PETITION DEMANDING MEDICAL TREATMENT & UNCONDITIONAL RELEASE OF TRIBAL TEACHER SONI SORI

We, the undersigned, are deeply concerned by the pathetic condition of Soni Sori in Raipur Central Jail. It has been reported that she has been passing blood with her urine, is having difficulty to sit or get up, and has lost considerable weight. Although the Supreme Court, on a petition moved on her behalf has ordered the Chhattisgarh Govt to bring her to AIIMS New Delhi for treatment. The inhuman character of Chhattisgarh Govt was clearly reflected in its stiff opposition to the petition.

It is unfortunate that despite the doctors from NRS Medical Hospital having confirmed that stones had been inserted into her vagina and rectum, Soni Sori has not received proper medical care. We fear for Soni’s life and are outraged and ashamed at this inhuman treatment of a woman in India.

Soni Sori, 35, is an adivasi school teacher from Dantewada who was arrested in New Delhi on Oct 4 2011. She was tortured physically and sexually but neither the state nor the central government has investigated the abuse. Her case has been repeatedly listed up in the Supreme Court but has been postponed every time. Throughout the duration of Soni Sori’s imprisonment, the state has also tried to stifle her communications with the civil society. In January this year, a team from various women’s groups across the country went to Raipur Jail to meet Soni, but they were prevented from doing so by the administration.

In the meantime another tragedy has befallen upon Soni Sori, as her mother has expired.

The brutal treatment meted out to Soni Sori, and the prevailing situation of conflict and repression in Chhattisgarh, cause us grave concern about Soni in particular, and the situation of women prisoners, in general. We demand immediate access for fact-finding groups to meet with Soni Sori and others to assess their condition in jail, particularly their medical situation. We fear that Soni Sori’s condition is rapidly deteriorating, and demand that she be released unconditionally.

[ਅਸੀਂ, ਨਿਮਨ ਹਸਤਾਖਰ, ਰਾਇਪੁਰ ਕੇਂਦਰੀ ਜੇਲ੍ਹ 'ਚ ਕੈਦ ਸੋਨੀ ਸੋਰੀ ਦੀ ਦਰਦਨਾਕ ਹਾਲਤ ਬਾਰੇ ਗਹਿਰੀ ਤਰ੍ਹਾਂ ਚਿੰਤਾਸ਼ੀਲ ਹਾਂ। ਪ੍ਰਾਪਤ ਜਾਣਕਾਰੀ ਮੁਤਾਬਕ ਉਸ ਨੂੰ ਉਠਣ-ਬੈਠਣ 'ਚ ਪਰੇਸ਼ਾਨੀ ਹੁੰਦੀ ਹੈ, ਪਿਸ਼ਾਬ ਨਾਲ ਖੂਨ ਆ ਰਿਹਾ ਹੈ ਤੇ ਉਸਦਾ ਵਜਨ ਕਾਫੀ ਘਟ ਗਿਆ ਹੈ। ਹਾਲਾਂਕਿ ਸੁਪਰੀਮ ਕੋਰਟ ਨੇ, ਉਸ ਦੇ ਤਰਫੋਂ ਪਾਈ ਗਈ ਇੱਕ ਪਟੀਸ਼ਨ 'ਤੇ ਛੱਤੀਸਗੜ੍ਹ ਸਰਕਾਰ ਨੂੰ ਉਸਨੂੰ ਇਲਾਜ ਵਾਸਤੇ ਨਵੀਂ ਦਿੱਲੀ ਦੇ ਏਮਜ਼ ਹਸਪਤਾਲ 'ਚ ਲਿਆਉਣ ਦਾ ਹੁਕਮ ਦੇ ਦਿੱਤਾ ਹੈ। ਛੱਤੀਸਗੜ੍ਹ ਸਰਕਾਰ ਵਲੋਂ ਇਸ ਪਟੀਸ਼ਨ ਦੇ ਕੀਤੇ ਜੋਰਦਾਰ ਵਿਰੋਧ ਨੇ ਇਸਦੀ ਅਣ-ਮਨੁੱਖੀ ਖਸਲਤ ਦਾ ਸਪੱਸ਼ਟ ਇਜਹਾਰ ਕੀਤਾ ਹੈ।

ਇਹ ਬਹੁਤ ਮੰਦਭਾਗਾ ਹੈ ਕਿ ਏਨ.ਆਰ.ਐਸ ਮੈਡੀਕਲ ਹਸਪਤਾਲ ਦੇ ਡਾਕਟਰਾਂ ਵਲੋਂ ਉਸਦੇ ਗੁਪਤ ਅੰਗਾਂ ਵਿਚ ਪੱਥਰ ਧੱਕੇ ਜਾਣ ਦੀ ਪੁਸ਼ਟੀ ਕਰਨ ਦੇ ਬਾਵਜੂਦ, ਸੋਨੀ ਸੋਰੀ ਸਹੀ ਮੈਡੀਕਲ ਇਲਾਜ ਤੋਂ ਵਾਂਝੀ ਰਹਿ ਰਹੀ ਹੈ। ਸਾਨੂੰ ਸੋਨੀ ਸੋਰੀ ਦੇ ਜੀਵਨ ਬਾਰੇ ਡਰ ਹੈ ਅਤੇ ਅਸੀਂ ਭਾਰਤ ਵਿਚ ਇੱਕ ਔਰਤ ਨਾਲ ਕੀਤੇ ਜਾ ਰਹੇ ਇਸ ਵਰਤਾਅ 'ਤੇ ਸ਼ਰਮਸਾਰ ਤੇ ਆਕ੍ਰੋਸ਼ਿਤ ਹਾਂ।

ਸੋਨੀ ਸੋਰੀ, ਉਮਰ 35 ਸਾਲ, ਦਾਂਤੇਵਾੜਾ ਦੀ ਇੱਕ ਆਦਿਵਾਸੀ ਸਕੂਲ ਅਧਿਆਪਕਾ ਹੈ ਜਿਸਨੂੰ ਨਵੀਂ ਦਿੱਲੀ ਤੋਂ ਅਕਤੂਬਰ 4, 2011 'ਚ ਗਿਰਫਤਾਰ ਕੀਤਾ ਗਿਆ ਸੀ। ਉਸਦਾ ਕੇਸ, ਸੁਪਰੀਮ ਕੋਰਟ ਅੰਦਰ ਵਾਰ ਵਾਰ ਲੱਗਣ ਦੇ ਬਾਵਜੂਦ ਹਰ ਵਾਰ ਸਥਗਿਤ ਹੁੰਦਾ ਰਿਹਾ ਹੈ। ਸੋਨੀ ਸੋਰੀ ਦੀ ਕੈਦ ਦੇ ਅਰਸੇ ਦੌਰਾਨ ਹਕੂਮਤ, ਸਿਵਲ ਸੁਸਾਈਟੀ ਨਾਲ ਉਸਦੇ ਸੰਪਰਕ ਨੂੰ ਖਤਮ ਕਰਨ ਦੀ ਕੋਸ਼ਿਸ਼ ਕਰਦੀ ਰਹੀ ਹੈ। ਇਸ ਵਰ੍ਹੇ ਜਨਵਰੀ ਵਿੱਚ, ਮੁਲਕ ਭਰ ਦੀਆਂ ਵੱਖ ਵੱਖ ਔਰਤ ਜਥੇਬੰਦੀਆਂ ਦੀ ਇੱਕ ਟੀਮ, ਰਾਇਪੁਰ ਜੇਲ੍ਹ ਵਿੱਚ ਸੋਨੀ ਸੋਰੀ ਨੂੰ ਮਿਲਣ ਵਾਸਤੇ ਗਈ ਪਰ ਪ੍ਰਸ਼ਾਸਨ ਨੇ ਉਹਨਾਂ ਨੂੰ ਸੋਨੀ ਸੋਰੀ ਨੂੰ ਮਿਲਣ ਨਹੀਂ ਦਿੱਤਾ।

ਇਸੇ ਦੌਰਾਨ, ਸੋਨੀ ਸੋਰੀ ਦੀ ਮਾਤਾ ਦਾ ਦੇਹਾਂਤ ਹੋਣ ਨਾਲ ਉਸਦੀ ਬਿਪਤਾ 'ਚ ਹੋਰ ਵਾਧਾ ਹੋ ਗਿਆ ਹੈ।

ਸੋਨੀ ਸੋਰੀ ਨਾਲ ਜੋ ਤਸ਼ੱਦਦ ਭਰਿਆ ਸਲੂਕ ਕੀਤਾ ਗਿਆ ਹੈ ਅਤੇ ਛੱਤੀਸਗੜ੍ਹ ਵਿਚ ਜਬਰ ਤੇ ਟਕਰਾਅ ਦੀ ਜੋ ਹਾਲਤ ਮੌਜੂਦ ਹੈ, ਉਸ ਕਰਕੇ ਅਸੀਂ ਸੋਨੀ ਸੋਰੀ ਬਾਰੇ ਵਿਸ਼ੇਸ਼ ਕਰਕੇ ਤੇ ਔਰਤ ਕੈਦੀਆਂ ਦੀ ਹਾਲਤ ਬਾਰੇ ਆਮ ਕਰਕੇ, ਬੇਹਦ ਚਿੰਤਤ ਹਾਂ। ਅਸੀਂ ਮੰਗ ਕਰਦੇ ਹਾਂ ਕਿ ਤੱਥ-ਖੋਜ ਗਰੁੱਪਾਂ ਨੂੰ ਸੋਨੀ ਸੋਰੀ ਤੇ ਹੋਰਾਂ ਨੂੰ ਉਹਨਾਂ ਦੀ ਜੇਲ੍ਹ ਵਿਚਲੀ ਹਾਲਤ, ਖਾਸ ਕਰਕੇ ਮੈਡੀਕਲ ਸਹੂਲਤਾਂ ਦੀ ਸਥਿਤੀ ਦਾ ਜਾਇਜਾ ਲੈਣ ਲਈ ਮਿਲਣ ਦੀ ਇਜਾਜਤ ਦਿੱਤੀ ਜਾਵੇ। ਸਾਨੂੰ ਡਰ ਹੈ ਕਿ ਸੋਨੀ ਸੋਰੀ ਦੀ ਹਾਲਤ ਤੇਜੀ ਨਾਲ ਨਿਘਰਦੀ ਜਾ ਰਹੀ ਹੈ ਤੇ ਅਸੀਂ ਉਸ ਨੂੰ ਬਿਨਾਂ ਸ਼ਰਤ ਰਿਹਾਅ ਕਰਨ ਦੀ ਮੰਗ ਕਰਦੇ ਹਾਂ।]

ਪਰਮ ਸਤਿਕਾਰਯੋਗ ਜੱਜ ਸਾਹਿਬ,

ਇਹ ਖ਼ਤ ਮੈਂ ਤੁਹਾਨੂੰ ਸੋਨੀ ਸੋਰੀ ਨਾਂ ਦੀ ਆਦਿਵਾਸੀ ਲੜਕੀ ਦੇ ਸਬੰਧ 'ਚ ਲਿਖ ਰਿਹਾ ਹਾਂ, ਜਿਸਦੇ ਗੁਪਤ ਅੰਗਾਂ 'ਚ ਦਾਂਤੇਵਾੜਾ ਦੇ ਐਸ.ਪੀ ਨੇ ਪੱਥਰ ਭਰ ਦਿੱਤੇ ਸਨ ਅਤੇ ਜਿਸਦਾ ਮੁਕੱਦਮਾ ਤੁਹਾਡੀ ਅਦਾਲਤ ਵਿੱਚ ਚਲ ਰਿਹਾ ਹੈ। ਉਸ ਲੜਕੀ ਦੀ ਡਾਕਟਰੀ ਜਾਂਚ ਤੁਹਾਡੇ ਹੁਕਮ ਨਾਲ ਕਰਵਾਈ ਗਈ ਅਤੇ ਡਾਕਟਰਾਂ ਨੇ ਉਸ ਆਦਿਵਾਸੀ ਲੜਕੀ ਵਲੋਂ ਲਾਏ ਜਾ ਰਹੇ ਦੋਸ਼ਾਂ ਨੂੰ ਸਹੀ ਪਾਇਆ ਅਤੇ ਡਾਕਟਰੀ ਰਿਪੋਰਟ ਦੇ ਨਾਲ ਉਸ ਲੜਕੀ ਦੇ ਗੁਪਤ ਅੰਗਾਂ ਵਿਚੋਂ ਕੱਢੇ ਤਿੰਨ ਪੱਥਰ ਵੀ ਤੁਹਾਨੂੰ ਭੇਜ ਦਿੱਤੇ।

ਕੱਲ੍ਹ 2 ਦਿਸੰਬਰ 2011 ਨੂੰ ਤੁਸੀਂ ਉਹ ਪੱਥਰ ਵੇਖਣ ਤੋਂ ਬਾਅਦ ਵੀ ਉਸ ਆਦਿਵਾਸੀ ਲੜਕੀ ਨੂੰ ਛੱਤੀਸਗੜ੍ਹ ਦੀ ਜੇਲ੍ਹ 'ਚ ਰੱਖਣ ਦਾ ਹੀ ਹੁਕਮ ਦਿੱਤਾ ਅਤੇ ਉੱਥੋਂ ਦੀ ਸਰਕਾਰ ਨੂੰ ਡੇਢ ਮਹੀਨੇ ਦਾ ਸਮਾਂ ਜਵਾਬ ਦੇਣ ਲਈ ਦਿੱਤਾ ਹੈ।

ਜੱਜ ਸਾਹਿਬ ਮੇਰੀਆਂ ਦੋ ਬੇਟੀਆਂ ਹਨ। ਜੇ ਕਿਸੇ ਨੇ ਮੇਰੀਆਂ ਬੇਟੀਆਂ ਨਾਲ ਅਜਿਹਾ ਕੁਝ ਕੀਤਾ ਹੁੰਦਾ ਤਾਂ ਮੈਂ ਅਜਿਹੇ ਕਰਨ ਵਾਲੇ ਨੂੰ ਡੇਢ ਮਹੀਨਾ ਤਾਂ ਕੀ ਡੇਢ ਮਿੰਟ ਦੀ ਵੀ ਮੁਹਲਤ ਨਾਂ ਦਿੰਦਾ ! ਅਤੇ ਜੱਜ ਸਾਹਿਬ ਜੇ ਇਹ ਲੜਕੀ ਤਹਾਡੀ ਆਪਣੀ ਧੀ ਹੁੰਦੀ ਤਾਂ ਵੀ ਕੀ ਤੁਸੀਂ ਉਸ ਦੇ ਗੁਪਤ ਅੰਗਾਂ 'ਚ ਪੱਥਰ ਭਰਨ ਵਾਲੇ ਨੂੰ ਪੰਜਤਾਲੀ ਦਿਨਾਂ ਦਾ ਸਮਾਂ ਦਿੰਦੇ? ਅਤੇ ਕੀ ਤੁਸੀਂ ਉਸਨੂੰ ਪੁੱਛਦੇ ਕਿ ਤੂੰ ਮੇਰੀ ਧੀ ਦੇ ਗੁਪਤ ਅੰਗਾਂ 'ਚ ਪੱਥਰ ਕਿਉਂ ਪਾਏ? ਪੰਜਤਾਲੀ ਦਿਨਾਂ ਬਾਅਦ ਆਕੇ ਦੱਸ ਦੇਈਂ ਅਤੇ ਉਦੋਂ ਤੱਕ ਮੇਰੀ ਧੀ ਨੂੰ ਆਵਦੇ ਘਰੇ ਰੱਖ ਬੰਦ ਕਰਕੇ ਰੱਖ ਸਕਦਾ ਹੈਂ!

ਪੱਥਰ ਭਰਨ ਵਾਲੇ ਉਸ ਬਦਮਾਸ਼ ਐਸ.ਪੀ ਨੂੰ ਪਤਾ ਹੈ ਕਿ ਉਹਦੀ ਰਾਖੀ ਕਰਨ ਵਾਲੇ ਤੁਸੀਂ ਇੱਥੇ ਸੁਪਰੀਮ ਕੋਰਟ ਵਿੱਚ ਬੈਠੇ ਹੋਏ ਹੋ। ਇਸੇ ਲਈ ਉਹ ਬੇਫ਼ਿਕਰ ਹੋ ਕੇ ਖੁੱਲ੍ਹੇਆਮ ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਹਰਕਤ ਕਰਦਾ ਹੈ ਅਤੇ ਕਲ੍ਹ ਤੁਹਾਡੇ ਇਸ ਹੁਕਮ ਨੇ ਇਸ ਗੱਲ ਨੂੰ ਹੋਰ ਪੁਖ਼ਤਾ ਕਰ ਦਿੱਤਾ ਹੈ ਕਿ ਇਸ ਤਰ੍ਹਾਂ ਦੀਆਂ ਹਰਕਤਾਂ ਕਰਨ ਵਾਲਿਆਂ ਦੀ, ਸੁਪਰੀਮ ਕੋਰਟ ਉਸੇ ਤਰ੍ਹਾਂ ਲਗਾਤਰ ਰਾਖੀ ਕਰਦੀ ਰਹੇਗੀ ਜਿਵੇਂ ਉਹ ਅੰਗਰੇਜਾਂ ਦੇ ਵੇਲੇ ਤੋਂ ਸਰਕਾਰੀ ਪੁਲਸ ਦੀ ਰਾਖੀ ਕਰਦੀ ਰਹੀ ਹੈ।

ਜੱਜ ਸਾਹਿਬ, ਇਹ ਅਦਾਲਤ ਉਸ ਆਦਿਵਾਸੀ ਲੜਕੀ ਦੀ ਰਾਖੀ ਲਈ ਬਣਾਈ ਗਈ ਸੀ, ਉਸ ਬਦਮਾਸ਼ ਐਸ.ਪੀ ਲਈ ਨਹੀਂ। ਇਹ ਇਸ ਲੋਕਰਾਜ ਦੀ ਸਰਵਉੱਚ ਅਦਾਲਤ ਹੈ ਅਤੇ ਇਸਦਾ ਪਹਿਲਾ ਕੰਮ ਦੇਸ ਦੇ ਸਭ ਤੋਂ ਕਮਜੋਰ ਲੋਕਾਂ ਦੀ ਰੱਖਿਆ ਕਰਨਾ ਹੈ! ਤੁਹਾਨੂੰ ਇਹ ਯਾਦ ਰੱਖਣਾ ਪਵੇਗਾ ਕਿ ਇਸ ਦੇਸ ਦੇ ਸਭ ਤੋਂ ਕਮਜ਼ੋਰ ਲੋਕ - ਔਰਤਾਂ, ਆਦਿਵਾਸੀ, ਦਲਿਤ, ਭੁੱਖ ਨਾਲ ਮਰ ਰਹੇ ਕਰੋੜਾਂ ਲੋਕ ਹਨ ਅਤੇ ਇਸ ਅਦਾਲਤ ਦਾ ਹਰ ਫੈਸਲਾ ਇਨ੍ਹਾਂ ਲੋਕਾਂ ਦੀ ਹਾਲਤ ਬਿਹਤਰ ਬਨਾਉਣ ਲਈ ਦੇਣਾ ਹੋਵੇਗਾ। ਪਰ ਅਜ਼ਾਦੀ ਤੋਂ ਬਾਅਦ ਤੋਂ, ਇਹਨਾਂ ਸਾਰੇ ਲੋਕਾਂ ਨੂੰ ਤੁਹਾਡੇ ਤੋਂ ਉਪੇਖਿਆ ਅਤੇ ਇਹਨਾਂ ਦੀ ਦੁਰਗਤੀ ਲਈ ਜੁੰਮੇਵਾਰ ਲੋਕਾਂ ਨੂੰ ਸੁਰੱਖਿਆ ਦਿੱਤੀ ਗਈ ਹੈ।

ਮੇਰੇ ਪਿਤਾ ਜੀ ਇਸ ਦੇਸ ਦੀ ਅਜ਼ਾਦੀ ਲਈ ਲੜੇ ਸਨ। ਉਨ੍ਹਾਂ ਸਾਰੇ ਅਜ਼ਾਦੀ ਦੀਵਾਨਿਆਂ ਦੇ ਕੀ ਸੁਪਨੇ ਸੀ? ਉਨ੍ਹਾਂ ਲੋਕਾਂ ਨੇ ਕਦੇ ਕਲਪਨਾ ਵੀ ਨਹੀਂ ਕੀਤੀ ਹੋਵੇਗੀ ਕਿ ਅਜ਼ਾਦੀ ਮਿਲਣ ਤੋਂ ਬਾਅਦ ਇੱਕ ਦਿਨ, ਇਸ ਦੇਸ ਦੀ ਸਰਵ-ਉੱਚ ਅਦਾਲਤ ਇੱਕ ਆਦਿਵਾਸੀ ਬੱਚੀ ਦੀ ਥਾਂ ਉਸਤੇ ਅਤਿਆਚਾਰ ਕਰਨ ਵਾਲੇ ਨੂੰ ਸੁਰੱਖਿਆ ਪ੍ਰਦਾਨ ਕਰੇਗੀ।

ਸਾਨੂੰ ਬਚਪਨ ਤੋਂ ਦੱਸਿਆ ਗਿਆ ਹੈ ਕਿ ਇਸ ਦੇਸ 'ਚ ਲੋਕਰਾਜ ਹੈ। ਜਿਸਦਾ ਮਤਲਬ ਹੈ ਕਰੋੜਾਂ ਆਦਿਵਾਸੀਆਂ, ਕਰੋੜਾਂ ਦਲਿਤਾਂ, ਕਰੋੜਾਂ ਭੁੱਖ-ਗ੍ਰਸਤ ਲੋਕਾਂ ਦਾ ਰਾਜ। ਪਰ ਤੁਹਾਡੇ ਸਾਰੇ ਫੈਸਲੇ ਇਨ੍ਹਾਂ ਕਰੋੜਾਂ ਲੋਕਾਂ ਨੂੰ ਬਦਹਾਲੀ ਦੇ ਮੂੰਹ 'ਚ ਧੱਕਣ ਵਾਲੇ ਲੋਕਾਂ ਦੇ ਪੱਖ ਵਿੱਚ ਹੁੰਦੇ ਹਨ। ਤੁਹਾਨੂੰ ਜਗਤਪੁਰ ਉੜੀਸਾ 'ਚ ਆਪਣੀ ਜਮੀਨ ਬਚਾਉਣ ਲਈ ਤੱਤੀ ਰੇਤ 'ਤੇ ਪਏ ਔਰਤਾਂ ਅਤੇ ਬੱਚੇ ਦਿਖਾਈ ਨਹੀਂ ਦਿੰਦੇ? ਉਹਨਾਂ ਦੇ ਹੱਕ 'ਚ ਅਵਾਜ਼ ਬੁਲੰਦ ਕਰਨ ਵਾਲੇ ਕਾਰਕੁੰਨ ਅਭੈ ਸ਼ਾਹੂ ਨੂੰ, ਜਮੀਨਾਂ ਖੋਹਣ ਵਾਲੀਆਂ ਕੰਪਨੀਆਂ ਦੇ ਮਾਲਕਾਂ ਦੇ ਹੁਕਮਾਂ ਤੇ ਸਰਕਾਰ ਵਲੋਂ ਜੇਲ੍ਹ 'ਚ ਸੁੱਟਣਾ ਤੁਹਾਨੂੰ ਦਿਖਾਈ ਨਹੀਂ ਦਿੰਦਾ?

ਤੁਹਾਡੀ ਅਦਾਲਤ 'ਚ ਗੋਮਪਾਡ ਪਿੰਡ 'ਚ ਸਰਕਾਰੀ ਸੁਰੱਖਿਆ ਬਲਾਂ ਵਲੋਂ ਤਲਵਾਰਾਂ ਨਾਲ ਵੱਢ ਸੁੱਟੇ 16 ਆਦਿਵਾਸੀਆਂ  ਦਾ ਮੁਕੱਦਮਾਂ ਪਿਛਲੇ ਦੋ ਸਾਲਾਂ ਤੋਂ ਲਟਕ ਰਿਹਾ ਹੈ। ਉਹਨਾਂ ਆਦਿਵਾਸੀਆਂ ਨੂੰ ਇਸ ਅਦਾਲਤ 'ਚ ਫਰਿਆਦ ਕਰਨ ਲਿਆਉਣ ਵੇਲੇ ਇੱਕ ਨਕਸਲੀ ਆਗੂ ਨੇ ਮੈਨੂੰ ਚੁਣੌਤੀ ਦਿੱਤੀ ਸੀ ਕਿ ਇਹਨਾਂ ਆਦਿਵਾਸੀਆਂ ਦਾ ਕਤਲ ਕਰਨ ਵਾਲੇ ਪੁਲਸੀਆਂ ਨੂੰ ਜੇ ਤੁਸੀਂ ਸਜਾ ਦਿਵਾ ਦਿਉਗੇ ਤਾਂ ਮੈਂ ਬੰਦੂਕ ਛੱਡ ਦੇਵਾਂਗਾ। ਪਰ ਮੈਂ ਹਾਰ ਗਿਆ। ਇਸ ਅਦਾਲਤ 'ਚ ਆਉਣ ਲਈ ਸਬਕ ਸਿਖਾਉਣ ਖਾਤਰ ਪੁਲਸ ਨੇ ਉਹਨਾਂ ਆਦਿਵਾਸੀਆਂ ਦੇ ਪਰਿਵਾਰਾਂ ਨੂੰ ਅਗਵਾ ਕਰ ਲਿਆ ਉਹ ਲੋਕ ਅੱਜ ਵੀ ਪੁਲਸ ਦੀ ਨਜਾਇਜ ਹਿਰਾਸਤ 'ਚ ਹਨ। ਤੁਸੀਂ ਹੁਣ ਤੱਕ ਦੋਸ਼ੀਆਂ ਨੂੰ ਸਜ਼ਾ ਨਾਂ ਦੇ ਕੇ, ਇਸ ਦੇਸ ਦੀ ਸਰਕਾਰ ਨੂੰ ਨਹੀਂ ਜਿਤਾਇਆ ਸਗੋਂ ਮੈਨੂੰ ਚੁਣੌਤੀ ਦੇਣ ਵਾਲੇ ਉਸ ਨਕਸਲੀ ਆਗੂ ਨੂੰ ਜਿਤਾ ਦਿੱਤਾ ਹੈ। ਹੁਣ ਮੈਂ ਕਿਹੜੇ ਮੂੰਹ ਨਾਲ ਉਸ ਨਕਸਲੀ ਆਗੂ ਦੇ ਸਾਹਮਣੇ ਇਸ ਦੇਸ ਦੇ ਮਹਾਨ ਲੋਕ-ਰਾਜ ਅਤੇ ਨਿਰਪੱਖ ਨਿਆਂ ਪ੍ਰਣਾਲੀ ਦੀਆਂ ਫੜ੍ਹਾਂ ਮਾਰ ਸਕਾਂਗਾ ਅਤੇ ਉਸ ਵਲੋਂ ਬੰਦੂਕ ਚੁੱਕਣ ਨੂੰ ਗਲਤ ਸਿੱਧ ਕਰ ਸਕਾਂਗਾ?

ਜੇ ਇਸ ਦੇਸ 'ਚ ਤਾਨਾਸ਼ਾਹੀ ਹੁੰਦੀ ਤਾਂ ਸਾਨੂੰ ਤਸੱਲੀ ਹੁੰਦੀ, ਅਸੀਂ ਉਸ ਤਾਨਾਸਾਹੀ ਵਿਰੁੱਧ ਲੜ੍ਹ ਰਹੇ ਹੁੰਦੇ। ਪਰ ਸਾਨੂੰ ਕਿਹਾ ਗਿਆ ਕਿ ਇਸ ਦੇਸ 'ਚ ਲੋਕ-ਰਾਜ ਹੈ। ਪਰ ਇਸ ਦੇਸ ਦੀ ਹਰ ਸੰਸਥਾ - ਵਿਧਾਨਪਾਲਕਾ, ਕਾਰਜਪਾਲਕਾ ਅਤੇ ਨਿਆਂਪਾਲਕਾ ਮਿਲਕੇ ਕਰੋੜਾਂ ਲੋਕਾਂ ਦੇ ਵਿਰੁੱਧ ਅਤੇ ਕੁਝ ਧਨ-ਪਸ਼ੂਆਂ ਦੇ ਹੱਕ 'ਚ ਪੂਰੀ ਬੇਸ਼ਰਮੀ ਨਾਲ ਕੰਮ ਕਰ ਰਹੀ ਹੈ। ਇਹਨੂੰ ਅਸੀਂ ਲੋਕ ਰਾਜ ਨਹੀਂ ਸਗੋਂ ਲੋਕ ਰਾਜ ਦਾ ਢੋਂਗ ਕਹਾਂਗੇ ਅਤੇ ਹੁਣ ਅਸੀਂ ਲੋਕਰਾਜ ਦੇ ਨਾਂ 'ਤੇ ਇਸ ਢੋਂਗਰਾਜ ਨੂੰ ਇੱਕ ਦਿਨ ਲਈ ਵੀ ਬਰਦਾਸ਼ਤ ਕਰਨ ਲਈ ਤਿਆਰ ਨਹੀਂ ਹਾਂ।

ਅੱਜ ਮੈਂ ਪ੍ਰਣ ਕਰਦਾ ਹਾਂ ਕਿ ਹੁਣ ਤੋਂ ਬਾਅਦ ਕਿਸੇ ਗਰੀਬ ਦਾ ਮੁਕੱਦਮਾ ਲੈਕੇ ਤੁਹਾਡੀ ਅਦਾਲਤ 'ਚ ਨਹੀਂ ਆਵਾਂਗਾ। ਹੁਣ ਮੈਂ ਜਨਤਾ 'ਚ ਜਾਵਾਂਗਾ ਅਤੇ ਲੋਕਾਂ ਨੂੰ ਭੜਕਾਊਂਗਾ ਕਿ ਉਹ ਇਸ ਢੋਂਗਰਾਜ 'ਤੇ ਹਮਲਾ ਕਰਕੇ ਇਸ ਨੂੰ ਤਬਾਹ ਕਰ ਦੇਣ ਤਾਂ ਜੋ ਸੱਚੇ ਲੋਕਰਾਜ ਦੀ ਇਮਾਰਤ ਖੜ੍ਹੀ ਕਰਨ ਲਈ ਜਗ੍ਹਾ ਬਣਾਈ ਜਾ ਸਕੇ।

ਜੇ ਤੁਸੀਂ ਇਸ ਲੜਕੀ ਨੂੰ ਇਸ ਕਰਕੇ ਨਿਆਂ ਨਹੀਂ ਦੇ ਸਕੇ ਹੋ ਕਿ ਇਸ ਨਾਲ ਸਰਕਾਰ ਨਰਾਜ਼ ਹੋ ਜਾਵੇਗੀ ਹਤੇ ਤੁਹਾਡੀ ਤਰੱਕੀ ਰੁਕ ਜਾਵੇਗੀ ਤਾਂ ਜ਼ਰਾ ਇਤਿਹਾਸ 'ਤੇ ਨਜ਼ਰ ਮਾਰੋ। ਇਤਿਹਾਸ ਗਲਤ ਫੈਸਲਾ ਦੇਣ ਵਾਲੇ ਨਿਆਂ ਅਧਿਕਾਰੀਆਂ (ਜੱਜਾਂ) ਨੂੰ ਬਖਸ਼ਦਾ ਨਹੀਂ। ਸੁਕਰਾਤ ਨੂੰ ਸੱਚ ਬੋਲਣ ਦੇ ਅਪਰਾਧ 'ਚ ਸਜ਼ਾ ਦੇਣ ਵਾਲੇ ਨਿਆਂ ਅਧਿਕਾਰੀ ਦਾਂ ਨਾਂ ਕਿੰਨੇ ਕੁ ਲੋਕਾਂ ਨੂੰ ਯਾਦ ਹੈ? ਈਸਾ ਮਸੀਹ ਨੂੰ ਚੋਰਾਂ ਦੇ ਨਾਲ ਸੂਲੀ 'ਤੇ ਕਿੱਲਾਂ ਨਾਲ ਜੜਕੇ ਚਾੜ੍ਹ ਦੇਣ ਵਾਲੇ ਜੱਜਾਂ ਨੂੰ ਅੱਜ ਕੌਣ ਜਾਣਦਾ ਹੈ? ਤੁਹਾਡੇ ਇਸ ਅਨਿਆਂ ਨਾਲ ਸੋਨੀ ਸੋਰੀ ਅਮਰ ਹੋ ਜਾਵੇਗੀ ਪਰ ਇਤਿਹਾਸ ਆਪਣੀ ਕਿਤਾਬ 'ਚ ਤੁਹਾਡੇ ਨਾਂ ਲਈ ਭੋਰਾ ਵੀ ਸਥਾਨ ਪ੍ਰਦਾਨ ਨਹੀਂ ਕਰੇਗਾ। ਹਾਂ ਜੇ ਤੁਸੀਂ ਸੰਵਿਧਾਨ ਦੀ ਸੱਚੀ ਭਾਵਨਾ ਦੇ ਅਨੁਸਾਰ, ਇਸ ਕਮਜ਼ੋਰ, ਇਕੱਲੀ ਆਦਿਵਾਸੀ ਔਰਤ ਨਾਲ ਨਿਆਂ ਕਰਦੇ ਤਾਂ ਸੱਤਾਧਾਰੀ ਹਾਕਮ ਚਾਹੇ ਤੁਹਾਣੂੰ ਤਰੱਕੀ ਨਾਂ ਦੇਣ ਪਰ ਤੁਸੀਂ ਆਪਣੀਆਂ ਆਵਦੀਆਂ ਨਜ਼ਰਾਂ 'ਚ, ਆਪਣੇ ਪਰਿਵਾਰ ਦੀਆਂ ਨਜ਼ਰਾਂ 'ਚ ਅਤੇ ਇਸ ਦੇਸ ਦੀਆਂ ਨਜ਼ਰਾਂ 'ਚ ਬਹੁਤ ਤਰੱਕੀ ਹਾਸਲ ਕਰ ਜਾਂਦੇ।

ਜੇ ਇਹ ਚਿੱਠੀ ਲਿਖਣ ਤੋਂ ਬਾਅਦ ਤੁਸੀਂ ਮੈਨੂੰ ਗਿਰਫਤਾਰ ਕਰਦੇ ਹੋ ਤਾਂ ਮੈਨੂੰ ਇਸਦਾ ਰੱਤੀ ਭਰ ਵੀ ਦੁੱਖ ਨਹੀਂ ਹੋਵੇਗਾ, ਕਿਉਂਕਿ ਇਸ ਤੋਂ ਬਾਅਦ ਮੈਂ ਘੱਟੋ ਘੱਟ ਆਪਣੀਆਂ ਦੋਹਾਂ ਧੀਆਂ ਨਾਲ ਅੱਖ ਮਿਲਾਕੇ ਤਾਂ ਗੱਲ ਕਰ ਸਕਾਂਗਾ ਅਤੇ ਕਹਿ ਸਕਾਂਗਾ ਕਿ ਮੈਂ ਸੋਨੀ ਸੋਰੀ ਭੈਣ ਨਾਲ ਹੋਏ ਅਤਿਆਚਾਰਾਂ ਵੇਲੇ ਡਰ ਕੇ ਚੁੱਪ ਨਹੀਂ ਰਿਹਾ ਅਤੇ ਮੈਂ ਉਹੋ ਕੁੱਝ ਕੀਤਾ ਜੋ ਇੱਕ ਪਿਓ ਨੂੰ ਆਪਣੀ ਬੇਟੀ ਦੀ ਬੇਇੱਜ਼ਤੀ ਤੋਂ ਬਾਅਦ ਕਰਨਾ ਚਾਹੀਦਾ ਸੀ।

हमें रिमांड में रखकर दंतेवाड़ा पुलिस थाने में एसपी अंकित गर्ग और मानकर ने इतने भयानक तरीक़े से करंट देकर ज़हनी और जिस्मानी तौर पर जो अज़ीयत दी है, और जो अंदरूनी ज़ख़म मुझे लगे हैं वो में चाहकर भी भूल नहीं सकती। अगर मैं गुनाहगार थी तो मुझे पूछताछ के बाद अदालत में पेश करना था...

सोनी सोरी... आज बस ये सिर्फ एक नाम ही नहीं रह गया है, बल्कि सरकारी दहश्तगर्दी और पुलिस की बरबरीयत और ज़ुलम-ओ-सितम की एक पहचान बन गई है। इंसानों पर किए जाने वाले ज़ुलम-ओ-सितम के बारे में जो कुछ भी आप सोच सकते हैं, शायद इससे कुछ ज़्यादा ही सोनी सोरी भुगत रही है। जो कुछ आज सोनी सोरी के साथ हो रहा है वो उल-मनाक और दर्दनाक तो है ही, मगर साथ ही इस सूरत-ए-हाल ने हमारे निज़ाम-ए-अदल, नज़म वनसक़ और हुकूमती तरीक़ अमल से मुताल्लिक़ मुतअद्दिद सवालात भी खड़े कर दिए हैं। जो न सिर्फ तशवीशनाक हैं बल्कि इस बात के मुतक़ाज़ी भी हैं कि उन पर फ़ौरी तवज्जो दी जाए और उनको हल करने के लिए अमली जद्द-ओ-जहद का आग़ाज़ कर दिया जाए।

सोनी सोरी आज एक मुल्ज़िमा है, अदालती हिरासत के तहत जेल में मुक़य्यद है। कई मुक़द्दमात का सामना कर रही हैं। इस पर एक कांग्रेसी लीडर पर हमला करने, एक तहसील पर बम मारने और माओ नवाज़ो (Maoists) को फ़ंड फ़राहम करने में मदद देने के इल्ज़ामात हैं। मुआमला मुल़्क की आला तरीन अदालत में ज़ेर-ए-समाआत है। जो इस बात का तक़ाज़ा करता है कि सोनी सोरी के बारे में इज़हार-ए-ख़्याल के वक़्त अलफ़ाज़ का इंतिख़ाब और उनकी बंदिश पर ख़ुसूसी तवज्जो दी जाये। अदालती हुर्मत और एहतिराम का ख़ास ख़्याल रखा जाय, क्योंकि कभी कभी ऐसा भी हो जाता है कि “उन्हें वो बात बुरी लग जाती है जिसका ज़िक्र सारे फ़साने में नहीं होता।”

सोनी सोरी के बारे में इज़हार राय ज़रूरी है, इज़हार-ए-ख़्याल और बड़े पैमाने पर बेहस वमबाहसा ज़रूरी है, आज भारत और बैन-उल-अक़वामी सतह की हक़ूक़-ए-इंसानी के लिए काम करने वाली बाज तंज़ीमें इंसानी हुक़ूक़ की पामाली का शिकार सोनी सोरी के मुआमले को उजागर करने में लगी हैं। सोनी सोरी के साथ किए गए ज़ालिमाना और इंसानियत को शर्मसार करने वाले वाक़ियात की मुज़म्मत की जा रही है और मुतालिबा किया जा रहा है कि सोनी सोरी को ज़हनी, जिस्मानी और जिन्सी ज़्यादती और इंतिहाई दर्जा की बरबरीयत का निशाना बनाने वाले पुलिस अहलकारों के ख़िलाफ़ कार्रवाई की जाये।

हममें से बहुत से लोग नहीं जानते की हमारे प्यारे देश भारत में इंसानी हुक़ूक़ की पामाली के वाक़ियात कितने बढ़ गए हैं , और उ में दिन-ब-दिन इज़ाफ़ा ही होता जा रहा है। हुकूमत और हुकूमती इदारों को हासिल ला महिदूद इख़्तयारात और AFSPA जैसे सियाह क़वानीन के बोझ तले इंसानियत कराह रही है, जवाबदेही का कोई तसव्वुर बाक़ी नहीं रहा, पुलिस हिरासत में अम्वात में तशवीशनाक हद तक इज़ाफ़ा हुआ है और झूठे एनकाउंटर के नाम पर क़तल व ग़ारतगरी का बाज़ार गर्म है। सिर्फ एक मिसाल से अंदाज़ा लगाया जा सकता है कि सूरत-ए-हाल कितनी भयानक है। दो नवंबर 2000 को इम्फाल वैली के एक गाँव मालूम में Armed Forces (Special Powers) Act, 1958 (AFSPA) के भयानक नतीजे देखने के बाद मणिपुर की एक 24 साला ख़ातून इरोम शर्मीला ने 4 नवंबर 2000 से ग़ैर मुअय्यना मुद्दत की भूख हड़ताल कर रखी है, जो आज भी जारी है। किसी क़ानून को मंसूख़ किए जाने के मुतालिबा के हवाले से की जाने वाली ये दुनिया की ये सबसे तवील तरीन भूख हड़ताल है, जो हमारे मुल्क में जारी है।

इरोम शर्मीला चुनो ने 4 नवंबर 2000 से न ही खाना खाया है और न ही पानी पिया है। उसे ज़िंदा रखने के लिए नाक में नली के जरिये कुछ ग़िज़ा दी जाती है। भूख हड़ताल के तीसरे दिन ही उसे इंडियन पैनलकोड की दफ़ा 309 के तहत इक़दाम ख़ुदकुशी के जुर्म में गिरफ़्तार कर लिया गया था। एक साल बाद उसे छोड़ दिया जाता है, मगर बाद में फिर गिरफ़्तार कर लिया जाता है। वर्ष 2000 से हर साल ये सिलसिला जारी है। पाँच सौ हफ़्तों से ज़्यादा भूख हड़ताल पर रहने वाली इरोम शर्मीला चुनो आज भी जेल में क़ैद है। इस सारी भयानक सूरत-ए-हाल के नतीजा में ज़ुलम-ओ-बरबरीयत के शिकार अफ़राद की तादाद बढ़ती ही जा रही है। कितने ही नाम हैं जो गिनाए जा सकते हैं, डाक्टर बिनायक सेन, लिंगाराम कोडोपी, अरूण फ़रेरा और सोनी सोरी वग़ैरह।

सोनी सोरी की कहानी भी बड़ी अजीब, करब अंगेज़ और दिल दहला देने वाली है। छत्तीसगढ़ के दंतेवाडा इलाके की 36 साला सोनी सोरी सहाफ़ी लिंगा राम कोडोपी की फूफी ( बोह) हैं। सरकारी मुलाज़िम हैं और जंगलों के बीच वाक़्य एक देही इलाक़ा में स्कूल की टीचर हैं। उनके शौहर भी पहले से ही किसी मुक़द्दमा के तहत जेल में क़ैद हैं (कहा जाता है कि उन्हें भी किसी झूठे मुकदमे में फंसाया गया है )। सोनी सोरी के 6 , 10 और 12 साल के तीन बच्चे हैं जो आजकल किसी दौर के रिश्तेदार के रहमोकरम पर हैं। भतीजा सहाफ़ी लिंगा राम कोडोपी भी जेल में बंद है। उसकी कहानी भी अलग तफ़सील तलब है। पुलिस उन पर माओविस्ट ( MAOISTS) की मदद करने का इल्ज़ाम लगाती हैं। वो इस इल्ज़ाम से इनकार करती रही हैं, इसके पास उसके अपने दलायल हैं। कई सबूत हैं जो इसने अपनी बेगुनाही को साबित करने के लिए अदालत के सामने रखे हैं।

सोनी सोरी यूं तो पिछले 2 सालों से परेशानियों और मुसीबतों का सामना कर रही है, मगर उसकी परेशानियों और करब भरी दास्तान का दूसरा दौर उस वक़्त शुरू हुआ जब 4 अक्तूबर 2011 को सोनी सोरी को दिल्ली पुलिस ने छत्तीसगढ़ पुलिस के साथ मिलकर दिल्ली में गिरफ़्तार कर लिया। सोनी सोरी छत्तीसगढ़ पुलिस की हिरासानिऊ से बचते-बचाते दिल्ली आई थी , ताकि अपनी बात अदालत के सामने रखकर ख़ुद पर हो रहे ज़ुलम-ओ-सितम से बच सके। वो ज़िंदा और सही सलानत तो दिल्ली पहुंच गई थी, लेकिन इसके सामने ख़दशात थे, उसे अपनी जान का ख़तरा था।

गिरफ़्तारी के बाद इसने अदालत से बार-बार इल्तिजा की कि उसे छत्तीसगढ़ पुलिस के हवाले न किया जाय, क्योंकि वहां उसे छत्तीसगढ़ पुलिस की जानिब से अपनी जान और इज़्ज़त-ओ-अब्रू का ख़तरा है, बेपनाह और जानलेवा तशाद्दुद का ख़तरा है। मगर दिल्ली में अदालत ने इस के इन ख़दशात को नजरअंदाज़ करते हुए उसे छत्तीसगढ़ पुलिस के हवालेकर दिया और छत्तीसगढ़ पुलिस को हिदायत दी कि सोनी सोरी की हिफ़ाज़त से मुताल्लिक़ तमाम इक़दामात किए जाएं और तमाम हिफ़ाज़ती अमोर को यक़ीनी बनाया जाय। लेकिन इसके बावजूद सोनी सोरीके बदतरीन ख़दशात बिलाखेर सच्च साबित हो ही गए। छत्तीसगढ़ पुलिस की जानिब से गिरफ़्तार किए जाने के बाद पुलिस लॉकअप में न जाने क्या हुआ पता नहीं, लेकिन दुनिया ने वो वीडियो क्लिप देखा, जिसे देखकर रोंगटे खड़े हो जाते हैं, अस्पताल के एक टेबल पुर दर्द-ओ-करब से चीख़ती और कराहती हुई सोनी सोरी की वो तस्वीरें अगर आप में हिम्मत है तो आप भी देख सकते हैं http://www.youtube.com/watch?feature=player_embedded&v=a5lO6cEcUeI#!

जब इस वाक़िया के ख़िलाफ़ आवाज़ें उठने लगी, तो पुलिस ने ये बयान दिया कि सोनी सोरी पुलिस लॉकअप के बाथरूम में फिसल कर गिर गई ! या अलहि ये माजरा किया है? यहां डाक्टरों ने दूसरी बातों के अलावा ये भी रिपोर्ट दी कि उसके दोनों हाथों की दरमयानी ऊँगली पर काले निशानाथ हैं। ( सोनी सोरी के वकील और दीगर इंसानी हक़ूक़ के लिए काम करने वालों का कहना है कि ये निशानात पुलिस लॉकअप में अलकटरक शॉक देने की वजह से बने हैं) सोनी सोरी की तशवीशनाक हालत देखकर डाक्टर ने मज़ीद मुआयना के लिए बड़े अस्पताल में ले जाने के लिए कहा। छत्तीसगढ़ पुलिस के जरिये पहले जागदालपोर और बाद में रायपुर के दवाख़ानों में दो मर्तबा मुआयना किया गया, मगर कोई ख़ास बात सामने नहीं आई। इससे क़बल दंतेवाड़ा के अस्पताल के डाक्टरों ने जो रिपोर्ट दी थी, उसकी भी तौसीख नहीं की।

इस सूरत-ए-हाल को देखते हुए सोनी सोरी के वकील ने सुप्रीम कोर्ट में एक दरख़ास्त दाख़िल की कि सोनी सोरी की ख़राब हालत के पेशेनज़र इसका मेडिकल चैकअप आज़ादाना तौर पर किसी दूसरे मुक़ाम पर क्या जाय। हुकूमत छत्तीसगढ़ ने इस बात से इनकार किया कि सोनी सोरी पर तशद्दुद किया गया, मगर अदालत ने ये दरख़ास्त मंज़ूर कर ली और कलकत्ता में दुबारा मेडिकल चैकअप किया गया ।फिर इंसानियत का सर शर्म से झुका देने वाली वो मेडिकल रिपोर्ट सामने आई जिसे कहने और सुनने के लिए भी दिल गर्दा चाहिए। उसकी शर्मगाह से और पिछले हिस्से ( मक़अद ) से डाक्टरों ने पत्थर बरामद किए। उर्दू में इससे ज़्यादा लिखने की हिम्मत मुझ में नहीं है, इस लिए इस मेडिकल रिपोर्ट से मुताल्लिक़ चंद अलफ़ाज़ अंग्रेज़ी में यहां नक़ल करता हूँ-

The recently received an independent medical examination report of Soni Sori, has revealed that two large stones were planted deep inside her vagina and another stone inside her rectum.

इस सिलसिले में एक और दिलचस्प बात नोट करने के काबिल है कि कलकत्ता के एनआरएस मेडिकल कॉलिज के जरिये स्पीड पोस्ट से रवाना की गई ये रिपोर्ट 13 दिनों तक भी जब सुप्रीम कोर्ट को नहीं पहुंची तो अदालत ने मेडिकल कॉलिज को हिदायत दी कि अदालत को फ़ौरी फ़याकस या ईमेल के जरिये ये रिपोर्ट रवाना की जाय। बहरहाल, जब अदालत को ये रिपोर्ट मिली तो जज साहिबान ने इस रिपोर्ट पर अपने कोफ़त, रंज और तकलीफ़ का इज़हार किया और रियासती हुकूमत को हिदायत दी कि सोनी सोरी को रायपुर की जेल मुंतक़िल कर दिया जाय। साथ ही उन्होंने तक़रीबन डेढ़ माह बाद यानी जनवरी 2012 को आख़िरी समाअत की तारीख़ मुक़र्रर की।

यूं तो सोनी सोरी के मुताल्लिक़ कहने को और बहुत कुछ है, मगर आख़िरी चंद बातें इसके दो ख़ुतूत से, एक जो इसने अपने घरवालों को लिखा है और दूसरा जो इस ने सुप्रीम कोर्ट के जज साहिबान के नाम लिखा है । अपने घरवालों को लिखे गए ख़त में सोनी सोरी ने लिखा है कि मुझे जिस किस्म की अज़ीयतें दी जा रही हैं वो में आपको बयान नहीं कर सकती। सुप्रीम कोर्ट के जज साहिब के नाम लिखे गए अपने ख़त में सोनी सोरी सवाल कर रही है कि “मैं सुप्रीम कोर्ट से ये जानना चाहती हूँ कि आज मेरी इस हालत का ज़िम्मेदार कौन है? अदलिया, पुलिस, इंतिज़ामीया या हुकूमत?। हमें रिमांड में रखकर दंतेवाड़ा पुलिस थाने में एसपी अंकित गर्ग और मानकर ने इतने भयानक तरीक़े से करंट देकर ज़हनी और जिस्मानी तौर पर जो अज़ीयत दी है, और जो अंदरूनी ज़ख़म मुझे लगे हैं वो में चाहकर भी भूल नहीं सकती। अगर मैं गुनाहगार थी तो मुझे पूछताछ के बाद अदालत में पेश करना था, अदालत ख़ुद फ़ैसला करती कि सज़ा देना या ना देना।जज साहिब ये कैसा क़ानून है,एक बेगुनाह होते हुए भी मैं सज़ा भगत रही हूँ। मेरा क़सूर किया है ?

क़सूर किसका है ये तो आने वाला वक़्त ही बताएगा। मगर आज सोनी सोरी का हर ज़ख़म खुला है। मरहूम अहसन यूसुफ़ ज़ई का ये शेर इस पर पूरी तरह सादिक़ आता है।

MOGA CONVENTION AGAINST ATTACK ON DEMOCRATIC RIGHTS

 The Democratic Front Against Operation Green Hunt, Punjab held a well-attended convention at Moga on the International Human Rights Day i.e. 10^th December. The convention held in the back-drop of killing of M. Koteswara Rao @ Kishenji - the CPI (Maoist) leader in an “encounter” mired in suspicion; death sentence awarded to Jatin Marandi-the peoples singer and theater-artist of Jharkhand; brutal & inhuman torture inflicted by Chhattisgarh Police on a tribal teacher, Soni Sori and a decade long fast by Irom Sharmila, the indomitable woman from Manipur, in protest against continuation of draconian Armed Forces Special Powers Act; was to focus on the significance of these events from the standpoint of human rights movement in the country and to chalk out its future direction.

As a prelude to this convention, a press briefing was held at Desh Bhagat Yadgar Hall Jalandhar on 4^th December on these issues. The fact finding report prepared by the Coordination of Democratic Rights Organizations (CDRO), about the killing of Kishenji was translated and printed in Punjabi and widely circulated amongst democratic sections throughout Punjab.

The convention venue, Shaheedi Park was decorated with flexes, banners and placards having photographs of Kishenji, Jatin Marandi & Irom Sharmila and slogans highlighting struggle and demands for protection of democratic rights. A presidium consisting of Prof A.K.Maleri, Prof. Baldeep Singh, Narbhinder Singh & Attarjit Singh Kahanikar, all State Committee members of the DFAOGH Punjab, was constituted to conduct the Convention. The stage was conducted by Sh. Balwant Makhu.

Opening the discussion, Advocate N.K.Jeet, asserted that with the onset of neo-liberal economic policies, the state has opened the floodgates to MNC’s entry in the country, facilitating their predatory activities by handing them over the Jal, Jangal & Jameen, along with generous tax incentives. The rulers are hell bent upon mortgaging this country to the imperialists giving them unquestioned right to plunder its natural resources, including cheap labor. Vast majority of the people throughout the country are opposing these neo-liberal policies, being implemented under the misleading label of economic reforms. The struggles of the people against these policies are bursting out widely and intensively, despite indifference, rather opposition from the parliamentary parties and ruthless repression by the state. To make the people’s resistance movements leaderless and ineffective the rulers are resorting to killing their leaders in fake encounters, implicate them in false criminal cases and award them death sentence or life imprisonments. The rules are using their private armies such as Salwa Judam, Ma Danteswari Sena, Bhairav Vahini, Harmads, SOI (Students Organization of India) etc for inflicting violence and spying upon the people’s movements. The rulers have also armed themselves with numerous undemocratic black laws such as Sedition law, UAPA, AFSPA etc. The brutal torture inflicted upon Soni Sori is unprecedented in our history. Deriving sadistic pleasure, the Chhattisgarh Police under the personal supervision of SP Ankit Garg, thrust stones in her both private parts. It is highly barbaric. However as the people’s movements to protect their Jal, Jangal & Jameen, gather momentum, and the women have become an integral part of these, they have increasingly come under attack and have faced police brutalities in Singur, Nandigram, Jangal Mahal, Bastar, Dantewada, POSCO, Gobindpura and more recently at Daula village in Punjab, where an Akali Sarpanch slapped in full public view, in the presence of police officials, an EGS lady teacher, protesting against contract system of employment.

N.K.Jeet called upon the democratic minded people to come forward, unite and wage a relentless struggle against these attacks on their democratic right of struggle for a better future.

Sh. Rajiv Gondara Advocate from Chandigarh spoke at length about fake encounters and black laws. He said that the police is not following the law and procedures prescribed by various High Courts and the Supreme Court. Law does not authorize the police to kill any one. The facts brought out in the CDRO report raise suspicion about the authenticity of police version of killing of Kishenji. To bring out the truth, the alleged encounter needs to be probed by a High Court or Supreme Court Judge. He expressed his total opposition to death penalty and demanded that it should be scrapped. He regretted that while Parliament is considering a law against torture, the police is subjecting the struggling people to most inhuman and barbaric methods of torture, as in the case of Soni Sori. Spontaneous struggles of the people are erupting against the neo-liberal policies of the Govt throughout the country. The democratic minded people should devise appropriate ways and means to come out in support of these struggles. He highlighted the need to fight against the present cruel and exploitive system. He demanded revocation of all black laws especially the UAPA and the AFSPA, and saluted Irom Sharmila for her relentless struggle against black laws.

Dr. Parminder Singh, Co-convener DFAOGH Punjab, speaking on the occasion raised questions on the alleged encounter in which Com Kishenji was killed. He demanded a judicial inquiry in the matter and registration of criminal case against the police officials involved in it. The neo-liberal policies of the ruling classes were successfully defeated by the struggling people in Nandigram, Singur, Jangalmahal etc. The state has hit against the people by killing Kishenji. The state conducts fake encounters and tries to cover these up by churning out lies. It is the democratic right of every individual to aspire for a better world and to struggle for creating it. We must prepare a blue-print for the new world, an alternative to the existing repressive, undemocratic and exploitative socio-economic set-up and oppose all the undemocratic acts of the rulers.

The Convention unanimously adopted various resolutions presented by Prof. A.K.Maleri demanding a judicial inquiry in the political murder of Com Kishenji, setting aside the death sentence awarded to Jatin Marandi, reocation of AFSPA and saving the life of Irom Sharmila, lifting the ban on CPI Maoist and its front organizations, withdrawal of all repressive measures against the ongoing peoples struggles in various parts of the country etc.

The convention decided to undertake a signature campaign on all the above issues on a resolution moved by Prof Baldeep Singh.

A massive procession was taken out from the venue of the convention to General Bus Stand raising slogans in support of the people’s struggles, democratic rights and against the fake encounters.
