers. The police, which seemed to be just waiting for it, resorted to an unprovoked and brutal lathi-charge, killing Murli Mohan on the spot and injuring 20 other workers.
On hearing the news about lathi-charge by the police resulting in the death of their leader Murli Mohan, hundreds of workers laid siege of the Police station in protest, demanding that the guilty police officers be booked for murder. The police instead of conceding the genuine & justified demand of the workers, pounced upon them, resorted first to cane-charge and then to firing injuring 9 workers. Two of the injured are in very critical condition. Around 100 protestors were arrested. The workers then attacked the house of K.C. Chander Shekhar, the President (Operations) of the factory and son-in-law of the company’s Chairman, and beat him up. He died in a private hospital at Kakinada.
According to a report published in the SUNDAY TIMES:
“As news of Murli’s death spread, factory workers damaged nearly 50 company cars, buses, and trucks and set them on fire. Some private vehicles were also targeted. Residents joined hands with the angry mob of around 600 workers and ransacked the factory. After setting it on fire, they torched an educational institution run by the company, besides burning down a shed. Two oil tankers were also gutted, while miscreants looted computers, ceramic tiles and other office material. Some of the workers went to Chandershekhar’s house and beat him up with iron rods. The mayhem continued for several hours.”
The Yanam police has registered five cases of murder, rioting, arson, looting and unlawful assembly and deputed five teams to investigate the violence, but it has refused to book the police officials responsible for Murli Mohan’s murder.
G N Naidu, chairman and managing director, Regency Ceramics has demanded a CBI inquiry into the violence, alleging that it was instigated by outsiders. He also alleged that "Goons, in the guise of employees, attacked the factory and our president (who died in the attack)”.
ਮਨਮੋਹਨ-ਸ਼ਾਸਤਰ ਨੇ ਪੁਡੁਚੇਰੀ ਦੇ ਸ਼ਾਂਤਮਈ ਕਸਬੇ ਯਨਮ ਨੂੰ ਲਾਟਾਂ 'ਚ ਝੋਕ ਦਿੱਤਾ ਹੈ। 15 ਵਰ੍ਹਿਆਂ ਤੋਂ ਕਿਰਤੀਆਂ ਦੀ ਜਾਰੀ ਲੁੱਟ ਤੇ ਜ਼ੁਲਮ ਨੇ ਆਖਰ ਉਹਨਾਂ ਨੂੰ ਬਗਾਵਤ ਤੇ ਉਤਾਰੂ ਕਰ ਦਿੱਤਾ ਹੈ। ਯਨਮ 'ਚ ਸਥਿਤ ਰਜੇਂਸੀ ਸੇਰੇਮਿਕਸ, ਮੁਲਕ 'ਚ ਟਾਈਲਾਂ ਦੀ ਸਭ ਤੋਂ ਵੱਡੀ ਨਿਰਮਾਤਾ ਹੈ। ਇੱਥੇ ਠੇਕੇ 'ਤੇ ਕੰਮ ਕਰਨ ਵਾਲੇ ਕਾਮੇ ਪਿਛਲੇ ਤਿੰਨ ਮਹੀਨਿਆਂ ਤੋਂ ਵਧੇਰੇ ਉਜਰਤਾਂ, 15 ਵਰ੍ਹਿਆਂ ਤੋਂ ਕੰਮ ਕਰਨ ਵਾਲੇ ਕਿਰਤੀਆਂ ਨੂੰ ਪੱਕੇ ਕਰਨ, ਕੱਢੇ ਗਏ ਕਾਮਿਆਂ ਨੂੰ ਮੁੜ ਬਹਾਲ ਕਰਨ ਤੇ ਪਹਿਲਾਂ ਹੋਏ ਸੰਘਰਸ਼ਾਂ 'ਚ ਹਿੱਸਾ ਲੈਣ ਵਾਲੇ ਕਿਰਤੀਆਂ ਦੀਆਂ ਬਦਲੀਆਂ ਰੱਦ ਕਰਨ ਦੀਆਂ ਆਪਣੀਆਂ ਮੰਗਾਂ ਨੂੰ ਲੈਕੇ ਸੰਘਰਸ਼ ਕਰ ਰਹੇ ਸਨ।
ਫੈਕਟਰੀ 'ਚ ਕੁੱਲ 1200 ਕਾਮੇ ਹਨ ਜਿਹਨਾਂ 'ਚੋਂ 800 ਕਾਮੇ ਠੇਕੇ 'ਤੇ ਕੰਮ ਕਰਦੇ ਹਨ। ਫੈਕਟਰੀ ਕਾਮੇ 1 ਜਨਵਰੀ, 2012 ਤੋਂ ਹੜਤਾਲ 'ਤੇ ਸਨ ਅਤੇ ਪਿਛਲੇ 10 ਦਿਨਾਂ ਤੋਂ ਲੜੀਵਾਰ ਭੁੱਖ ਹੜਤਾਲ ਕਰ ਰਹੇ ਸਨ। ਕੰਪਨੀ ਮੈਨੇਜਮੈਂਟ ਨੇ 5 ਕਾਮੇ ਕੱਢ ਦਿੱਤੇ, ਯੂਨੀਅਨ ਦੇ ਲੀਡਰ ਐਮ. ਐਸ ਮੁਰਲੀ ਮੋਹਨ ਨੂੰ ਡਿਸਮਿਸ ਕਰ ਦਿੱਤਾ ਤੇ ਫੈਕਟਰੀ ਦੇ 200 ਮੀਟਰ ਦੇ ਘੇਰੇ ਦੇ ਅੰਦਰ ਰੋਸ ਪ੍ਰਗਟਾਉਣ ਤੇ ਕੋਰਟ ਤੋਂ ਸਟੇਅ ਲੈ ਲਈ। ਫੈਕਟਰੀ ਦੇ ਗੇਟ 'ਤੇ ਭਾਰੀ ਤਦਾਦ ਵਿੱਚ ਹਮਲੇ ਲਈ ਤਿਆਰ ਬਰ ਤਿਆਰ ਪੁਲਸ ਬਲ ਵੀ ਤਾਇਨਾਤ ਕਰ ਦਿੱਤੇ ਗਏ।
ਵੀਰਵਾਰ ਵਾਲੇ ਦਿਨ, ਮੈਨੇਜਮੈਂਟ ਦੀ ਸ਼ਿਕਾਇਤ 'ਤੇ ਪੁਲਸ ਹੜਤਾਲੀ ਕਾਮਿਆਂ ਦੇ ਆਗੂ ਮੁਰਲੀ ਮੋਹਨ ਨੂੰ ਚੁੱਕ ਕੇ ਲੈ ਗਈ। ਪਰ ਉਸ ਨੂੰ ਕੁਝ ਦੇਰ ਬਾਅਦ ਰਿਹਾਅ ਕਰ ਦਿੱਤਾ ਗਿਆ। ਅਗਲੇ ਦਿਨ ਸਵੇਰੇ 6 ਵਜੇ ਉਹ ਕੁਝ ਹੋਰ ਕਾਮਿਆਂ ਨਾਲ ਫੈਕਟਰੀ ਗੇਟ ਤੇ ਮਜ਼ਦੂਰਾਂ ਨੂੰ ਹੜਤਾਲ ਅਤੇ ਲੜੀਵਾਰ ਵਰਤ ਵਾਸਤੇ ਲਾਮਬੰਦ ਕਰਨ ਲਈ ਗਿਆ। ਪੁਲਸ ਜਿਵੇਂ ਇਸ ਘੜੀ ਦਾ ਇੰਤਜ਼ਾਰ ਹੀ ਕਰ ਰਹੀ ਸੀ, ਬਿਨਾਂ ਕਿਸੇ ਭੜਕਾਹਟ ਤੋਂ ਮਜ਼ਦੂਰਾਂ 'ਤੇ ਟੁੱਟ ਪਈ ਤੇ ਅੰਨੇਵਾਹ ਲਾਠੀਚਾਰਜ ਕਰਕੇ ਮਜ਼ਦੂਰ ਆਗੂ ਮੁਰਲੀ ਮੋਹਨ ਨੂੰ ਮੌਕੇ 'ਤੇ ਹੀ ਮੌਤ ਦੇ ਘਾਟ ਉਤਾਰ ਦਿੱਤਾ। ਹੋਰ 20 ਮਜ਼ਦੂਰ ਵੀ ਇਸ ਪੁਲਸ ਕਾਰਵਾਈ ਦੌਰਾਨ ਜਖਮੀ ਹੋਏ।
ਸੰਡੇ ਟਾਈਮਜ਼ 'ਚ ਛਪੀ ਰਿਪੋਰਟ ਅਨੁਸਾਰ:
"ਜਿਵੇਂ ਹੀ ਮੁਰਲੀ ਦੀ ਮੌਤ ਦੀ ਖਬਰ ਫੈਲੀ, ਫੈਕਟਰੀ ਮਜ਼ਦੂਰਾਂ ਨੇ ਲੱਗਭਗ 50 ਕੰਪਨੀ ਕਾਰਾਂ, ਬੱਸਾਂ ਅਤੇ ਟੱਰਕਾਂ ਦੀ ਭੰਨਤੋੜ ਕੀਤੀ ਅਤੇ ਉਹਨਾਂ ਅੱਗ ਦੇ ਹਵਾਲੇ ਕਰ ਦਿੱਤਾ। ਕੁਝ ਨਿੱਜੀ ਵਾਹਨਾਂ ਨੂੰ ਵੀ ਨਿਸ਼ਾਨਾ ਬਣਾਇਆ ਗਿਆ। ਲੱਗਭਗ 600 ਮਜ਼ਦੂਰਾਂ ਦੀ ਗੁੱਸੇ 'ਚ ਆਈ ਭੀੜ 'ਚ ਸਥਾਨਕ ਵਾਸੀ ਵੀ ਸ਼ਾਮਲ ਹੋ ਗਏ ਅਤੇ ਉਹਨਾਂ ਨੇ ਫੈਕਟਰੀ ਨੂੰ ਜਲਾ ਦਿੱਤਾ। ਇਸਨੂੰ ਜਲਾਉਣ ਤੋਂ ਬਾਅਦ, ਉਹਨਾਂ ਨੇ ਕੰਪਨੀ ਵਲੋਂ ਚਲਾਈ ਜਾਂਦੀ ਇੱਕ ਵਿਦਿਅਕ ਸੰਸਥਾ ਨੂੰ ਸਾੜ ਦਿੱਤਾ ਅਤੇ ਇੱਕ ਸ਼ੈਡ ਵੀ ਜਲਾ ਦਿੱਤਾ। ਦੋ ਤੇਲ ਟੈਂਕਰ ਵੀ ਤਬਾਹ ਕਰ ਦਿੱਤੇ ਗਏ ਜਦੋਂ ਕਿ ਸ਼ਰਾਰਤੀ ਅਨਸਰਾਂ ਨੇ ਕੰਪਿਊਟਰ. ਸਿਰਾਮਿਕ ਟਾਈਲਾਂ ਤੇ ਹੋਰ ਸਾਜੋ-ਸਮਾਨ ਦੀ ਲੁੱਟਮਾਰ ਵੀ ਕੀਤੀ। ਕੁੱਝ ਕਾਮੇ ਚੰਦਰਸ਼ੇਖਰ ਦੇ ਘਰ ਵੀ ਪਹੁੰਚ ਗਏ ਅਤੇ ਉਸਨੂੰ ਲੋਹੇ ਦੀਆਂ ਰਾਡਾਂ ਨਾਲ ਕੁੱਟਿਆ। ਫਸਾਦ ਕਈ ਘੰਟਿਆਂ ਤੱਕ ਜਾਰੀ ਰਹੇ।"
ਯਨਮ ਪੁਲਸ ਨੇ ਕਤਲ, ਫਸਾਦ, ਅਗਜ਼ਨੀ, ਲੁੱਟਮਾਰ ਅਤੇ ਗੈਰ-ਕਨੂੰਨੀ ਇਕੱਠ ਦੇ ਪੰਜ ਪਰਚੇ ਦਰਜ ਕੀਤੇ ਹਨ ਅਤੇ ਹਿੰਸਾ ਦੀ ਪੜਤਾਲ ਲਈ 5 ਟੀਮਾਂ ਤਾਇਨਾਤ ਕੀਤੀਆਂ ਹਨ ਪਰ ਇਸਨੇ, ਮੁਰਲੀ ਮੋਹਨ ਦੀ ਹੱਤਿਆ ਲਈ ਜੁੰਮੇਵਾਰ ਦੋਸ਼ੀ ਅਧਿਕਾਰੀਆਂ ਖਿਲਾਫ ਪਰਚਾ ਦਰਜ ਕਰਨ ਤੋਂ ਇਨਕਾਰ ਕਰ ਦਿੱਤਾ ਹੈ।
ਜੀ. ਐਨ ਨਾਇਡੂ, ਚੇਅਰਮੈਨ ਅਤੇ ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ, ਰੈਜੇਂਸੀ ਸਿਰਾਮਿਕਸ ਨੇ ਹਿੰਸਾ ਦੀ ਪੜਤਾਲ ਲਈ ਸੀ.ਬੀ.ਆਈ ਇਨਕੁਆਇਰੀ ਦੀ ਮੰਗ ਕੀਤੀ ਹੈ ਅਤੇ ਦੋਸ਼ ਲਗਾਇਆ ਹੈ ਕਿ ਬਾਹਰੀ ਅਨਸਰਾਂ ਨੇ ਹਿੰਸਾ ਲਈ ਕਾਮਿਆਂ ਨੂੰ ਭੜਕਾਇਆ। ਉਸਨੇ ਦੋਸ਼ ਲਾਇਆ " ਕਾਮਿਆਂ ਦੇ ਭੇਸ 'ਚ ਗੁੰਡਿਆਂ ਨੇ ਫੈਕਟਰੀ ਅਤੇ ਸਾਡੇ ਪ੍ਰਧਾਨ (ਜੋ ਹਮਲੇ 'ਚ ਮਾਰਿਆ ਗਿਆ) 'ਤੇ ਹਮਲਾ ਕੀਤਾ।"
